Instead, at the tap of a button we can hail a taxi to drive us around, we can find a shared car parked somewhere nearby and rent it for a while, we can order every product imaginable and have it on our doorstep within a couple of hours. These shared services are convenient for us as customers, but they are posing new challenges for cities trying to control traffic and the environmental impact of vehicles on their roads.<\/p>\n<h2>What have cities been doing so far?<\/h2>\n<p>There are various approaches a city can take to try and control congestion and emissions. Many cities have invested in improving their public transport systems in order to encourage people to choose them over their private vehicles. Furthermore, cities may increase the price of parking which could further deter people from using their cars and instead use their local, new and improved, metro or bus.<\/p>\n<p>Some cities have created <strong>Low Emissions Zones<\/strong> &#8211; for example <a href=\"https:\/\/english.elpais.com\/elpais\/2018\/12\/12\/inenglish\/1544607623_776238.html\" target=\"_blank\" rel=\"noopener\">Madrid Central<\/a> &#8211; that only permits residents and low emission vehicles to enter the city center. Other cities, like London and Stockholm, introduced a congestion charge: a fixed fee that a driver pays in order to enter the city. As this fee is often more expensive than public transport and doesn\u2019t include the cost of parking, the idea is to encourage drivers to leave their cars at home.<\/p>\n<h2>What are the problems with these methods?<\/h2>\n<p>These traditional methods aren\u2019t quite enough to compete with our ever-changing ways of moving. For example, ride-hailing and delivery companies don\u2019t actually park up in cities, they continuously circulate. This means they continue to add to the traffic, just stopping briefly to pick up and drop off their passengers or stop for a short amount of time to manage deliveries.<\/p>\n<p>An <strong>increase in parking prices<\/strong> most likely wouldn\u2019t affect them. On a similar note, many of these services now use electric cars or motorbikes meaning they are permitted to enter and freely travel around the low emission zones. This is a positive change in terms of reducing pollution, but it doesn\u2019t reduce the traffic on the city roads.<\/p>\n<p><span class=\"TextRun SCXW142611226 BCX8\" lang=\"EN\" xml:lang=\"EN\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW142611226 BCX8\">As we reflect on the\u00a0<\/span><span class=\"NormalTextRun SCXW142611226 BCX8\">changes<\/span><span class=\"NormalTextRun SCXW142611226 BCX8\">\u00a0we see on city roads, we want to help create new and better ways to control movement, pollution and congestion. The current systems simply aren\u2019t as effective as they need to\u00a0<\/span><span class=\"NormalTextRun SCXW142611226 BCX8\">be<\/span><span class=\"NormalTextRun SCXW142611226 BCX8\">\u00a0and they will likely lead to a future that\u2019s more chaotic with less livable cities.\u00a0<\/span><\/span><span class=\"EOP SCXW142611226 BCX8\" data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<h2>What solutions can we offer?<\/h2>\n<p><span class=\"TextRun SCXW56084589 BCX8\" lang=\"EN\" xml:lang=\"EN\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW56084589 BCX8\">Ferrovial\u00a0<\/span><span class=\"NormalTextRun SCXW56084589 BCX8\">has been working over the past couple of years with the MIT<\/span><span class=\"NormalTextRun SCXW56084589 BCX8\">\u00a0to understand in detail the implications and limitations of these traditional approaches and identify more effective alternatives to reduce traffic congestion and emissions.\u00a0<\/span><span class=\"NormalTextRun SCXW56084589 BCX8\">This\u00a0<\/span><span class=\"NormalTextRun SCXW56084589 BCX8\">joint\u00a0<\/span><span class=\"NormalTextRun SCXW56084589 BCX8\">research<\/span><span class=\"NormalTextRun SCXW56084589 BCX8\">\u00a0<\/span><span class=\"NormalTextRun SCXW56084589 BCX8\">\u2013 conducted through\u00a0<\/span><span class=\"NormalTextRun SCXW56084589 BCX8\">a<\/span><span class=\"NormalTextRun SCXW56084589 BCX8\">n<\/span><span class=\"NormalTextRun SCXW56084589 BCX8\">\u00a0<\/span><span class=\"NormalTextRun SCXW56084589 BCX8\">MIT-<\/span><span class=\"NormalTextRun SCXW56084589 BCX8\">proprietary<\/span><span class=\"NormalTextRun SCXW56084589 BCX8\">\u00a0<\/span><span class=\"NormalTextRun SCXW56084589 BCX8\">software capable to reproduce travelers\u2019 decisions<\/span><span class=\"NormalTextRun SCXW56084589 BCX8\">\u00a0under different scenarios\u00a0<\/span><span class=\"NormalTextRun SCXW56084589 BCX8\">\u2013<\/span><span class=\"NormalTextRun SCXW56084589 BCX8\">\u00a0showed that simply imposing traffic restrictions on some vehicles does not provide any incentive towards travelling in lower congestion periods nor to optimize delivery operations.