Job Overview:
 The company is seeking a Senior Commercial/Contract Manager to successfully lead the commercial and contractual strategy for a large-scale engineering project, ensuring competitive bids, effective risk management, and fulfillment of all contractual obligations throughout the project lifecycle. Among other things, this individual will oversee budgets, procurement, change management, disputes, claims, and stakeholder relationships while driving financial performance and compliance. Candidates should bring a strong background in civil engineering and/or quantity surveying, ideally complemented by expertise in construction law or dispute resolution. The candidate should also be able to demonstrate strong leadership skills and a history of managing successful teams on large-scale civil engineering projects.

Responsibilities and Duties:
 Tender/Bidding

  • Evaluate tender documents and identify commercial risks and opportunities
  • Coordinate with contracting, estimating, design, planning, and legal teams to prepare competitive bids
  • Attend or support in any authority engagement(s) (e.g. one on one workshops) during the bid process
  • Support in negotiation of terms and pricing with subcontractors and suppliers (nominated or otherwise) during bid phase
  • Review, identify and propose key components for the Works schedule(s) with a key focus on client or third party obligations
  • Identify risks and categorize levels – suggest or propose best way to deal with high category risks (e.g. utilities, permits) by sharing under the contract terms  

Handover

  • Facilitate a structured handover of commercial documentation to operational teams
  • Ensure all contract terms, risks, and obligations are clearly communicated
  • Transfer procurement plans, budgets, and key commercial controls
  • Support operational teams in mobilization and early-stage execution
  • Develop and implement a Contract Management manual for the project(s), distilling the key information for the wider project team

Contract Administration

  • Define and execute the overarching commercial strategy aligned with the PPP framework and project lifecycle.
  • Ensure proper execution and documentation of all contracts
  • Monitor contract compliance and closely manage variations, change orders or amendments to the design build agreement
  • Administer the design build agreement in accordance with obligations and requirements
  • Ensure appropriate and timely correspondence is made on all pertinent project issues and at all times
  • Ensure effective record keeping and contemporaneous data during the currency of the project(s) lifecycle
  • Ensure good collaboration with the project scheduling team and timely intervention or communication for any impacts to the schedule
  • Timely notices (claims or otherwise) of any sort in accordance with the contractual terms of the design build agreement

Construction Commercial Oversight

  • Manage and support project budgets, forecasts, and cost control measures (budgets)
  • Track financial performance against targets and KPIs
  • Identify deviations and develop meaningful solutions to overcome negative impacts
  • Deploy or catalogue appropriate “Lessons Learned” during the currency of the Works
  • Suggest or propose operational alternatives that might support mitigation efforts and improve efficiencies
  • Control over payments – upstream and downstream. Approve valuations, payments, retention or hold back and financial reconciliations
  • Ensure proper notices, support and administration of any insurance claims

Risk & Opportunity Management

  • Identify and assess commercial risks across the project(s)
  • Develop mitigation strategies and contingency plans
  • Monitor emerging risks and market trends
  • Capture and evaluate commercial opportunities for growth or savings
  • Maintain a risk register and ensure regular updates

Procurement & Supply Chain

  • Oversee or support in procurement planning aligned with project timelines and budgets
  • Formulation of bespoke subcontract agreements as necessary alongside legal counsel
  • Ensure appropriate consideration of all back to black, flow down, Equivalent Project Relief etc. provisions as it may relate to the design build agreement
  • Costing of design and construction activities
  • Measurement and tracking of as built quantities
  • Approve major purchase orders and subcontractor agreements
  • Ensure supplier selection follows ethical and cost-effective company policies
  • Monitor procurement performance and resolve supply chain issues
  • Develop strategic partnerships with key vendors and subcontractors
  • Ensure appropriate and timely correspondence is made on all pertinent subcontract or supplier issues and at all times

Claims Management

  • Where possible and beneficial, encourage dispute avoidance and early resolution of any pertinent matters
  • Strategize and lead the preparation and negotiation of claims (e.g. critical delay, damages, disruption, insurance claims)
  • Ensure claims are always substantiated with proper documentation and analysis
  • Liaise with legal counsel and clients and propose appropriate expert services to support any claims as necessary
  • Execute due diligence on the oppositions argument(s), their team (e.g. counsel and experts) and seeks ways to mitigate any associated risk
  • Track claim outcomes and lessons learned for future improvement
  • Oversee and manage all incoming disputes and claims ensuring the right level of record keeping in support of same
  • Develop and propose internal solutions for early settlement with a key focus on legal expenditure, exposure and potential recovery

