Who is NTE, NTE 35W, and LBJ?

The North Tarrant Express (NTE) was the first design-build-finance-operate-maintain managed lanes project in Texas and consisted of the complete reconstruction of 13.3 miles of the existing I-820/SH-183 corridor between Dallas and Fort Worth. Since opening in October 2014, nine months ahead of the contracted completion date, the general highway lanes are experiencing a 70% decrease in congestion time and a 15% increase in average speed. This Cintra-led project has doubled capacity and significantly improved mobility along this heavily congested corridor that traverses the heart of six cities through Northeast Tarrant County.

The North Tarrant Express 35W (NTE 35W) project spans 16.8 miles from I-30 in downtown Fort Worth to Eagle Parkway at the north end of Alliance Airport. The project is operated and maintained by the Cintra-led consortium in North Texas. This project has improved mobility by adding additional road capacity through a combination of general highway lanes and continuous frontage roads, along with tolled express lanes that use variable pricing to keep traffic moving.

The LBJ Express (LBJ) is currently the largest P3 operation in Texas and one of the largest ever undertaken in the U.S. It is a regionally-significant transportation improvement project in North Texas that is relieving severe congestion in the dense urban area of north Dallas. In 2009, the Cintra-led consortium was selected to complete the design, construction, finance, operation, and maintenance of the project along I-635 and I-35E. Since opening in September 2015, the general highway lanes are realizing a 60% decrease in congestion time and a 10% increase in average speed.

Job Description:

The Chief Operations Officer (for NTE & 35W) will lead the Operations & Maintenance sub-organizations, which is responsible for roadway maintenance, intelligent transportation systems (ITS) traffic management operations, general public safety and emergency response for both highway concession projects.

About us:

North Tarrant Infrastructure, LLC is one of the subsidiaries of the Ferrovial Group in the U.S. It is currently working on several projects in the U.S., including the North Tarrant Express (NTE) Projects (“NTE Projects”). Senior Project Manager

Summary
The position of Senior Project Manager will manage and control construction activities for a certain section or portion of the Project. The Senior Project Manager shall have the overall responsibility for administration and coordination of site operations, quality control, health and safety, and cost control for field operations related to their portion of the Project.

Responsibilities
• Reporting to the Segment Manager, developing, implementing, managing, maintaining, and administering all processes related to construction.
• Controlling all construction activities for the designated area or activities.
• Coordinate supplies, subcontractors, Superintendent and Project Managers that may report to this position.
• Represent company and project to client, owner, and other entities.
• Partner with Human Resources and other departments to manage staff through the employment life cycle.
• Engage in subordinate training and development.
• Participate in budget forecast and assure compliance of such. Review and approve pay applications, analyze construction cost and assess potential improvements in schedule and activity costs.
• Provide ideas and innovation for the project.
• Ensure safety is carried out throughout the construction process.
• Ensure compliance with quality requirements and standards.
• Ensure construction schedule is met.
• Define scope of work for subcontracts to be awarded.
• Review bids and recommend subcontractors and suppliers for awards of work.
• Interact with different departments and of the organization.

Minimum Requirements
• Bachelor’s degree in Civil Engineering, Construction Science, or equivalent.
• Minimum of four (4) years of experience of progressive responsibility on similar construction projects.
• Experience in coordinating multidisciplinary teams (design and construction engineers, superintendents, inspectors…)
• Experience on large highway, bridge/structures, paving, and/or utility relocation projects as a contractor.
• Excellent written and spoken communication skills.
• Excellent command of Microsoft Excel.
• Cost control and scheduling experience.
• Proven experience in managing and directing people.
