About the Role:
We are seeking a highly innovative, motivated, and internationally experienced Agile Delivery Lead to join Ferrovial’s Digital Hub team. Ferrovial’s Digital Hub focuses on delivering digital products that leverage Artificial Intelligence, the Internet of Things, and other advanced technologies to optimize and transform business processes. Digital Hub is part of the Information Technologies and Innovation direction providing services and products to the corporation and all business units (Airports, Construction, Digital Infrastructures, Energy and Highways).

Responsible for preparing and filing VAT and Corporate Income Tax returns, controlling payments to public authorities, and supervising the accounting and reconciliation of VAT bases. BIM Manager
The role:
The BIM Manager will perform activities related to Digital Construction and Information Management in the project. Reporting directly to the Engineering Manager, the BIM Manager will be part of a team that will support him/her on those activities.
Information Management activities – Ensure the development and compliance of project requirements in accordance with the Exchange Information Requirements (EIR), Project BIM Execution Plan, the Information Management Plan and other related documentation.
Digital Construction – You will perform quality control on models and resulting deliverables, lead the spatial coordination and clash detection process and enhance the integration of the different parties involved in the project.
This is an exciting opportunity to explore additional uses of new technologies, tools and software in the construction industry.
Key responsibilities
- Developing and updating documentation (including but not limited to Lead Appointed Party EIR, BEP, MIDP), guides and protocols throughout all phases of the project and in alignment with client requirements and ISO 19650 series standards
- Ensures that all design, construction and handover information is compliant with the contract requirements and all applicable standards but not limited to ISO 19650 series
- Provides the focal point for all design, construction and handover information management issues on the project
- Be the contact point (for the area of responsibility) between the design and construction teams (including consultants and subcontractors)
- Ensure processes are fully compliant across the project
- Develop relevant documentation, for example briefings of the BIM Execution Plan (BEP) during design, construction and handover phases for relevant parties such as the project team, sub-contractors, sub-consultants and suppliers of the contractor, the employer and the supervisor
- Liaise with the document control manager and contribute to set up the CDE (e.g. Asite) according to the project procedures and taking into account document management structure, workflows, naming convention and final archive
- Ensure that all design, construction and handover information is managed through the CDE including the D&C phases. Prepare the documentation needed by the client in O&M
- Ensure other project team members, sub-contractors, suppliers and other relevant parties have the appropriate access to the CDE (during design, construction and handover phase)

Who is NTE, NTE 35W, and LBJ?
The North Tarrant Express (NTE) was the first design-build-finance-operate-maintain managed lanes project in Texas and consisted of the complete reconstruction of 13.3 miles of the existing I-820/SH-183 corridor between Dallas and Fort Worth. Since opening in October 2014, nine months ahead of the contracted completion date, the general highway lanes are experiencing a 70% decrease in congestion time and a 15% increase in average speed. This Cintra-led project has doubled capacity and significantly improved mobility along this heavily congested corridor that traverses the heart of six cities through Northeast Tarrant County.
The North Tarrant Express 35W (NTE 35W) project spans 16.8 miles from I-30 in downtown Fort Worth to Eagle Parkway at the north end of Alliance Airport. The project is operated and maintained by the Cintra-led consortium in North Texas. This project has improved mobility by adding additional road capacity through a combination of general highway lanes and continuous frontage roads, along with tolled express lanes that use variable pricing to keep traffic moving.
The LBJ Express (LBJ) is currently the largest P3 operation in Texas and one of the largest ever undertaken in the U.S. It is a regionally-significant transportation improvement project in North Texas that is relieving severe congestion in the dense urban area of north Dallas. In 2009, the Cintra-led consortium was selected to complete the design, construction, finance, operation, and maintenance of the project along I-635 and I-35E. Since opening in September 2015, the general highway lanes are realizing a 60% decrease in congestion time and a 10% increase in average speed.

