Job Description:
We are seeking an experienced, strategicly minded and highly motivated individual to join our team as a Senior Quantity Surveyor. The successful candidate will play a key role within the commercial team for our HS2 Track contract.
The ideal candidate will possess strong analytical skills, a proven track record of making informed decisions grounded in both experience and data analsysis, excellent attention to detail, and the ability to effectively prioritise tasks.
Here are some of the activities you will be involved with:
- Experienced in administrating NEC3 & NEC4 forms of contract
- Management of subcontract accounts
- Supporting the Commercial Manager and management of the commercial team
- Maintaining suitable records and supporting audit processes
- Administer risk and opportunity management processes, ensuring commercial entitlement is maximised
- Support contract review and monthly reporting processes
- Work closely with project management and engineering teams and liaise with Employers commercial team and client team.

Job Description:
The project
Ferrovial Construction has been working at Heathrow Airport for over 10 years delivering some of the most complex infrastructure projects to high quality, safety and environmental standards. We have focused on design and build projects with a mix of contractual arrangements. This has enabled us to refine our management procedures in response to Heathrow’s Employers Requirements and Ferrovial Construction own internal management systems.
Since joining Heathrow’s framework in 2014, Ferrovial Construction has delivered a variety of airside and landside projects across the whole airport. For example, we have delivered new taxiways and rehabilitated existing taxiways and the southern runway. We have also redeveloped sterile and grass areas and replaced critical assets, such as fire main, fuel main and HV ducts. We are currently working alongside Heathrow to rehabilitate assets with expired design life’s and plan for a future runway resurfacing project. We are constantly designing and planning our works around critical assets and engaging with different key stakeholders in order to deliver Heathrow value for money.
The Role
Reporting to one of the Senior Project managers, to coordinate temporary works across all of the areas of operations, to ensure safety and compliance in all of the projects being delivered on site.
Responsibilities:
- Has overall responsibility for TW coordination for the project or the specific area appointed to.
- Responsible for providing and receiving information from all other TWC’s on the project.
- Responsible for ensuring the TW design is implemented in accordance with the relevant construction issue drawings and specification.
- The PTWC shall recognise that the role of TWC overrides other responsibilities they may have.
- To raise with PM any commercial pressures or other issues not resolvable at site level.
- To ensure that adequate checks have been completed to confirm the proposed temporary works have no adverse effect on the permanent works.
- Has authority to carry out their tasks including authority to stop the work if it is not being carried out satisfactorily.
- Is responsible for ensuring the provision of formal permission to load or progress beyond the hold point.
- Responsible for implementing the project temporary works procedures on site as well as co-ordinate other contractor procedures and checking they are being implemented.
- Ensure that a temporary works register (Main register) is established and maintained using OH&S(UK&IRE)-CF-01-05 Temporary Works Register or similar.
- Where Contractor TWC’s maintain their own temporary works register that a copy is supplied to the PTWC for review and inclusion within the Main Temporary Works Register.
- Point of contact for the provision and receiving of relevant information from the client, principal designer, temporary works and permanent works designer, the site team and any TWC, where appointed, for all temporary works matters.
- Ensure that a design brief is prepared with consultation within the project team in accordance with BS5975 using OH&S(UK&IRE)-CF-01-07 Temporary Works Design Brief Template or similar, and that it is both adequate and in accordance with the actual situation on site.
- Ensure that any other temporary works in the vicinity are referenced in the design brief.
- Ensure that any residual risks, identified at the design stage, assumed methods of constructions or loading constraints identified by the Permanent Works Designer (PWD) are included in the design brief.
- Ensure that the design brief is issued to the TWD for a satisfactory temporary works design to be carried out.
- Ensure that a design check is carried out by someone who was not involved in the original design.
- Where appropriate, ensure that information on the certified temporary works design is made available to other interested parties, e.g. the principal designer and/or the designer of the permanent works.
- Register or record the drawings, calculations and other relevant documents relating to the final design.
- Ensure that he relevant client and /or third-party approvals, required by the contract, have been received.
- Ensure on-site supervision receive all the details of the design, any residual risks, including any limitations and guidance notes associated with it and ensure that a specific method statement is prepared.
- Ensure that an inspection and test plan is prepared, along with an appropriate quality control check list(s), based on the temporary works design output, is used to verify that the temporary works have been constructed in accordance with the certified design.
- Ensure that any proposed changes in materials or construction are checked against the original design and appropriate action taken.
- Ensure that checks, inspections and tests are made at appropriate stages.
- Advise the designer of any changes or modifications to the scheme or differences from the envisaged conditions.
- In the event that any inspections undertaken reveal discrepancies between the certified and constructed temporary works, prevent loading (or unloading) until the discrepancies have been rectified to their satisfaction.
- Ensure a permit to load or proceed (bring into use) is issued after a final check, which is satisfactory. Where necessary, ensure that loadings from TWs which may affect the permanent works are accepted by the Permanent Works Designers.
- Ensure that all certificates/TW Permits are uniquely numbered via template OH&S(UK&IRE)-CF-01-02 Temporary Works Permit or similar.
- Ensure that during use of the temporary works all appropriate maintenance is carried out.
- Ensure a permit to unload or proceed (take out of use) the temporary works is issued, when it has been confirmed that the permanent structure has attained adequate strength and/or stability via OH&S(UK&IRE)-CF-01-02 Temporary Works Permit or similar.
- Ensure that a documented safe system of work is in place and implemented for the dismantling of any temporary works.
- Ensure that any relevant information for the health and safety file is transmitted to the principal designer.
- Shall review all contractors’ procedures for the management of temporary works, either accepting or rejecting them.
Minimum Qualifications Needed for Role
- Possessing a valid CSCS card (Supervisor or higher) and SSSTS or SMSTS certification (Site Supervisor/Manager Safety Training Scheme).