\u00a0<\/span><\/span><span class=\"EOP SCXW56084589 BCX8\" data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">It\u2019s time to remodel these systems into ones that are fairer and more sustainable<\/span><\/b><span data-contrast=\"auto\">\u00a0and introduce some new, updated ways to manage the challenges we face on our roads.\u00a0Technology is a useful resource. Offering\u00a0<\/span><b><span data-contrast=\"auto\">online resources<\/span><\/b><span data-contrast=\"auto\">\u00a0that have all the necessary information regarding transport options\u00a0and parking\u00a0will allow users to stay connected and choose the best and most comfortable means of transport for their journey.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Changing the way motorists pay for the use of city streets is another important step to take.\u00a0Instead\u00a0of paying a fee\u00a0per hour\u00a0to park\u00a0regardless of\u00a0the type of use and parking availability,\u00a0<\/span><b><span data-contrast=\"auto\">parking\u00a0fees\u00a0could\u00a0be automatically adjusted based on real-time demand.\u00a0<\/span><\/b><span data-contrast=\"auto\">Additionally, drivers should be provided with<\/span><b><span data-contrast=\"auto\">\u00a0real-time information\u00a0on on-street parking availability<\/span><\/b><span data-contrast=\"auto\">\u00a0to avoid\u00a0running unnecessary kilometers looking for a parking area.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">In the medium term,\u00a0a more efficient system could\u00a0even\u00a0include\u00a0payments based on how long a vehicle circulates rather than\u00a0on\u00a0parking\u00a0duration only.\u00a0<\/span><b><span data-contrast=\"auto\">Our research shows that a\u00a0soft charge\u00a0in city cores\u00a0based on the distance travelled\u00a0would\u00a0indeed\u00a0introduce the right incentives\u00a0towards a more sustainable mobility, more use of public transport<\/span><\/b><span data-contrast=\"auto\">\u00a0and prevent vehicles from driving around the city instead of parking in a designated zone.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<h2>What are the challenges we\u2019ll face?<\/h2>\n<p>To rely on technology to support these changes means we have to face the issues that come alongside it. In a digital world without barriers, a proper <strong>enforcement mechanism <\/strong>that checks who is not following the rules, will be key to its success<strong>.,<\/strong> It\u2019s important that we have legislation in place to be able to actively control traffic while respecting drivers privacy. Finally, like all changes, there is the challenge of <strong>public acceptance<\/strong>. How will the public respond to these new systems? Hopefully, well. The experience in other countries shows that after initial controversy expected with any major change, the perception of these programs and the results they create is very favorable and most prefer to keep them in place.<\/p>\n<h2>Are we well positioned?<\/h2>\n<p><span data-contrast=\"auto\">T<\/span><span data-contrast=\"auto\">he evidence we collected\u00a0<\/span><span data-contrast=\"auto\">suggests that\u00a0<\/span><b><span data-contrast=\"auto\">to solve\u00a0<\/span><\/b><b><span data-contrast=\"auto\">urban\u00a0<\/span><\/b><b><span data-contrast=\"auto\">congestion<\/span><\/b><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">and provide\u00a0<\/span><span data-contrast=\"auto\">a fairer and sustainable mobility<\/span><span data-contrast=\"auto\">,<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">we should\u00a0<\/span><span data-contrast=\"auto\">change the way to charge for\u00a0<\/span><span data-contrast=\"auto\">parking and\u00a0<\/span><span data-contrast=\"auto\">moving\u00a0<\/span><span data-contrast=\"auto\">within\u00a0<\/span><span data-contrast=\"auto\">our cities\u2019\u00a0<\/span><span data-contrast=\"auto\">scarce\u00a0<\/span><span data-contrast=\"auto\">urban\u00a0<\/span><span data-contrast=\"auto\">space<\/span><span data-contrast=\"auto\">\u00a0\u2013 leveraging on technology and advanced data analytics.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p>The combination of <strong>traffic management skills through dynamic pricing <\/strong>\u2013 gathered by operating Managed Lanes in the US \u2013 with the ability to develop digital mobility solutions such as the App-based tolling platform Satelise and the Maas Global and Zity mobility services, <strong>put Ferrovial in a great position to support cities<\/strong> in implementing such innovative solutions.<\/p>\n<p><em>An article by Pablo Ferrando<\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>We\u2019re no longer simply driving our own cars into the city and parking up to run our errands.