Job Description:
Summary: The Field Systems Implementation Manager, Senior is a self-driven, technically savvy individual with the ability to lead effective and capable teams. The Senior Field Systems Manager is responsible for all roadway technology systems from architecture, implementation and until the transfer to operation and maintenance in accordance with all requirements outlined in the Comprehensive Development Agreement (CDA) and the Companies’ Project Management Plans. The scope of the field systems for this role includes the Toll Collection System (TCS), Intelligent Transportation System (ITS), and Network Communications System (NCS, collectively called “Field Systems”). These Systems are required to operate smoothly to ensure highly reliable and accurate reporting of revenue, traffic, and leakage while providing drivers with a consistent and reliable experience.
Essential Duties and Responsibilities:
- Manage the Field Systems Implementation team consisting of Managers and technicians and specialists, to help them grow and achieve the companies’ strategic objectives.
- Identify team needs for upcoming pipeline of new Field systems projects. Prepare annual budgets, manage to the approved budget, and report on variances
- Ensure the accurate reporting for Inventory and tracking of all RMA equipment is managed and accounted for correctly
- Lead the Field System Implementation personnel to focus on on-time and on-budget delivery, analyzing system performance, acting on results of the analysis, reporting on system effectiveness, recommending system changes, presenting findings, and documenting all changes
- Instill a safety-minded environment for all personnel by delivering a continual focus on the importance of health and safety and by ensuring all required training is completed.
- Prepare and present weekly and periodic reports relating to the implementation of new Field Systems
- Perform a cost-benefit analysis of alternatives for the implementation of the Field Systems taking into account their potential future O&M costs. Lead the full lifecycle of toll gantry installations—from design review and procurement through physical deployment and commissioning

- Planning: For each approved implementation project, prepare and schedule all activities with special attention to budget and critical paths and report on progress against milestones, whether with internal or external resources.
- Conduct procurement in alignment with LBJ/NTE/35 policies, from scope definition, RFP award, contracting (in coordination with legal team) and implementation with different contractors for the design, and deployment of Roadside Systems (both Toll Collection and Intelligent Transportation Systems) for the NTE, LBJ and NTE 35W projects on time and on budget.
- Review, evaluate and approve all documentation (including requirements, functional designs, use cases and test plans, etc.) to ensure compliance to all requirements and identify operational shortcomings and contractual non-compliance items.
- Review, evaluate and approve all test cases and test results to ensure compliance with all operational, technical, performance and CDA requirements; participating in Factory Testing, Integration Testing, User Acceptance Testing, Performance Testing and any other defined testing.
- Coordinate all needed Change Requests (CRs) with contractors and follow the process from their approval to its execution/ implementation
- Whether with internal resources or third party vendors, ensure that all implementations are conducted safely and in accordance with all applicable regulations and internal safety procedures. Monitor works and contractors as required to ensure safe operations and stop any unsafe activities.
- Review, provide feedback and coordinate with all the roadside design and implementation teams, in order to make sure that all software and hardware affected by roadside modifications support the operations and CDA and internal procedures.
- Coordinate resolution of impacts to existing field systems infrastructure as a result of ongoing construction.
- Evaluate and coordinate insurance claims arising from third party damages to field system infrastructure.
- O&M phase: Coordinate with all contractors for a proper design and execution to ensure continuous operations (against possible disruptions) for the Company.
- Coordinate and collaborate with the companies’ COO, CIO, Traffic Management Center and the ITS Operations Maintenance Managers to integrate the back-end tolling systems with roadside components, ensuring their logical, functional and technical alignment
- Participate in field-systems-related meetings as needed with TxDOT, contractors and other developers.

Who is NTE, NTE 35W, and LBJ?
The North Tarrant Express (NTE) was the first design-build-finance-operate-maintain managed lanes project in Texas and consisted of the complete reconstruction of 13.3 miles of the existing I-820/SH-183 corridor between Dallas and Fort Worth. Since opening in October 2014, nine months ahead of the contracted completion date, the general highway lanes are experiencing a 70% decrease in congestion time and a 15% increase in average speed. This Cintra-led project has doubled capacity and significantly improved mobility along this heavily congested corridor that traverses the heart of six cities through Northeast Tarrant County.
The North Tarrant Express 35W (NTE 35W) project spans 16.8 miles from I-30 in downtown Fort Worth to Eagle Parkway at the north end of Alliance Airport. The project is operated and maintained by the Cintra-led consortium in North Texas. This project has improved mobility by adding additional road capacity through a combination of general highway lanes and continuous frontage roads, along with tolled express lanes that use variable pricing to keep traffic moving.
The LBJ Express (LBJ) is currently the largest P3 operation in Texas and one of the largest ever undertaken in the U.S. It is a regionally-significant transportation improvement project in North Texas that is relieving severe congestion in the dense urban area of north Dallas. In 2009, the Cintra-led consortium was selected to complete the design, construction, finance, operation, and maintenance of the project along I-635 and I-35E. Since opening in September 2015, the general highway lanes are realizing a 60% decrease in congestion time and a 10% increase in average speed.

