Job Description:

The Intelligent Transportation Systems Engineer is responsible for establishing organizational resources and structures, policies, procedures, reporting criteria (KPIs) and OPEX/CAPEX models for the Cintra US´s Concessions during the O&M phase as well as potential new projects in tender phase related to Intelligent Transportation System (ITS) and Electronic Toll Collection Systems (ETCS).

Essential Duties and Responsibilities:

  • Drives the conceptual design of the ITS and ETCS infrastructure in tender process which Cintra US could be bidding for, and coordinates within the Operations Department, advisors, and other departments in Cintra US to successfully develop the different phases of the ITS, ETCS and NCS design.

  • Produces and coordinates with advisors, contractors, the Business Development department, and any other department of Cintra US the cost model and risk profile to be included when tendering for new concessions and ensures that they are aligned both with the conditions of the project and Cintra’s standards

  • Defines, reviews, coordinates, and publishes policies and procedures about the topics listed herewith, and ensures that are aligned to Cintra US short and long-term strategic goals:

    • Organization and personnel resources for the Toll Operations and Toll Field Systems Maintenance Departments

    • Reporting

    • OPEX/CAPEX Model

    • Risk Management

    • ITS/ETCS equipment life cycle and technological update

    • Minimizing Revenue Loss and tolling operational robustness

  • Coordinates with management and subject matter experts in the existing concessions to ensure that established policies and procedures fulfill their operational needs and, if they do not, partners with the concessions to design a common set of procedures that does fit their needs.

  • Analyzes ITS and toll operations to identify and determine Key Performance Indicators that will measure performance of the different systems. 

  • Benchmark’s concessions accordingly to the standard set of Key Performance Indicators included in the Balance Scorecard to evaluate the effectiveness of existing policies and procedures, initiate enhancements as identified.

  • Enables and supports the concessionaires when applying for a total quality certification program.

  • Identifies, develops, and documents key business processes related to toll operations with stakeholders, such as the Texas/North Carolina/Virginia Departments of Transportation, Public Agencies (like NTTA, NCDOT, Ferrovial Systems and Cintra Toll Services (CTS)), during system development and operations and maintenance phases.

  • Researches and analyzes issues surrounding the processes and systems of the tolling operations at current project sites

  • Researches and investigates available and upcoming technologies and solutions for ITS/ETCS

  • Writes technical documents outlining processes in detail and ITS/ETCS implementation approach to parallel the tolling operations amongst the concession companies and when tendering new concessions.

  • Performs other job-related duties as assigned

Education & Experience:

  • Bachelor’s degree required in a relevant branch of Engineering (IT, Systems, Civil, Industrial Engineering, etc.)

  • 5+ years of experience in design, implementation and/or management of ETCS and/or ITS

Professional Qualities:

  • Effectively manage tasks and strict deadlines with independence 

  • Ability to interact with peers in a self-managed team structure

  • Must be able to multitask, problem solve, and implement innovative processes within a fast-paced environment

  • Strong interpersonal communication, decision-making and resolution skills

  • Innovative and flexible mindset

  • Superior writing and verbal communication skills

Computer Skills:

  • Must be able to demonstrate computer proficiency, especially with Microsoft Excel, Word and Power Point and other PC based programs

  • CAD and/or MicroStation experience desirable

  • VUEWorks (asset management tool) and ArcGIS experience desirable

Other Skills (preferred):

  • Relevant experience in the following topics:

    • Process development.

    • Share Services Organizations, Project Management and Balance Scorecard.

    • Total Quality certification process with regards to ISO9001: 2000.
