Who is NTE, NTE 35W, and LBJ?
The North Tarrant Express (NTE) was the first design-build-finance-operate-maintain managed lanes project in Texas and consisted of the complete reconstruction of 13.3 miles of the existing I-820/SH-183 corridor between Dallas and Fort Worth. Since opening in October 2014, nine months ahead of the contracted completion date, the general highway lanes are experiencing a 70% decrease in congestion time and a 15% increase in average speed. This Cintra-led project has doubled capacity and significantly improved mobility along this heavily congested corridor that traverses the heart of six cities through Northeast Tarrant County.
The North Tarrant Express 35W (NTE 35W) project spans 16.8 miles from I-30 in downtown Fort Worth to Eagle Parkway at the north end of Alliance Airport. The project is operated and maintained by the Cintra-led consortium in North Texas. This project has improved mobility by adding additional road capacity through a combination of general highway lanes and continuous frontage roads, along with tolled express lanes that use variable pricing to keep traffic moving.
The LBJ Express (LBJ) is currently the largest P3 operation in Texas and one of the largest ever undertaken in the U.S. It is a regionally-significant transportation improvement project in North Texas that is relieving severe congestion in the dense urban area of north Dallas. In 2009, the Cintra-led consortium was selected to complete the design, construction, finance, operation, and maintenance of the project along I-635 and I-35E. Since opening in September 2015, the general highway lanes are realizing a 60% decrease in congestion time and a 10% increase in average speed.

Job Description:
The Controller is accountable for the accounting operations of the company, to include the production of periodic financial reports, maintenance of accounting records, enhance the accuracy of the company's reported financial results, and ensure that reported results comply with Generally Accepted Accounting Principles (GAAP) and International Financial Reporting Standards (IFRS) through the implementation, testing and continues improvement of the internal controls of the company.
Position Responsibilities:

Perform the processing and recording of accounts payable transactions and ensure that all invoices and staff reimbursements are paid accurately and in accordance with Finance policies and procedures

Review expense coding to ensure proper and accurate classification of costs per department and nature

Review and process Credit Card Expense reports and receipts submitted by cardholders on monthly basis

Perform the processing of functional and benefits expense allocations, monthly accruals, amortization of prepaid expenses, fixed assets depreciation and recording of adjusting and reclassification journal entries

Prepares asset, liability, and capital account entries by compiling and analyzing account information.

Perform general accounts analysis and reconciliations, including bank statements, fixed assets, employer’s benefit costs, accruals, and prepaid expenses

Conduct month-end and year-end close process

Summarize current financial status by collecting information; preparing balance sheet, profit and loss statement, and other reports.

Maintain, test, improve and ensure the correct performance of the accounting and reporting controls
-
Create, review and ensure compliance of accounting and administrative policies and procedures.

Guide, mentor, and train accounting clerical staff, if hired, by coordinating activities and answering questions.

Reconcile financial discrepancies by collecting and analyzing account information.

Maintain financial security by following internal controls.

Prepare payments by verifying documentation, and requesting disbursements.

Answer accounting procedure questions by researching and interpreting accounting policy and regulations.

Comply with federal, state, and local financial legal requirements by studying existing and new legislation, enforcing adherence to requirements, and advising management on needed actions.

Establish the accounting policies according to U.S. GAAP and ensure that they are properly followed

Review and manage IFRS adjustments

Assist the CFO in preparing financial statements and working with internal and/or external auditors as part of any review process

Work with Managers to keep costs under control

Education & Experience:

Bachelor’s degree in Accounting or Finance, Higher education preferred

7 to 10+ years of experience in Financial Management

Certified Public Accountant preferred

Job Description:
Summary
The Cost Control & Estimator will analyze, prepare, and review bids for highway, roadway, and bridge projects. They will establish standard operating procedures for the master budget and ensure uniformity in all cost reports within the organization. Experience being the primary lead estimator on large ($400 MM plus) estimates.
Job Duties
• Evaluate costs of projects and track actual costs against bids.
• Consult with clients, vendors, and other departments to discuss estimates and resolve issues.
• Work with engineers, architects, owners, contractors, and subcontractors on cost changes and adjustments.
• Perform take-offs, price calculations, and bid preparations.
• Maintain a directory of suppliers, contractors, and subcontractors.
• Prepare estimates for vendor or subcontractor selection.
• Provide cost estimates for management planning and scheduling.
• Report project costs monthly to ensure budget compliance.
• Process change orders with the CEO.
• Determine project cost coding and cash flow reports.
• Coordinate with project management to resolve issues and ensure project completion.
• Train management on cost control applications.
• Directly manage one cost control engineer.

Minimum Requirements
• Bachelor degree in Civil Engineering Construction Management, or similar. Or a minimum Associate Degree in Civil Engineering Technology with 10 years industry experience.
• Five (5) or more years of experience in estimating all aspects of Heavy Highway construction including Structures, Earthwork, Walls and Storm Drainage.
• Two (2) or more years of on-site field experience. Experience as a Project Manager or Project Engineer is preferred.
• Thorough knowledge of GDOT specifications
• Experience in Alternate delivery (Design Build, DBF, DBFOM) (A plus, not required)
• Moderate to high level of proficiency operating all Microsoft platforms, HCSS Estimating platform.
• Moderate experience with Power BI