Job Description:
Summary: The Field Systems Implementation Manager is responsible for managing the deployment and integration of roadway technology systems from design through operation and maintenance in accordance with all requirements outlined in the Comprehensive Development Agreement (CDA) and the Project Management Plan (PMP). The scope of the field systems for this role includes the Toll Collection System (TCS), Intelligent Transportation System (ITS), and Network Communications System (NCS, collectively called “Field Systems”). These Systems are required to operate smoothly to ensure highly reliable and accurate reporting of revenue, traffic, and leakage while providing drivers with a consistent and reliable experience and ensuring alignment with the Comprehensive Development Agreement (CDA) and Project Management Plan (PMP).. The Field Systems Implementation Manager will manage and supervise an internal team as well as contractors to meet these requirements in a fast-paced environment while ensuring the project and any subsequent changes are implemented on schedule, within budget, and with an optimal design.
Essential Duties and Responsibilities:
- Responsible for Field Systems design planning and implementation in coordination with roadway, back office and other teams, to ensure correct and on-time integration of field systems in alignment with LBJ/NTE/35W strategic objectives
- Responsible to Oversee integration of gantry systems with back-office tolling platforms and ensure seamless data flow from roadside to central systems
- Responsible for identifying, developing and documenting field systems key business processes and procedures during system development of ITS projects
- Responsible for identifying, tracking, and escalating risks and opportunities related to any and all field systems on the projects.
- Innovate and recommend technical solutions with Senior Toll Systems Manager in alignment with the Companies’ strategic plan for systems upgrades.
- Manage all system enhancements and modifications as necessary during operations and maintenance phase.
- Review existing technical and legal project framework and participate as an active stakeholder in the development and approval of Concepts of Operations (ConOps) for any new field systems.

Objetivo del Puesto

Liderar la definición, planificación, ejecución y supervisión de proyectos tecnológicos dentro del área de Sistemas de Información, asegurando su alineación con la estrategia corporativa y contribuyendo a la transformación digital de Ferrovial Construcción.

Responsabilidades Principales
-
Gestión de Proyectos: Coordinar todas las fases del ciclo de vida de proyectos tecnológicos, desde la definición de requisitos hasta la entrega final.

Implantación de Soluciones Globales: Supervisar el despliegue de aplicaciones corporativas en las distintas geografías garantizando la adecuación de la solución a los requerimientos locales y coordinar la gestión del cambio.

Programas Estratégicos: Liderar iniciativas como el “Journey to Cloud” del sistema de gestión de obra y otros programas clave de transformación digital de la compañía, garantizando su correcta implementación y seguimiento. Impulsar la colaboración transversal entre áreas para maximizar el impacto del sistema en la operativa de la organización.

Liderar la comunicación estratégica entre el equipo técnico y el área de Negocio, asegurando que los objetivos tecnológicos estén alineados con las prioridades corporativas. Traducir requerimientos funcionales en soluciones viables, facilitar la toma de decisiones con la Dirección y mantener una narrativa clara sobre el avance del proyecto. Gestionar expectativas y fomentar la colaboración entre todas las partes implicadas.

Gestión de Aplicaciones Locales: Asegurar el correcto funcionamiento, mantenimiento y evolución de las aplicaciones específicas de Ferrovial Construcción.

Cumplimiento Normativo: Colaborar con el área de Gobierno y Cumplimiento IT para garantizar la conformidad con requisitos SOX.

Perfil Requerido
-
Formación en Ingeniería Informática, Telecomunicaciones o similar.
-
Experiencia demostrada en gestión de proyectos tecnológicos.
-
Certificaciones en metodologías ágiles (Scrum, PMP, etc.) y planificación estratégica (preferible).
-
Conocimiento profundo de arquitectura de sistemas, infraestructura cloud, y herramientas corporativas (Office 365, ServiceNow, Jira, etc.).

Habilidades de liderazgo, comunicación y gestión del cambio.