Stakeholder Engagement

  • Act as the commercial point of contact for key stakeholders
  • Ensure open dialogue with clients and stakeholders
  • Actively engage and promote a level of trust and respect between all parties
  • Manage expectations and resolve conflicts diplomatically

Reporting & Documentation

  • Ensure detailed contemporaneous records (daily, weekly reports) are executed properly and maintained.
  • Maintain contract records and audit trails for accountability
  • Produce detailed commercial reports for internal stakeholders or project board members
  • Present financial summaries, risk assessments, and performance metrics
  • Support board-level reporting and strategic decision-making
  • Maintain dashboards and tools for real-time commercial insights
  • Report and maintain any significant data (e.g. disputes or claims) in accordance with the company’s internal policies and platforms

Project Closure

  • Oversee final account settlements and close-out documentation (as-builts records, operational manuals etc.)
  • Ensure all commercial obligations are fulfilled (punch, snag lists etc.)
  • Manage receipt of any completion certificates as defined by the contract
  • Ensure recovery of all bonds and or securities
  • Conduct post-project reviews and commercial audits
  • Capture lessons learned and contribute to continuous improvement
  • Archive commercial records in line with the company’s retention policies
  • Continue supporting any ongoing pursuits beyond completion (legal disputes etc.)
  • Ensure effective handover with maintenance or asset management teams as necessary   

Qualifications:

  • Background in Quantify Surveying for construction or Civil Engineering, or both.
  • Additional qualifications or professional memberships are preferable such as construction law education, dispute resolution background in construction, chartered surveyors etc.
  • 10+ years of experience in the field.

We are looking for a Senior HSW Advisor to join the HS2 Edgcote (OX17 2HL) and T2G project (NN13 5JE) team.

We are delivering a 3 x Viaducts along the new HS2 route situated in the Brackley and Banbury area.  The works will consist of civils (Under and above ground structures), with heavy lifting, plant interface, working at height, temporary works and working in a flood plain being the key hazards.

Key Responsibilities:

  • Responsible for overseeing your project with a direct report into the HSW Manager in regards to Health, Safety and Wellbeing (HSW).
  • Provide competent health and safety advice and support to your allocated project.
  • Develop a close working relationship with the Projects client, supply chain and other stakeholders to ensure effective communication between all parties on HSW matters. 
  • To promote FC Civils Solutions “Always Safe and Always Ready’ company values in all dealings with other employees, clients, subcontractors and other external contacts
  • Chair, Attend and contribute to site meetings, forums and workshops, both internally and externally, representing the project on all H,S & W matters.
  • Actively involved and ensuring that H,S & W risks are identified and mitigated through the project construction phase.
  • Assist in maintaining and seeking continuous improvement in the strategies, policies, and procedures in relation to current industry best practice and minimum statutory requirements
  • Ensure that the allocated project is maintaining records in line with FC Civils Solutions company procedures and legal minimum requirements
  • Monitor close out of H&S reviews and audits within prescribed timescales.
  • Participate as requested by the HSW Manager in Health, Safety & Environment audits.
  • Monitor and ensure the Site Inspections Rota is followed and closed out.
  • Undertake a weekly HSW inspection report key findings to the HSW Manager and Site Team.
  • Advise the HSW Manager of any onsite incidents and to follow the Project Emergency Escalation.
  • To lead on Local Investigation Reports and to contribute to Formal Investigation Reports, ensuring that all initial investigations are robust with all findings clearly evidenced by the data and supporting meaningful remedial actions.
  • H&S KPI data management, analysis and reporting to the HSW Manager on a monthly basis. Identifying trends where appropriate and leading or assisting in the development of associated action plans.  Uploading data to Company and Client systems.
  • Review / Write FCCS Risk Assessments in line with planning of new works
  • Review Subcontractor risk assessments and method statements / Task Briefings
  • Review Project Plans developed for your allocated project.
  • Help maintain company HSW Accreditations
  • Undertake Site Inductions where necessary
  • Provide advise on-site Environmental and Sustainability safety.
  • Assist the HSW Manager in the development of Visual Standards.

