What is the purpose of this role?
To contribute to the provision of professional advice to the Council in relation to highways and engineering services with particular reference to Street Works. To contribute to the delivery of highways and civil engineering services and in particular highway maintenance and Street Works (NRSWA).
To research and apply relevant Street Works related legislation, statutory instruments, HAUC UK Advice notes and codes of practice to ensure the Council’s statutory obligations are successfully fulfilled. To maximise income by means of enforcing Street Works related fines, fees and charges in accordance with the New Roads and Street Works Act 1991, Traffic Management Act 2004 and the Greater Manchester Road Activity Permit Scheme.
To be responsible for the GMRAPS Noticing & NRSWA inspection protocol working alongside the Highway Maintenance Service Inspection and Operational delivery teams as outlined in the Service Plans and Customer Charters.
What will this role involve?
Responsible for the management of records of GMRAPS – Symology computer system in relation to the service of notices whether hard copy or by electronic transfer and the checking and verification of those notices in order to undertake daily inspections and compliance monitoring. Inspection & Coordination of Utility Works, Traffic Management, Skips, Scaffolding and other associated highway activities/events.
DUTIES AND RESPONSIBILITITIES
To provide technical services consistent with the postholder’s qualifications and experience in the delivery of the highway maintenance and street works services.
To participate in PRDP, Learning and Development programmes
To assist in the review and implementation of systems, procedures and standards to secure the delivery of service.
To promote equality of opportunity in service delivery to ensure that all members of the community are treated fairly paying particular attention to those who have special needs or who are disadvantaged.
To provide general administrative support and assistance to the Highway Management Section, particularly in respect of the requirements of the New Roads and Street Works Act and subsequent legislation and related Codes of Practice
To check, monitor and validate the entry and handling of permits received in GMRAPS Symology under the New Roads and Street Works Act, whether by hard copy or by electronic transfer
To update notices in terms of inspection and default records generated by the Streetworks Team
To incorporate road opening permits, issued to private individuals, private companies and contractors under the Highways Act, into the notice and records procedure. To incorporate street works licenses issued to owners of private apparatus under section 50 of the New Roads and Street Works Act
To invoke the default procedure for remedial works/action to be carried out to excavations and reinstatements which do not comply with the requirements of the New Roads and Street Works Act and associated codes of practice
To provide and develop such reports with help of the software supplier as are required to monitor the performance of the utilities, private companies and other stakeholders.
To compile such accounts as are required in respect of inspection, default and occupation of the highway charges in accordance with the New Roads and Street Works Act, subsequent legislation and related Codes of Practice
To provide administrative support as required for Streetworks
To solve problems, answer queries from the public, One Trafford, Council Members and Officers as may be required
Provide cover for other staff within the Streetworks Team when required
To assist in the update of systems and initiate them where necessary
To provide general assistance to highway maintenance technicians.To undertake such other duties as may be reasonably required.
To engage in the provision of Out of Hours Highways Services & Winter Maintenance Services if required
What are we looking for?
4 GCSE’s or equivalent including English and Maths. 2 A levels.
ONC/HNC Civil Engineering
(B) Vocational Training
(C) Work related experience (Paid and
Direct contact with general public on customer issues.
Local Authority Highway environment.
(D) Specialist Knowledge
Detailed knowledge of relevant Street Works legislation, statutory instruments and Codes of practice.
“Symology” computer system experience or similar
(E) Job-related Skills
Good written and verbal communication skills.
Basic administration and clerical skills.
(F) Personal Skills
Firm but sympathetic manner.
Ability to work on own initiative and as part of a team.
(G) Special Working Conditions
Possession of a current clean driving licence
