Job Description:
Summary: The O&M Engineer works in roadway operations and maintenance and is responsible for the supervision of all infrastructure elements in roads, bridges, signage, illumination, and traffic control and field systems. This individual will report to the Operations Manager and will work closely with LBJ and NTE engineers, D&C engineers and employees, contractors, consultants, and eventually will attend meetings with state and local officials.
Essential Duties and Responsibilities:

Assists in the preparation and submittal of the O&M annual budget for approval

Prepares and submits monthly reports on Roadway Operations and Maintenance Department performance and activities for inclusion into the company’s monthly report

Prepares and submits monthly, quarterly, and annual reports for inclusion into the Comprehensive Development Agreement (CDA) & Project Management Plan required reports (PMP)

Ensures full compliance with the CDA’s O&M Measurement and performance Table for both projects
-
Prepares and revises the relevant department areas of the PMP

Assists in the preparation of the annual renewal work schedule

Assists in the management of the budget’s general tranche
-
Assists and cooperates with the Financial department in the achievement of the annual budget’s improvement goals.

Actively promotes the safety of the department and the employees

Review consultant prepared plans, specifications, contract documents and reports

Prepares in-house reports and studies
-
Prepares in-house design plans, specifications, and contract documents
-
Manage and supervise field projects including lane closures, review workplans and coordinate with other activities, ensuring that best practices are applied

Serves as a liaison with personnel from the Independent Engineer’s (IE) office for the regular audits and reports related to infrastructure

Manages all utility crossing permits, liaising with Utilities and utilities department of TxDOT

Maintains current LBJIG files to ensure information is up to date, including the following: Operations Manuals, Highway Capacity Manuals, ASSHTO – Design Manuals – Bridges, Roadway Geometrics Drainage, Utility Permit Procedures

Assists the Infrastructure Engineers in the review and approval of all plans, payments, and change orders for contracts

Implements all new policies and procedures in the Roadway Operations and Maintenance Department

Maintains files for all construction records for the toll road
-
Manages asset management tool (Vueworks) and GIS geodatabase (ESRI) including updates to roadway asset information

Coordinates with local public safety personnel (i.e. DFR, DPD)

Prepares RFP and oversees pavement condition surveys, roughness index, rutting index, skid resistance, traffic statistics and traffic safety management
-
Prepares RFP and oversees bridges and structures inspections to be conducted in accordance with FHWA’s National Bridge Inspection Standards

Prepares RFP for traffic warrant analysis at all interchanges and any speed studies
-
Prepares, updates & maintains Competing Facility Maps to monitor competitor activity

Works closely with Maintenance Manager and Maintenance Supervisor assisting in all technical issues that might be needed.

Keeps the roadway maintenance spares inventory updated.

Ensures coordination with TxDOT in all on-going works on adjacent projects preventing affection to normal operations

Education & Experience:

Bachelor’s degree in Engineering

1-5 years of experience in construction and roadway maintenance or technical department in a major infrastructure developer

Must possess and maintain a valid driver’s license
