(Ferrovial) Near-miss Reporting

In relation to environmental risk management and health & safety issues, near-miss reporting and feed-back information systems have been implemented in Construction and Services activities

Construction Division

 Near-miss situations are collected systematically at work sites through in situ technical assessments called "environmental evaluations". All information on this issue is updated in the SIGMA database

 In 2004 the development of a new management system was finished based on the OHSAS standard. This project has included a new environmental information system and new criteria for internal audits (called "technical visits").

In 2002 Ferrovial signed an agreement with the INSHT (Spanish Institute for Occupational Safety and Health, depending on the Labor Ministry) to develop this new management system. It was the first time that INSHT signed an agreement of this kind with a private company.

The staff department who depend on the Quality, Security and Environment Manager is responsible for implementing and following up on the data collected through technical visits. Such visits include systematically collected information regarding near-miss situations that could have resulted in an injury, property damage or fatality for workers.

Statistical analysis of data allows us to detect dangerous situations and procedures in several types of building sites. From this information, new procedures and construction processes are implemented, with the main objective to reduce level of risk for workers.

Statistical analysis from a sample of representative building sites allows us to develop new preventive measures for future work sites.

Services Division

 Near-miss situations are collected at industrial sites through systematic procedures called environmental audits.

These audits provide particular information which is useful to implement new procedures and preventive measures, and is documented in the emergency and contingency plan on-site.

As well, near miss detection and evaluation procedures have been implemented in the new risk analysis procedure for Services, following the same criteria than shown above.
