Job Description:
Position Summary
Tender Phase
- Establish the internal project bid process with the Tendering and Commercial team, ensuring that Operations and project delivery team interface is established.
- Manage any (internal) joint venture operating protocols and processes to create communication, collaboration and information flow efficiencies.
- Leading and managing the full bid lifecycle, from win strategy and scheduling through to production and submission with peers. This includes taking a critical and primary role in client-facing initiatives.
- Drive consistency, compliance, and quality across the TDRA tender.
- Mentor other team members, peers and stakeholders by sharing best practice to lift performance across the tender function.
- Analyze bid outcomes from previous tenders and provide insight and recommendations that improve processes and success rates.
- Develop the winning strategy for the tender opportunity.
- Develop and implement integrated project controls system, reporting strategy and communications protocols.
- Support in/monitoring of the implementation of Bidding procedures in the UK & Ireland projects.
- Mentor UKIE bidding team members and manage the project team staff, including setting targets and reviewing performance.
- Coordination with Spain Bidding Team and JV Partners where applicable.
- Identify complex construction and associated risks / opportunities and assist in resolving any problems.
- To promote company values in all dealing with other employees, clients, subcontractors and other stakeholders.
- Submit construction and project planning proposals that will eventually inform the project and construction management during construction and delivery once TDRA is awarded.
- Contribute to the formation of the joint venture operating agreement and commercial arrangements.
- Review and approve design and engineering variations and proposal modifications throughout tender and handover phases.
Post-Award/ Delivery Phase
- Lead the project delivery team, ensuring that the contract deliverables are achieved on time and within budget.
- Set up the handover plan, prepare project mobilization plans and manage the holistic process in accordance with Operational project improvement processes.
- Implementing best-in-industry initiatives and processes to develop and maintain workplace standards that reinforce a culture of risk-management, compliance, integrity, quality,and responsibility across the project.
- Accountable for consistently analyzing the engineering, quality and construction processes and methodologies across the project and identifying opportunities to improve and enhance project outcomes. i
- Lead and develop the engineering and construction project team, supporting employees with their performance and development activities.
- Supporting the design and technical engineering team with the synthetization and calibration of information as required to evolve water treatment practices and processes.
- Develop the Infrastructure capability and expertise of the UK&I business.
Qualifications / Experience
- Tertiary Qualifications in an engineering discipline.
- Post-graduate qualifications in business, science or management desirable.
- Extensive post-qualification experience in a major projects and infrastructure environment, both on the bidding and operations sides.
- International project management experience in hydraulics, water treatment or infrastructure preferred.

Desde Ferrovial Construcción nos gustaría incorporar un Técnico/a BIM en una de nuestras obras situadas en el Viaducto del Ebro, Castejón (Navarra).
FUNCIONES:
– Gestión BIM: definición procedimientos y despliegue de sistemas para la gestión BIM del proyecto, dando respuesta a los requerimientos del cliente.
– Usos BIM solicitados: extracción de mediciones, seguimiento de costes y planificación a partir de modelo, entre otros.
– Aplicación del estándar BIM del cliente
– Actualización del modelo BIM durante fase de obra, evolucionándolo hasta modelo AsBuilt.
– Gestión de reuniones BIM como responsable por parte del equipo de ferrovial.
– Impulsar el uso de los modelos en obra: despliegue de visor de modelos BIM, formación a equipo de obra de ferrovial, extracción de mediciones y documentación para apoyar al equipo de obra en la ejecución y el seguimiento de los trabajos.
– Despliegue de otras iniciativas de digitalización: liderar el despliegue de herramientas de gestión de proyectos digitales (Procore).
REQUISITOS:
– Grado en Ingeniera Civil o Arquitectura Técnica.
– Se valorará conocimientos específicos en MS Excel, MS Access, PowerBI.

