In 2016, the Commonwealth of Virginia selected a Cintra-led consortium to finance, design, build, operate and maintain the express lanes on Interstate 66 Outside the Beltway. The project will transform this critical Northern Virginia artery to relieve congestion, improve safety and provide more predictable travel times. The project corridor extends approximately 22 miles along Interstate 66 from the Capital Beltway (I-495) to Gainesville (US Route 29). Once completed, the project will include three toll-free general-purpose lanes in each direction and two express lanes in each direction with a state-of-the-art open-road electronic toll collection system. Expanded transit service, park-and-ride lots and interchange enhancements will further improve travel along I-66. The project will also connect several shared use paths to create more multimodal options. As an innovative and efficient public-private partnership, this project will be completed at a $2.5 billion net savings for the Commonwealth of Virginia.

Job Description:

The Health, Safety, Environmental and Quality (HSEQ) Director will be responsible for developing new, and implementing existing, company HSEQ programs. The HSEQ Director is responsible for ensuring compliance with all applicable local, state, and federal rules and regulations including Occupational Safety and Health Administration (OSHA), Department of Transportation (DOT) and Environmental Protection Agency (EPA). The HSEQ Manager will verify program effectiveness by participating in routine audits, inspections and investigations. This position is responsible for coordinating health and safety training for all employees. The HSEQ Director will mentor all personnel to perform observations to reinforce positive behaviors and correct at-risk behaviors. The position is obligated to stop the job when there is an imminent hazard to the health and well-being of employees, and to protect company property and the environment.

Essential Duties and Responsibilities:

  • Manages the maintenance and implementation of safety programs, compliance plans, and initiatives related to the I-66 Safety Plan to ensure that a safe, healthy, and secure work environment exists for all

  • Assesses and identifies issues by reviewing and analyzing the effectiveness of the safety and health program; Reviews Safety Plan documentation; conducts relevant audits to ensure compliance

  • Directly supports executive team to implement effective policies, procedures and initiatives. Understands and appropriately influences company strategy as related to HSEQ compliance and program implementation. Works with executive management to define goals to reduce accidents and incidents at the workplace

  • Evaluates contractual Quality requirements, reviews workplace to ensure compliance is maintained and prepares audits accordingly

  • Evaluates contractual Environmental requirements and environmental regulations to ensure environmental compliance is maintained

  • Establishes Contractor Management; reviews safety programs and training before sub-contractors are allowed to work; ensures Contractors receive an Orientation

  • Identifies and coordinates health and safety training for all employees

  • Conducts safety meetings/trainings with employees to discuss safety and health matters, specific workplace hazards/mitigations, and employee concerns. Ensures that safety and health issues are routinely discussed by all levels of management

  • Conducts periodic, documented safety inspections of worksites to identify and correct unsafe conditions and unsafe acts. Must be able to take proactive measures to implement immediate and effective corrective actions to eliminate safety hazards

  • Investigates and documents all occupational injuries and illnesses. Work with relevant stakeholders to identify corrective actions(s) that will prevent further occurrences

  • Support case management of all occupational injuries/illness to include provision of care/treatment, arranging for and monitoring light-duty programs, managing an injured worker’s return to work and supporting HR requests for Worker’s Compensation information

  • Monitor Consortium to Track DOT drug & alcohol testing, to ensure accurate reporting, random testing, and to ensure that the maintenance department is in compliance with DOT regulations and the Company policy

  • Performs other job-related duties as assigned

Qualifications (Knowledge, Skills & Abilities):

Education & Experience:

  • Bachelor’s degree in Occupational Safety, Environmental Sciences or related field or equivalent combination of education and experience

  • 10+ years of experience in HSEQ compliance

  • Knowledge of federal, state and local regulations, including EPA, OSHA, DOT, DOL, WC and other industry standards and best management practices pertaining to occupational health & safety

  • Become an OSHA Authorized Outreach trainer by completing OSHA 510 and OSHA 500 within 1 year

  • Have or obtain a certification from the Board of Certified Safety Professionals within 1 year

  • Knowledge of Incident Command System (ICS)

  • Internal and External Audit experience (ISO 9001, 14001, and/or 45001); Some experience in implementing and/or maintaining an ISO or similar certification system preferred

  • Working knowledge of 40 CFR Environmental regulations and local state regulations preferred

Computer Skills:

  • Must be able to demonstrate computer proficiency, especially within Microsoft Excel, Word and Power Point, as well as PC based programs
