Job Description:

Summary:   The VP of Operations, as a manager of a highly skilled and specialized team within the organization, is an essential part in the management of the procurement, implementation, and operation stages of the company portfolio. The VP of Operations is responsible for operational strategic analysis and management to achieve high performance standards while increasing valuation growth through minimizing costs and risks to our current and future assets portfolio.

Essential Duties and Responsibilities:

  • Participates in conducting engineering investigations and planning work by completing well-defined tasks, which may include collection and analysis of data using established procedures, performance of routine calculations, and participation in evaluating the feasibility of alternate solutions

  • Performs data acquisition and analysis, researching the feasibility of alternative design approaches, site conditions, and/or regulatory agency specifications or regulations

  • Performs field observations for new project’s procurements and for construction works where appropriate

  • Leads the coordination with external technical consultants during the preparation of Project Proposals

  • Manage the Operations & Maintenance (O&M) aspects throughout project bidding phase, this includes but is not limited to, interfacing with business development department to develop bidding strategies, attending project meetings, overseeing all O&M related works, selecting and managing external advisors, managing and reviewing other operational related works, such as ITS, Tolling Systems and insurances.

  • Establish strategies and processes for operating and maintaining infrastructure facilities in accordance with performance requirements during project bidding.  This includes but is not limited to, the establishment of a team organization structure, different levels of maintenance activities strategies and procedures, rehabilitation strategy, and tolling operation if applicable

  • Supervise and conduct lifecycle cost analysis for operating and maintaining infrastructure facilities in accordance with project performance requirements during project bidding.

  • Provide all other technical support throughout the project bidding phase, this includes but is not limited to, reviewing all bidding documents, risk analysis, preparing presentations and reports, and preparing technical proposals

  • Manage Lender’s Due Diligence process and support Project Finance team in technical aspects related to negotiations with bondholders and rating agencies

  • Provide technical support to concession companies in Cintra’s portfolio during project implementation and operational phases, this includes but is not limited to:

    • aid the initial set up of operations and maintenance teams, 

    • implement and develop Asset Management Systems,

    • participate in the annual revision of budgets,

    • implement best operation practices in concession companies,

    • provide technical inputs on the optimization of designs and construction,

    • preparation of risk mitigation strategies

    • prepare annual cost benchmarking reports with other projects in the portfolio

    • evaluate different O&M optimization strategies,

    • develop training programs and materials

  • Analyze existing project’s operations and maintenance expenditures and strategies and use them as a knowledge database to prepare lifecycle cost models for new projects

  • Implement best practices and develop corporate operational policies and standards for Asset optimization and consistency throughout Cintra’s North America portfolio

  • Maintain long term forecasting operations and maintenance cost models of existing projects to be used by the company for valuation purposes

  • Prepare materials and provide senior level reporting and advice on his areas of responsibility.

  • Supervise, train, and evaluate the performance of direct reports

  • Responsible for recruitment and hiring efforts for the department

Qualifications (Knowledge, Skills & Abilities):

Education & Experience:

  • Master’s degree in Civil Engineering with emphasis in Structural, Transportation or Construction Management

  • 15+ years of experience in highway or roadway design is required

  • Previous horizontal construction and/or design-build experience highly desirable

  • Professional Engineer (PE) certification required

Professional Qualities:

  • Ability to interact with colleagues in a self-managed team structure

  • Must be able to multitask, problem solve and implement innovative processes within a fast-paced environment

  • Mindset for research and innovation. Active, curious, and ready to explore new ideas

  • Superior writing and verbal communication skills, particularly technical report writing skills

  • Able to summarize and present information and to present and explain findings and conclusions to senior management

  • Effectively manage tasks and strict deadlines with independence and in an organized way

Computer Skills:

  • Must be able to demonstrate computer proficiency, especially as to Microsoft Excel, Word and PowerPoint and other PC based programs
