Who is NTE, NTE 35W, and LBJ?
The North Tarrant Express (NTE) was the first design-build-finance-operate-maintain managed lanes project in Texas and consisted of the complete reconstruction of 13.3 miles of the existing I-820/SH-183 corridor between Dallas and Fort Worth. Since opening in October 2014, nine months ahead of the contracted completion date, the general highway lanes are experiencing a 70% decrease in congestion time and a 15% increase in average speed. This Cintra-led project has doubled capacity and significantly improved mobility along this heavily congested corridor that traverses the heart of six cities through Northeast Tarrant County.
The North Tarrant Express 35W (NTE 35W) project spans 16.8 miles from I-30 in downtown Fort Worth to Eagle Parkway at the north end of Alliance Airport. The project is operated and maintained by the Cintra-led consortium in North Texas. This project has improved mobility by adding additional road capacity through a combination of general highway lanes and continuous frontage roads, along with tolled express lanes that use variable pricing to keep traffic moving.
The LBJ Express (LBJ) is currently the largest P3 operation in Texas and one of the largest ever undertaken in the U.S. It is a regionally-significant transportation improvement project in North Texas that is relieving severe congestion in the dense urban area of north Dallas. In 2009, the Cintra-led consortium was selected to complete the design, construction, finance, operation, and maintenance of the project along I-635 and I-35E. Since opening in September 2015, the general highway lanes are realizing a 60% decrease in congestion time and a 10% increase in average speed.

Job Description:
The Chief Operations Officer (for NTE & 35W) will lead the Operations & Maintenance sub-organizations, which is responsible for roadway maintenance, intelligent transportation systems (ITS) traffic management operations, general public safety and emergency response for both highway concession projects.
Essential Duties and Responsibilities:
Supervise day-to-day routine and preventive maintenance with a special focus on safety for our employees and for the travelling public.
Inform the CEO on the general operation of the projects
Supervise the Traffic Management Center and ensure smooth coordination with all other departments.
Supervise the Roadway Maintenance and customer assistance teams and ensure they have the necessary personnel, equipment and materials to achieve the company goals.
Supervise the Engineering team in charge of complex maintenance projects, asset management tools and lane closure management.
Supervise the Intelligent Transport Systems (ITS) team for the successful deployment and operation of all systems, tools and platforms related to the operation of the roadways.
Supervise roadway maintenance, ITS and renewal projects to ensure they are procured, scheduled and performed in accordance with the law, the Concession Agreement and any other relevant procedures, to meet completion deadlines.
Serve as a liaison with TxDOT, the Independent Engineer and third parties in relation to roadway and ITS issues.
Ensure all internal and external reporting related to operations and maintenance is accurate and delivered on time.
Work with the Quality / Environmental Manager regarding any updates to procedures and the Project Management Plan, as well as for the resolution of roadway-related queries and complaints as appropriate and managing the implementation of any corrective actions arising from audits.
Approve all quality and environmental documents that may impact operational issues. Validate compliance with the contract during audits.
Produce yearly budgets and 2 mid-year revisions for the operations and maintenance of the facility, keep track of costs throughout the year to validate alignment with forecasts.
Ensure efficiency is applied to all aspects of the operations as long as it does not compromise any of the other company goals (such as safety).
Ensure all inspections are conducted on a timely basis, and based on the results, strategize long-term renewals.
Contribute to the successful completion of the company’s strategic plans.
Manage roadway and ITS contracts with external providers of materials and services, ensuring that subcontractor work is carried out in full compliance with the contract, internal policies and procedures and approve progress payments for work performed during each period by subcontractors.
Liaise with the Finance team to ensure corporate financial compliance.
Coordinate with Company’s shareholders when/if needed with regards to operations and maintenance requests or questions. Produce materials for Board of Directors.

Job Description:
Summary: The Chief Financial Officer (CFO) reports to the CEO and is responsible for directing the company’s financial and administrative organization, including the treasury, borrowing, compliance with the obligations in financing contracts, reporting, and financial analysis, as well as facilities and administrative functions.
Essential Duties and Responsibilities:
Supervise the accounting function of the company, review financial information, and define accounting policies in US GAAP (Generally Accepted Accounting Principles). Supervise the adjustments to IFRS (International Financial Reporting Standards). Supervise the relationship with the external auditing firm. Support the shareholders in accounting matters regarding the company.
Monitor financial contracts in order to assure compliance with the obligations that the company has to the lenders.
Manage the relationships with the company’s shareholders, lenders, and stakeholders.
Prepare reports and presentations for the CEO, the Board of Directors, the Shareholders, North Carolina DOT, and the lenders.
Lead the company in the preparation of a complex annual budget and two budget updates during the year and monitor expenses against this budget.

Make use of an internal analytical accounting system to report cost information to shareholders on a monthly basis and as needed.

About us:
North Tarrant Infrastructure, LLC is one of the subsidiaries of the Ferrovial Group in the U.S. It is currently working on several projects in the U.S., including the North Tarrant Express (NTE) Projects (“NTE Projects”). The NTE Extension Project is a part of the NTE Projects, which consist of a series of major highway improvements to the critical I-820 and SH-121/183 corridor in North Tarrant County, Texas. The NTE Projects will relieve congestion, improve safety, and provide for anticipated traffic growth in one of the country’s fastest developing regions. Senior Project Manager
Summary
The position of Senior Project Manager will manage and control construction activities for a certain section or portion of the Project. The Senior Project Manager shall have the overall responsibility for administration and coordination of site operations, quality control, health and safety, and cost control for field operations related to their portion of the Project.

• Reporting to the Segment Manager, developing, implementing, managing, maintaining, and administering all processes related to construction.
• Controlling all construction activities for the designated area or activities.
• Coordinate supplies, subcontractors, Superintendent and Project Managers that may report to this position.

Reporting to Energy Infrastructure Director, the Australian Head of Development of Transmission Projects manages the origination and development of transmission lines and related infrastructure (substations) in Australia, in alignment with the business targets.
DUTIES AND RESPONSIBILITIES
- Monitoring Transmission public and private tenders with the relevant authorities and counterparties.
- Negotiate and secure, directly or with consultants, rights over project land (when and if required), keeping good relationship with landowners.
- Lead the permitting process, ensuring all the project permits, licenses and authorizations are obtained in time and within budget.
- Manage the grid access and interconnection process with the relevant ISO/utility.
- Manage with consultants, advisors and engineers the project design targeting to minimize environmental & social impact, completion schedules and costs whilst maintaining technical requirements.
- Risk assessment related to the locations where to develop and build transmission projects.
- Find and implement solutions to ensure the feasibility of projects from the investment and financing point of view.
- Establish commercial and/or strategic relationships with potential clients, partners or collaborators in each market.
- Contracting and management of services providers, consultants and advisors supporting the development activities.
- Maintain relationships with local, regional and national administrations (public and private), DNO/TSO/ISO and other entities/agencies for the expedited processing of permits, licenses and authorizations.
- Interacts and support construction and businesses areas, being the main point of competence for its area of knowledge.
- Leadership and management of its development team (when applicable).
REQUIREMENTS
- Engineering degree associated with electrical power systems and/or electrical engineering. Other education levels will be considered if relevant experience is proven.
- Proven track record and experience in a similar role for more than 8 years.
- Experience in negotiating Concession type of projects with public counterparties.
- Candidates with experience of working directly for TSO/DSOs or other transmission related parties are preferred. Familiar with project development.
- Good understanding of public tenders, interconnection process and agreements.
- Available to travel as per projects/opportunities needs.