Job Overview:
The company is seeking a Senior Commercial/Contract Manager to successfully lead the commercial and contractual strategy for a large-scale engineering project, ensuring competitive bids, effective risk management, and fulfillment of all contractual obligations throughout the project lifecycle. Among other things, this individual will oversee budgets, procurement, change management, disputes, claims, and stakeholder relationships while driving financial performance and compliance. Candidates should bring a strong background in civil engineering and/or quantity surveying, ideally complemented by expertise in construction law or dispute resolution. The candidate should also be able to demonstrate strong leadership skills and a history of managing successful teams on large-scale civil engineering projects.
Responsibilities and Duties:
Tender/Bidding
- Evaluate tender documents and identify commercial risks and opportunities
- Coordinate with contracting, estimating, design, planning, and legal teams to prepare competitive bids
- Attend or support in any authority engagement(s) (e.g. one on one workshops) during the bid process
- Support in negotiation of terms and pricing with subcontractors and suppliers (nominated or otherwise) during bid phase
- Review, identify and propose key components for the Works schedule(s) with a key focus on client or third party obligations
- Identify risks and categorize levels – suggest or propose best way to deal with high category risks (e.g. utilities, permits) by sharing under the contract terms
Handover
- Facilitate a structured handover of commercial documentation to operational teams
- Ensure all contract terms, risks, and obligations are clearly communicated
- Transfer procurement plans, budgets, and key commercial controls
- Support operational teams in mobilization and early-stage execution
- Develop and implement a Contract Management manual for the project(s), distilling the key information for the wider project team
Contract Administration
- Define and execute the overarching commercial strategy aligned with the PPP framework and project lifecycle.
- Ensure proper execution and documentation of all contracts
- Monitor contract compliance and closely manage variations, change orders or amendments to the design build agreement
- Administer the design build agreement in accordance with obligations and requirements
- Ensure appropriate and timely correspondence is made on all pertinent project issues and at all times
- Ensure effective record keeping and contemporaneous data during the currency of the project(s) lifecycle
- Ensure good collaboration with the project scheduling team and timely intervention or communication for any impacts to the schedule
- Timely notices (claims or otherwise) of any sort in accordance with the contractual terms of the design build agreement
Construction Commercial Oversight
- Manage and support project budgets, forecasts, and cost control measures (budgets)
- Track financial performance against targets and KPIs
- Identify deviations and develop meaningful solutions to overcome negative impacts
- Deploy or catalogue appropriate “Lessons Learned” during the currency of the Works
- Suggest or propose operational alternatives that might support mitigation efforts and improve efficiencies
- Control over payments – upstream and downstream. Approve valuations, payments, retention or hold back and financial reconciliations
- Ensure proper notices, support and administration of any insurance claims
Risk & Opportunity Management
- Identify and assess commercial risks across the project(s)
- Develop mitigation strategies and contingency plans
- Monitor emerging risks and market trends
- Capture and evaluate commercial opportunities for growth or savings
- Maintain a risk register and ensure regular updates
Procurement & Supply Chain
- Oversee or support in procurement planning aligned with project timelines and budgets

- Approve major purchase orders and subcontractor agreements
- Ensure supplier selection follows ethical and cost-effective company policies
- Monitor procurement performance and resolve supply chain issues
- Develop strategic partnerships with key vendors and subcontractors
- Ensure appropriate and timely correspondence is made on all pertinent subcontract or supplier issues and at all times
Claims Management
- Where possible and beneficial, encourage dispute avoidance and early resolution of any pertinent matters
- Strategize and lead the preparation and negotiation of claims (e.g. critical delay, damages, disruption, insurance claims)
- Ensure claims are always substantiated with proper documentation and analysis
- Liaise with legal counsel and clients and propose appropriate expert services to support any claims as necessary
- Execute due diligence on the oppositions argument(s), their team (e.g. counsel and experts) and seeks ways to mitigate any associated risk
- Track claim outcomes and lessons learned for future improvement
- Oversee and manage all incoming disputes and claims ensuring the right level of record keeping in support of same
- Develop and propose internal solutions for early settlement with a key focus on legal expenditure, exposure and potential recovery
Stakeholder Engagement
- Act as the commercial point of contact for key stakeholders
- Ensure open dialogue with clients and stakeholders
- Actively engage and promote a level of trust and respect between all parties
- Manage expectations and resolve conflicts diplomatically
Reporting & Documentation
- Ensure detailed contemporaneous records (daily, weekly reports) are executed properly and maintained.
- Maintain contract records and audit trails for accountability
- Produce detailed commercial reports for internal stakeholders or project board members
- Present financial summaries, risk assessments, and performance metrics
- Support board-level reporting and strategic decision-making
- Maintain dashboards and tools for real-time commercial insights
- Report and maintain any significant data (e.g. disputes or claims) in accordance with the company’s internal policies and platforms
Project Closure
- Oversee final account settlements and close-out documentation (as-builts records, operational manuals etc.)
- Ensure all commercial obligations are fulfilled (punch, snag lists etc.)
- Manage receipt of any completion certificates as defined by the contract
- Ensure recovery of all bonds and or securities
- Conduct post-project reviews and commercial audits
- Capture lessons learned and contribute to continuous improvement
- Archive commercial records in line with the company’s retention policies
- Continue supporting any ongoing pursuits beyond completion (legal disputes etc.)
- Ensure effective handover with maintenance or asset management teams as necessary
Qualifications:
- Background in Quantify Surveying for construction or Civil Engineering, or both.
- Additional qualifications or professional memberships are preferable such as construction law education, dispute resolution background in construction, chartered surveyors etc.
- 10+ years of experience in the field.

