Job Description:

The Chief Operations Officer will lead the Operations & Maintenance and Design and Construction sub-organizations, which is responsible for roadway construction oversight, maintenance, traffic operations, general public safety and emergency response.

Essential Duties and Responsibilities:

  • Supervise day-to-day routine and preventive maintenance

  • Inform the CEO on the general operation of the Project and IT Systems

  • Supervise roadway renewal projects performed during regular operation of the Project to ensure that best efforts are made to meet scheduled completion dates

  • Serve as a liaison between third parties in relation to roadway issues

  • Meet with the Quality / Environmental Manager regarding roadway-related management of queries and complaints as appropriate and managing the implementation of any corrective actions arising from audits

  • Approve all quality and environmental documents that may impact operational issues.

  • Attend Management Reviews to assess the effectiveness of the Quality Management Plan.

  • Supervise the IT Manager in relation with the development or installation and maintenance of any IT project

  • Meet with the Quality / Environmental Manager regarding IT-related management of queries and complaints as appropriate and managing the implementation of any corrective actions arising from audits

  • Approve all quality and environmental documents that may impact IT issues

  • Manage roadway contracts with external providers of materials and services, ensuring that subcontractor work is carried out in full compliance with the contract, and approve progress payments for work performed during each period by subcontractors

Qualifications (Knowledge, Skills & Abilities):

Education & Experience:

  • Master’s degree in Civil Engineering with specialization transportation required

  • 15+ years of experience in the supervision and management of roadway contracts, design & construction and operational oversight of large infrastructure projects

Professional Qualities:

  • Proven ability to plan, organize and prioritize effectively

  • Proven ability to perform in a management capacity, excellent written and oral communications skills, and a thorough knowledge of industry practices and regulations are required

  • Superior interpersonal, decision-making, problem solving, project management, negotiating and team building skills

  • Ability to interact with colleagues in a self-managed team structure

  • Must be able to multitask in a fast-paced environment

  • Proactive working attitude required

Computer Skills:

  • Must be able to demonstrate computer proficiency, especially as to Microsoft Excel, Word and Power Point and other PC based programs