Skills and experience

  • Health and Safety Advisor experience working in working in Construction / Civils
  • Good knowledge of working in civil engineering environments
  • NEBOSH Construction (desirable) or equivalent health & safety qualification, NEBOSH general accepted
  • Valid CSCS Card
  • Detailed knowledge of Health and Safety Legislation and industry best practice
  • Excellent communication skills and ability to engage at a variety of levels throughout the business, including with the Client.
  • Possess a level of technical experience to be able to constructively contribute to problem solving complex and sensitive safe systems of work from a pragmatic perspective.
  • Good influencing and persuasive skills with an ability to build effective working relationships with people at all levels.
  • Good listening, reflection and questioning skills to act as an effective coach to managers, supervisors and staff.

Your Role: Driving excellence through technical expertise and innovation 

Assist the Operations Manager in managing the day to day operations ensuring the contract requirements are met in a cost effective, safe, and efficient manner. 

 

What You Will Do: 

  • Proactively supervise in a safe, effective, and efficient manner all Tunnel Control Room and Incident Response operations and staff with the goal of meeting contract requirements, and client expectations. 

  • Assist the Operations Manager and project management as required to ensure the successful delivery of contract obligations 

  • Supervise Tunnel Operators in the detection, reporting, assessment, verification and documentation of incident and emergency responses including dispatches to Incident Response Crew and 911 dispatch 

  • Supervise and train Tunnel Operators in the communication and transmitting of real-time traffic information/incidents/emergencies to the TMC and coordinate the response of other supporting emergency agencies 

  • Supervise and train Tunnel Operators on initiating appropriate actions per the incident response protocol including the operation of life safety systems and coordination of on-road incident response by IRC personnel and external agencies 

  • Supervise, lead and train Incident Response Crews on incident response procedures and requirements 

  • Perform security monitoring of tunnel and equipment 

  • Coordinating, tracking, scheduling and documenting of training for Tunnel Control Room and Incident Response staff 

  • 24/7 On-call availability for all Operation related emergencies, events, or issues 

  • Required availability prior to and after a hurricane 

  • Supervise and provide Quality Assurance of Post Incident Reviews documentation 

  • Responsible for completing the Operations section of the monthly Operations and Maintenance report 

  • Supervise, lead, and train Tunnel Operators and Incident Response Teams in the performance of their duties and responsibilities 

  • Coordinate the working schedule of all Tunnel Operators 

  • Supervise and assist the Lead IRC Tech in all matters related to the Incident Response Team 

  • Perform in-depth review of POMT SCADA history logs for all incidents 

  • Review the Daily Shift Log for accuracy and clarity 

  • Review all Event Notifications for clarity and identify opportunities for improvement 

  • Track and report on Operations Control Room Staffing/Operators Incident Participation/Operations & Maintenance Performance Events 

  • Compile Incident Compliance Workbook 

  • All other duties as assigned by Operations Manager 

 

Who You Are: A Profile of Success 

  • High School diploma or GED 

  • Advanced Temporary Traffic Control Certificate – FDOT approved provider – Mandatory 

  • College degree preferred 

  • Advanced knowledge of Traffic Incident Management procedures and protocols 

  • Organized and detailed oriented 

  • SCADA System 

  • Maintenance of Traffic 

  • Possess the ability to manage and organize multiple priorities, maintain a significant customer focus and positive customer service attitude 

  • Client satisfaction oriented

Your Role: Driving excellence through technical expertise and innovation 

The Project Engineer provides support to the Project Manager and the Project Superintendent. The support goals include goal setting, planning, communicating, organizing, implementing, and tracking. The Project Engineer is in the field 20%-30% of the time. 

 

What You Will Do: 

  • Acquiring, organizing, reviewing and distributing project submittals & RFIs. 

  • Creating and maintaining all required Project Logs and takeoffs. 

  • Communicating with the owner and client representatives. 

  • Maintaining project budgets and complete required cost reports. 

  • Scheduling self-perform, subcontractor work and supplier material deliveries. 

  • Reading and interpreting documents such as project plans and specifications, safety rules, operating and maintenance instructions, and procedure manuals. 

 

Who You Are: A Profile of Success 

  • Degree in Civil Engineering, Construction Management, or similar degree. Preferably with 3 years or more experience. 

  • Moderate to high level of proficiency operating MS Excel, MS Outlook, MS Word, and MS PowerPoint, and Primavera 6