Job Description:
At Ferrovial Digital Infrastructure (FDI), we specialize in the development of data center assets, from powered-land search and acquisition to DC design, construction, and maintenance, and we are always looking for the most efficient and sustainable solutions.
FDI has acquired a land plot in Madrid for the development of a Data Center, and we are seeking a manager to lead the development, construction and commissioning of the electrical and other utilities infrastructure.
Additionally, the role may require assistance to FDI Projects Development Team within the Business Development and Strategy related activities.
The ideal candidate will have a background in developing grid connection electrical infrastructure. Panzer power & utilities manager will oversee the design and construction of HV/MV lines and substations, ensuring alignment with project timelines and energization strategy. This role is critical to ensuring alignment with project timelines and the energisation strategy, requiring close coordination with stakeholders, contractors, and utilities. This includes liaising with third parties such as stakeholders, distribution companies, and public administration to define next steps, establish timelines, and anticipate potential blockers.
Strong leadership, technical expertise, and communication skills are essential to succeed in this role.
Additionally, the candidate will work closely with the Energy and Utilities team within Digital Infrastructure, actively supporting the Strategy and Business Development team.
Requirements
- Bachelor’s degree in Industrial, Electrical, Mining or Energy Engineering, Civil Engineering or a related field. A master’s degree can be an advantage.
- Advance knowledge of high and medium voltage electrical systems.
- Strong understanding of Spanish Electric System, its regulations and particularities as well as possessing the ability and proactiveness to deal with other countries´, i.e. Poland, USA, etc.
- Proven track record and experience working with DSOs, TSP, suppliers and utilities companies for at least 3 years.
- Proven experience and knowledge in transmission/distribution planning applications, analysis and design.
- Experience in the design, permitting and construction of HV/MW substations and underground power lines.
- A deep understanding of power & utilities operating model and key business and technical challenges faced by utilities in current fast changing environment
- Experience in power line concessions and or business consulting is appreciated.
- Good understanding of Interconnection Agreements drafting
- Previous experience working with data center clients (e.g., hyperscale, colocation providers, or large enterprises) will be highly valued
- Ability to analyze complex situations, identify strategic opportunities for Ferrovial and develop actionable plans for pursuing these opportunities
- Ability to draft accurate support procedures, compile system documentation, and issue tracking entries while taking full ownership of technical issues

Key Responsibilities
- Act as the energy& utilities project lead of the new data center from concept to delivery, ensuring alignment with project goals and business objectives.
- Coordinate with engineers, contractors and other stakeholders to ensure alignment on project scope, objectives, and design.
- Develop and execute management plans, including resource management, cost estimation, scheduling and quality control.
- Supervise the design and construction of power & utilities infra, ensuring they adhere to best practices and timely and budget-aligned delivery of the facility.
- Conduct regular progress meetings and maintain up-to-date reports on project status, challenges, and milestones.
- Support, overview and manage complex, cross-functional HV infrastructure projects from site selection, permitting and contract execution, and keep project stakeholders informed to contribute to the performance of the team, building trust and respect in all working relationships
- Keep the projects’ progress under control by driving crisp and timely decisions, identifying and clearing blockers, and escalating appropriately
- Conduct negotiations with general contractors and evaluate bids/proposal participing in princing reviews for scope inclusions/exclusions and negotiate the cost of the work with developers, general contractors and design consultants
- Evaluate site Due Diligences, schedule tracking, and identify and solve factors that may impede a successful permitted project hand-over to Ferrovial stakeholders
- Analyse data and documents (deliverables) issued by all parties to ensure that fulfil the requirements. Ability to raise queries and track them down to ease the process.
- Monitor progress and performance to manage tasks completion according to pre-determined deadlines.
- Prepare detailed reports to reflect progress updates and present relevant findings to the team to assist with the decision-making process.
- Work collaboratively with other Ferrovial teams
- Ensure full compliance with Ferrovial´s guidelines, standards and policies throughout the whole process.

Mission
The successful candidate will support the origination, development, and closing of opportunities that enable the investment and execution of energy infrastructure projects, with a focus on transmission lines, renewable generation and battery storage systems. He/She will contribute to the preparation of bids and investment proposals managing the interaction with a broad range of stakeholders – including strategic partners, providers, clients, advisors, regulatory bodies, energy market operators, etc. —to help secure new business opportunities in the Australian energy market.
A solid understanding of the electricity sector is essential, including technical knowledge of market dynamics, grid infrastructure, permitting processes, and the operational environment of transmission assets. Experience with public-private partnerships (PPPs), M&A, and project finance will be highly valued.
Responsibilities

Qualifications
