Job Description:
The Health, Safety, Environmental (HSE) Manager will oversee the advancement of the I-77 Mobility Partners safety program and lead efforts to enhance the safety culture.
The HSE Manager is responsible for ensuring compliance with all applicable local, state, and federal rules and regulations including Occupational Safety and Health Administration (OSHA), Department of Transportation (DOT) and Environmental Protection Agency (EPA).
The HSE Manager will verify program effectiveness and compliance by performing regular work site visits (including subcontracted work) and safety observations. The HSE Manager will guide employees on hazard identification and use of critical checks and life-saving controls to eliminate or mitigate hazards.
This position is obligated to stop the job when there is an imminent hazard to the health and well-being of employees, and to protect company property and the environment.
Essential Duties and Responsibilities:

Understands and appropriately influences company strategy as related to HSE compliance and program implementation.

Supports implementation of effective policies, procedures and initiatives.

Works with executive management to define goals to reduce accidents and incidents at the workplace

Development and implementation of Life Saving Controls Program

Promote engagement and meaningful feedback from operations employees to identify opportunities for improvement

Conduct regular audits and observations to identify opportunities to improve the overall robustness of the safety program
-
Report on KPI results for monthly, quarterly and annual results to satisfy local and corporate requirements

Work with operations personnel on expectations and management of subcontractor safety (safety plans, training, etc.)

Understand contractual Environmental requirements and environmental regulations to ensure environmental compliance is maintained

Identifies and coordinates health and safety training for all employees via Learning Management System (KPA)

Conducts safety meetings/trainings with employees to discuss safety and health matters, specific workplace hazards/mitigations, and employee concerns.

Supervises night shift Safety Specialist and determine work needed and set expectations.

Provides coaching and feedback to Safety Specialist as needed.

Ensures that safety and health issues are routinely discussed by all levels of management.

Investigates and documents all occupational injuries and illnesses. Work with relevant stakeholders to identify corrective actions(s) that will prevent further occurrences

Support case management of all occupational injuries/illness to include provision of care/treatment, arranging for and monitoring light-duty programs, managing an injured worker’s return to work and supporting HR requests for Worker’s Compensation information

Monitor Consortium to Track DOT drug & alcohol testing, to ensure accurate reporting, random testing

Ensure compliance with DOT/FMCSA regulations

Collaborates with Operations personnel to support needs related to the Safety Program

Maintains PPE inventory and issuance to new employees

Coordinates Safety Committee meetings and topics for discussion

Qualifications (Knowledge, Skills & Abilities):

Education & Experience:

Bachelor’s degree in Occupational Safety, Environmental Sciences or related field or equivalent combination of education and experience

7 -10+ years of experience in HSEQ field
-
Knowledge of federal, state (NC) and local regulations, including: EPA, OSHA, DOT, DOL, WC and other industry standards and best management practices pertaining to occupational health & safety

OSHA 30 Certification
-
Experience and knowledge of OSHA 1910 Requirements

Experience with managing Subcontractor Safety Programs

Understanding / experience with basic Human and Organizational Performance (HOP) principles
