The project will develop an offline 41km bypass route to the north of Toowoomba, significantly improving driver safety and journey time reliability by removing heavy vehicles from the central business district of Australia’s second largest inland city. The project will deliver long-term benefits to Queensland and provide a safer, faster link to the ports and southeast to Brisbane, reducing travel time by up to 40 minutes.

The Toowoomba Second Range Crossing comprises the design, build, finance, operation and maintenance of a new four-lane 41km bypass. The project is being delivered as a PPP – the largest Australian Government funding committed to a single road project in Queensland’s history. When finished, the Crossing will connect the Warrego Highway at Helidon Spa in the east, to the Gore Highway at Athol in the west via Charlton, increasing economic activity in the region by £1.4bn over 30 years.

We are delivering the design and build of the Crossing and our sister company, Cintra, will finance, operate and maintain the new infrastructure for 25 years. Key features include grade separated interchanges and junctions, a 30m deep cutting at the top of the Toowoomba Range (as an alternative to a tunnel solution), an 800m long viaduct built over the existing Queensland Rail line, connecting the Lockyer Valley and the Toowoomba Range escarpment and providing continuity of the New England highway through bridges over the new cutting. Construction on this new bypass commenced in April 2016 and the highway is on schedule to be open to traffic in 2019.

Added Value:

  • As part of the Local Development Plan, we are committed to delivering tangible benefits to the community in terms of employment, targeting 77% local procurement during design and build, and throughout operation and maintenance.
  • Our open-cut solution is an alternative design for a tunnel that will allow heavy vehicles to be diverted from the Toowoomba city area – a key objective of the project.
  • The viaduct will allow the Crossing to pass over the heritage-listed railway line at the western end without having any impact on rail operations.

About the highway management:

Cintra’s first asset in Australia, strengthening the company’s position for future opportunities in the market.

Its Innovative design replaced tunnel with a viaduct. That allows hazardous and over-sized vehicles to utilize the bypass. The viaduct also greatly reduced operations in maintenance costs for not only the concession period, but beyond. The Nexus design also removed atgrade crossing that greatly improves safety and efficiency for the users.

Toowoomba Bypass reduces journey times for heavy commercial vehicles by up to 40 minutes and moves it away from Toowoomba’s city centre.
