Mission
The Senior Risk Analyst will play a key role in supporting the Risk Management Department across Ferrovial’s operations in the United States, Canada, and Australia. This includes large-scale infrastructure projects in heavy construction, concessions, and airport development. Key Responsibilities

Qualifications & Requirements

The Legal Counsel provides legal advice and guidance to the organization on the legal risk and exposure facing the organization. They negotiate contracts and review contractual obligations assumed or to be assumed by the organization, making recommendations to his/her manager on the findings.
Essential Duties and Responsibilities:
- Analyze and manage the company’s risk exposure by reviewing contract documents to identify risk and the best solution(s) to mitigate such risk.
- Prepare reports and legal opinions for the executive management.
- Collaborate in the drafting, negotiation and management of complex contracts (such as concession contracts, design and build contracts, tolling services agreements, project finance contracts, etc.).

Job Description:
The Operations Engineer works in roadway operations and maintenance and is part of the roadway operations and maintenance department. This individual requires competency in data collection and its’ consequent analysis to obtain efficient and practicable actions for the daily operations of the highway. This individual will report to the Operations Manager and work closely with C-suite management, engineers, employees, and external parties (contractors and consultants). He/she will also be responsible for attending future meetings with state and local officials.
Essential Duties and Responsibilities:
· Develops and monitors any operational improvements to be performed on the highway
· Assist and controls, prepares, and schedules any corrective action required to improve asset conditions, complying with the due defect cure time
· Assists in preparation of the O&M annual budget and the Capital Expenditure model for the project
· Cooperates with the Financial department in the achievement of the annual budget’s improvement goals
· Assists management in the review and approval of all plans, payments, and change orders for contracts
· Develop recommendations to address O&M concerns and work with the Operations Manager and Maintenance Manager as necessary to achieve resolution of the items
· Coordinate with project partners and stakeholders, including the project owner, subcontractors, local government entities, businesses, and the public to communicate O&M activities and address related concerns
· Provide technical information and support to other departments within the company to support their activities as they relate to the Operation and Maintenance of the project
· Assist in the planning, design, and production of engineering drawings and calculations, which may include supervising the production of these drawings when applicable for specific project
· Perform data acquisition and analysis, researching the feasibility of alternative design approaches, site conditions and/or regulatory agency specifications or regulations
· Works closely with Operations Manager and Maintenance Manager to coordinate roadway maintenance activities, assisting in all technical issues that might be needed and defining and monitoring policies and procedures
· Track the development and completion of specific maintenance activities develop in the highway
· Assist in the research and analysis of data, dashboards creation, to detect trends and pursue operational improvements in the highway
· Prepare business cases to assess the optimum alternative for different operations in the highway
· Works closely with the Traffic Management Center for the right tracking and monitoring of traffic related data (accidents, assistances, etc.)
· In coordination with Cintra US headquarters, develops, implements, and manages asset management tool (Salesforce) and other tools and systems (GIS, data analytics platforms, etc.), looking for more innovative and efficient ways to enhance the asset management tools
· Support the roadway maintenance team through guidance with the asset management system
· Develop ordinary updates or any improvement required in the GIS model for the concession
· Supervises field project inspections during annual quality inspections, or as needed
· Assist on preparation and submittal, if necessary, on monthly, quarterly, and annual reports for inclusion into the Comprehensive Agreement (CA) or Development Management Plan required reports (DMP)
· Ensures full compliance with the CA’s O&M Measurement and Performance Table for the project
· Prepares and revises the relevant department areas of the DMP
· Actively promotes the safety of the department and the employees
· Prepares RFPs, agreements and oversees any other technical advisory services or surveys which might be needed and according with NCDOT standards