Job Description:
The Estimator will be involved in proposals for some of the largest and most interesting infrastructure projects in North America. This position will be working on bids for major design-build infrastructure projects located throughout the US and Canada including public-private partnerships. Projects range in size from $100 million to over $3 billion in the transportation, water/wastewater, and energy sectors including public-private partnerships. This position is based in the company’s North American headquarters in Austin, Texas with the potential for up to 10% travel.
Duties:
- Review of all project documents
- Summarize BOQs and manage quantity updates
- Estimate closeout in excel
- Production of preliminary and final cost estimates
- Detailed estimating in HCSS Heavy bid, including assembling of crews and determination of production rates based on experience.
- Construction market research in various project locations to determine labor rates, equipment rates, local construction methods, and available subcontractors and suppliers
- Quantity take-off and review of quantities for completeness and accuracy
- Solicitation of subcontractor and supplier quotes
- Review designs for constructability input and identification of issues affecting cost of construction
- Analysis of various design alternatives and construction methods to determine most cost-effective solutions

Who is NTE, NTE 35W, and LBJ?
The North Tarrant Express (NTE) was the first design-build-finance-operate-maintain managed lanes project in Texas and consisted of the complete reconstruction of 13.3 miles of the existing I-820/SH-183 corridor between Dallas and Fort Worth. Since opening in October 2014, nine months ahead of the contracted completion date, the general highway lanes are experiencing a 70% decrease in congestion time and a 15% increase in average speed. This Cintra-led project has doubled capacity and significantly improved mobility along this heavily congested corridor that traverses the heart of six cities through Northeast Tarrant County.
The North Tarrant Express 35W (NTE 35W) project spans 16.8 miles from I-30 in downtown Fort Worth to Eagle Parkway at the north end of Alliance Airport. The project is operated and maintained by the Cintra-led consortium in North Texas. The Senior Human Resources Manager serves as HR leader locally managing of all human resources systems, policies and practices including but not limited to: recruiting and staffing; performance management/improvement processes; employment and compliance to regulatory requirements; development and training; policy development and documentation; employee relations; compensation and benefits administration; and employee safety. Job Description:
Summary: The Field Systems Implementation Manager is responsible for managing the deployment and integration of roadway technology systems from design through operation and maintenance in accordance with all requirements outlined in the Comprehensive Development Agreement (CDA) and the Project Management Plan (PMP). The scope of the field systems for this role includes the Toll Collection System (TCS), Intelligent Transportation System (ITS), and Network Communications System (NCS, collectively called “Field Systems”). These Systems are required to operate smoothly to ensure highly reliable and accurate reporting of revenue, traffic, and leakage while providing drivers with a consistent and reliable experience and ensuring alignment with the Comprehensive Development Agreement (CDA) and Project Management Plan (PMP).. The Field Systems Implementation Manager will manage and supervise an internal team as well as contractors to meet these requirements in a fast-paced environment while ensuring the project and any subsequent changes are implemented on schedule, within budget, and with an optimal design.
Essential Duties and Responsibilities:

Responsible for Field Systems design planning and implementation in coordination with roadway, back office and other teams, to ensure correct and on-time integration of field systems in alignment with LBJ/NTE/35W strategic objectives

Responsible to Oversee integration of gantry systems with back-office tolling platforms and ensure seamless data flow from roadside to central systems

Responsible for identifying, developing and documenting field systems key business processes and procedures during system development of ITS projects

Review, provide feedback and coordinate with all the roadside design and implementation teams, in order to make sure that all software and hardware affected by roadside modifications support the operations and CDA and internal procedures.

Coordinate resolution of impacts to existing field systems infrastructure as a result of ongoing construction.

Evaluate and coordinate insurance claims arising from third party damages to field system infrastructure.

Achieve, during the implementation phase, proper coordination with the civil works and other ITS contractors, in order to solve all possible issues in a fast and efficient manner.

O&M phase: Coordinate with all contractors for a proper design and execution to ensure continuous operations (against possible disruptions) for the Company.

Collaborate with TxDOT, contractors, and engineering teams to evaluate potential risks to ITS infrastructure from nearby construction activities.

Coordinate and collaborate with the companies’ COO, CIO, Senior Field Systems Manager, Traffic Management Center and the ITS Operations Maintenance Managers to integrate the back-end tolling systems with roadside components, ensuring their logical, functional and technical alignment

Participate in field-systems-related meetings as needed with TxDOT, contractors and other developers.

Prepare annual budgets and mid-year budget reviews with the Senior Field Systems Manager for submission and approval by Management.

Education & Experience:

Bachelor’s degree in IT, Computer Science, Electrical Engineering or a related field

7 – 10+ years of relevant prior experience

Experience with hands-on implementation of Intelligent Transport Systems, telecommunications or other technological systems highly preferred

Project management experience with coordination of teams or field crews in a technology environment

Effectively oversee, manage and delegate a team of approx. 1-5 field technicians/ ITS specialists

Effectively manage tasks, deadlines and individuals through vendor contracts

Ability to interact with colleagues in a self-managed team structure

Must be able to multitask, problem solve, and implement innovative processes within a fast-paced environment

Ability to manage inventory and RMA tracking for field equipment

Experience with system architecture, performance analysis, and reporting.
Computer Skills:

Strong knowledge of IT network communications and systems

Must be able to demonstrate computer proficiency, especially as to Microsoft Excel, Word and Power Point and other PC based programs
