Andrés Sacristán
CEO
Civil Engineer from Madrid’s Polytechnical University. He began his career with Cintra in 2001 holding several positions in the car parks division, including Head of Development, before moving on to the toll roads division where he served as Head of Operations at Eurolink M4 (Ireland) and Managing Director of Radial 4 (Madrid). In 2010, he was appointed Country Manager for Spain and a member of the Executive Committee. In 2013, he became Head of Europe and also took charge of the Australian and Colombian markets in 2015. In 2017, he was appointed Director for Canada and CEO of 407 ETR. In 2020, Andrés Sacristán took over the management of Cintra US, where the company built and operates five innovative managed lanes projects. He was appointed CEO of Cintra in 2021.
Luis Aguirre de Cárcer
Europe and New Markets Director
Degree in Law from the Complutense University of Madrid and a Master’s in Stock Exchange and Financial Markets at the Instituto de Estudios Bursátiles. In 2012, he joined Cintra as a financial analyst in the Economic-Financial Analysis Department, where he became, in 2015, Head of Financial Analysis for Europe and New Markets. Later, he assumed the position of Project Manager for Europe, Latin America, and New Markets in the Corporate and Business Development Department. In 2021, Luis joined Cadagua, the water division of Ferrovial Construction, where he held the position of Head of Concessions and International Contracting.
Ricardo Bosch
Director of Strategy
Ricardo leads the implementation of a strategic roadmap related to new asset classes, partnerships and inorganic opportunities. Bosch has over 25 years of international experience in public-private partnerships, specializing in structuring and negotiating infrastructure project financing. For the past 12 years, he has served as Cintra’s North America Head of Business Development.
Jose Espinosa
Canada CEO and President & CEO of 407 ETR
Jose oversees 407 ETR and the 407 East Concessions. Throughout his 25-year career at Ferrovial, Jose has held several leadership positions such as Head of Treasury Department, Corporate Shareholder Liaison for 407 ETR, and Project Director of Cantoll (407 ETR affiliate). In 2021, he was appointed CEO of I-77 Express, and in 2023, assumed his most recent role as CEO of TEXpress Lanes.
Alberto González Lalueza
Director of Business Development
Alberto leads all business development efforts, identifying strategic opportunities and partnerships to expand the company’s portfolio in the U.S. and globally. With more than 20 years of infrastructure development experience, Alberto builds on Ferrovial’s strong relationships with local leaders and stakeholders. Alberto joined the company in 2004 and has held several leadership positions in business development and asset management, most recently serving as U.S. CEO.
Natalie Hudson
Head of Human Resources
Natalie holds a BBA in Accounting from Texas A&M University. She joined Cintra as Global Head of Human Resources in 2026, bringing more than 25 years of experience across global organizations. Natalie has extensive expertise in talent, business partnership, and organizational transformation. Prior to joining Ferrovial, she led Human Capital at Amherst and previously served as Vice President of People and Culture at Bounteous x Accolite. Earlier in her career, she held HR leadership roles at Meta, Dell, Trilogy, and Deloitte.
Carlos Ramírez Belaustegui
Head of Investment Analysis
Economics and Business Sciences graduate from the Pontificia Comillas University-ICADE and PDD from IESE, he joined Cintra in 1998. He was appointed Head of the Financial Analysis Department in the Corporate and Business Development Division in 2003. He became Head of Financial Analysis in 2013.
Miguel Ángel Sagaz Quesada
Head of Legal Counsel
A graduate in Law from the Complutense University in Madrid, he obtained a Master’s degree in Legal and Tax Affairs in Construction and Real Estate Companies from the Technical University of Madrid and completed the Senior Management Program (PDG) at IESE Business School. Miguel Angel joined Ferrovial Agroman’s Litigation and Legal Department in 1999 and has been the company’s Head of International Legal Affairs since 2001. In February 2019 was appointed Head of Legal Counseling of Cintra.
Ricardo Sánchez
Head of Revenue Solutions
Master in Civil Engineering from the University of Madrid, he joined Cintra in 2001. Since then, he has held different management positions in the areas of Traffic Analysis and Operations. In 2007, he was appointed Head of the Technical Department of the Cintra office in Austin, Texas. In 2016 he took the role of Technical Director for North America, Australia and New Zealand. In 2021 he became Global Head of Technical Services and Innovation at Cintra.
Javier Tamargo
U.S. CEO
Javier Tamargo oversees all U.S. highway assets, including TEXpress Lanes in Texas, I-77 Express in North Carolina and 66 Express Outside the Beltway in Northern Virginia. He joined Ferrovial in 2002 and brings more than 20 years of experience in North America and Europe to his new role as U.S. CEO. Javier was most recently President & CEO of 407 ETR in Canada, after leadership stints as COO of North Tarrant Express in Dallas-Fort Worth and CEO of I-77 Express.
Jose Maria Velao
CFO
Business Science graduate from ULPG and PDD from IESE Business school. After working for 10 years in Deloitte as Transport & Public financial consultant, he joined Cintra in 2013 as head of the Financial Analysis Department. He was appointed Chief Financial Officer of Cintra in 2022.