DESCRIPTION
Reporting directly to the Head of the Geotechnical Department with Engineering Services and to the Design Manager at Project level, the Geotechnical Design Manager will:
- Manage a small team of Project Geotechnical Engineers during the Tender phase, the design phase and the construction phase.
- Support the conceptual design, engineering analysis, procurement and construction of major infrastructure projects, including but not limited to highways, bridges, tunnels, underground works and any other heavy civil works, from a geotechnical perspective.
- Supervision of technical work performed by others pertaining to solving geotechnical design problems and high-level review of design calculations
- Check and review routine geotechnical study proposals and reports prepared by others, including proposal for new field investigations during Tender phase or construction phase (geotechnical borings, field testing works, geophysical investigations, laboratory testing… etc)
- Review of specialized geotechnical reports (with special emphasis on roadway works), including but not limited to ground characterization, foundations of bridges or other minor structures, temporary support of excavations, required ground improvement, embankment and slope design, subgrade design under pavement, retaining wall design, sound wall foundation design, soil and rock reinforcement, design of underground excavations, etc.
- Analyze ground movement predictions, construction impact assessment reports, and strategies for mitigation of geotechnical risks.
- Propose and analyze instrumentation systems for monitoring ground movement and its implementation.
- Development of an schedule for all activities associated with geotechnical works, such as site investigations and geotechnical design deliverables
- At Project level, provide support to the design team led by the Design Manager; from tender/concept design through design basis and detailed design phases.
- Discuss with the Client / Owner and with the Designer’s geotechnical specialists on particular geotechnical topics. Support the collaborative efforts with all the parties to solve complex geotechnical issues, related to modeling, soil structure interaction, ground improvement, risk mitigation and other topics.
- Ensure all geotechnical designs are in accordance with the Ferrovial Group’s standards, the Contract requirements and the applicable geotechnical standards.
- Provide technical input to the Risk matrix for those risks of a geotechnical origin, as well as to other documents to be internally developed by Ferrovial at Project level during Tender stage.
- Ensure that geotechnical principles and analyses are appropriately understood and applied in the design, including those related to complex soil and structure interaction modelling.
- Review the work of more junior geotechnical engineers and specialized Consultants engaged in the project development, engineering and design.
- Support the efforts for creating analytical two and three-dimensional models and also FEM models, when necessary, under the direction from the Design Manager.
- Ensure that geotechnical inputs to the BOQ are precise, well defined, back-up is clearly explained, and there are no relevant concepts missing. Assist other departments when necessary to explain and address the rationale or fundamentals for such inputs.
- Support the negotiation of the geotechnical engineering fees, the definition of geotechnical scope of works and other related contractual issues with the Geotechnical Consultants.
- Support the Construction Technical Office, as applicable during the construction phase, for geotechnical related matters.
- At Project level, support the hiring process of other Geotechnical Engineers who may be required to be engaged during the Detailed Design phase as part of the design Team.

DESIRED SKILLS & EXPERIENCE
- Master’s degree from an accredited university in geotechnical or civil engineering.
- 15+ years of experience in design management and expertise on complex civil infrastructure projects, including deep excavations, embankments, earthworks, subgrade, retaining walls, deep foundations, ground improvement, etc. More experience will be a plus.
- Previous experience with Alternative Delivery Projects (D&B Projects, P3 Projects).
- Ability to work in a fast-track, high-pressure construction environment.
- Professional Engineering License in GA or the goal to get the License within the first year.
- Project Management certification is desirable.
- Sound knowledge on ground (soil/rock) characterization, field exploration and laboratory testing methods.
- Skills in geotechnical and soil-structure modeling software (2D and 3D).
- Ability to work within the Engineering Services Team and within the Project Design Team with other colleagues.
- Assertive, with strong analytical and communication skills in English

About us:
North Tarrant Infrastructure, LLC is one of the subsidiaries of the Ferrovial Group in the U.S. It is currently working on several projects in the U.S., including the North Tarrant Express (NTE) Projects (“NTE Projects”). The NTE Extension Project is a part of the NTE Projects, which consist of a series of major highway improvements to the critical I-820 and SH-121/183 corridor in North Tarrant County, Texas. The NTE Projects will relieve congestion, improve safety, and provide for anticipated traffic growth in one of the country’s fastest developing regions. The NTE First Project was a $1.451 billion design-build project consisting of rebuilding the existing main lanes as well as adding four toll-managed lanes, frontage roads and auxiliary lanes in the corridor between I-35 West and Industrial Boulevard. Develop and implement BIM strategies, standards, and protocols for projects. Manage the BIM execution plan and ensure compliance with project requirements. Manage Common Data Environments (CDEs) to maintain a smooth workflow, address model-related issues, and ensure access to the most up-to-date information for effective collaboration.
