Who is NTE, NTE 35W, and LBJ?

The North Tarrant Express (NTE) was the first design-build-finance-operate-maintain managed lanes project in Texas and consisted of the complete reconstruction of 13.3 miles of the existing I-820/SH-183 corridor between Dallas and Fort Worth. Since opening in October 2014, nine months ahead of the contracted completion date, the general highway lanes are experiencing a 70% decrease in congestion time and a 15% increase in average speed. This Cintra-led project has doubled capacity and significantly improved mobility along this heavily congested corridor that traverses the heart of six cities through Northeast Tarrant County.

The North Tarrant Express 35W (NTE 35W) project spans 16.8 miles from I-30 in downtown Fort Worth to Eagle Parkway at the north end of Alliance Airport. The project is operated and maintained by the Cintra-led consortium in North Texas. This project has improved mobility by adding additional road capacity through a combination of general highway lanes and continuous frontage roads, along with tolled express lanes that use variable pricing to keep traffic moving.

The LBJ Express (LBJ) is currently the largest P3 operation in Texas and one of the largest ever undertaken in the U.S. It is a regionally-significant transportation improvement project in North Texas that is relieving severe congestion in the dense urban area of north Dallas. In 2009, the Cintra-led consortium was selected to complete the design, construction, finance, operation, and maintenance of the project along I-635 and I-35E. Since opening in September 2015, the general highway lanes are realizing a 60% decrease in congestion time and a 10% increase in average speed.

About the role:

The Quality and Environmental Senior Manager has the responsibility and authority to develop and maintain procedures, ensure compliance with all obligations (contractual, regulatory, internal) and the establishment and maintenance of all document control, and communication systems for compliance with the ISO 9001: 2015. He/she would be responsible for Quality Management System (QMS) requirements and the Quality Management Plan (QMP) during the operation and maintenance period for LBJ and NTE Segments 1,2 and 3. Additionally, he/she will support be responsible for all internal and external environmental and sustainability initiatives and reporting for the company.

Key Responsabilities:

  • Implements and develops LBJ’s, NTEMP’s and NTE Segments 3 Quality Management System

  • Develop, review, and maintain, with the support of all company departments, the Quality Plan, Policies, and Procedures in accordance with the QMS and ISO 9001:2015

  • Responsible within the LBJ’s, NTEMP’s and NTE Segments 3 regarding all aspects related to quality assurance.

  • Collaborate and advise project COOs and the rest of the Concessionaire's team on the state of the Quality Management System, audit results, procedure implementation, and corrective actions.

  • Coordinate and attend any Quality Management review process in order to assess the effectiveness of the Quality Management System and make adjustments as deemed necessary.

  • Prepares and leads internal audit schedules, initiates timely such audits, and prepares reports for management's follow-up.  Document internal and external audits.

  • Develop and lead continuous improvement initiatives in all areas of the business.

  • Assist in investigating complaints and non-conformities and recommend corrective action.  Develop NCRs and Corrective Action Reports and ensure closure of the action items.

  • Serve as the QMS documentation subject matter expert, providing guidance to colleagues regarding the requirements, adequacy, and compliance status of documentation and records related to QMS.

  • Subject Matter Expert with all LBJ’s, NTEMP’s and NTE Segments 3’s Quality Procedures.  Develop a good understanding of procedures and requirements for the rest of key Departments.

  • Subject Matter Expert on the Contract provisions related to Quality and Environment for the Concessionaire.  These include Comprehensive Development Agreements (CDA) and Facility Agreement (FA).  Ability to search CDA and FA requirements upon request.

  • Subject Matter Expert providing review and updates on the Project Management Plan (PMP) and Facility Management Plan (FMP).  Ability to search PMP and FMP requirements upon request.

  • Lead the annual PMP/FMP update process with Project COOs and Concessionaire’s Team. 

  • Track changes to any and all of the documents in those repositories (procedures etc.) and ensures proper dissemination of updates to all parties affected by such changes.

  • Oversee, together with the legal department, the bi-annual Compliance Campaign.  Track and conduct the Verification of the required sample of Certifications and provide frequent updates.

  • Lead Document Control of CDA/FA reporting requirements to and from TXDOT. Responsible for the transmittal between the LBJ’s, NTEMP’s, and NTE Segments 3 and TxDOT on the CDA/FMP reporting requirements from all Departments through the Document Management tool, also known as Document Locator or EDMS. 

  • Ensure that the appropriate personnel receive training on the Quality Management System, Quality Onboarding, and overview of the PMP/FMP and their chapters.

  • Serve as liaison with TXDOT representative(s), IE staff, and Concessionaire regarding Quality or Environment -related matters.

  • Advises the CEO and affected parties on audit results, corrective action, and changes to procedures.

  • Co-authors documents and change control-related procedures and training presentations.

  • Supervise the position of Document Control Coordinator and QA/QC Manager. Supervise third parties as needed.

  • Manage all company environmental and sustainability initiatives. Coordinate all environmental and ESG reporting as required by regulations, contracts or company stakeholders, with systems and processes including but not limited to GRESB, SimpL, SDG and others. 

  • Propose and manage department budget.

  • Oversees department Objectives and KPIs.

  • Project manager for the Quality Department’s continual improvement initiatives. Innovate and research new tools to complete all of the above in a more efficient way.

Education & Experience:

  • Bachelor’s degree in construction management, Civil Engineering related fields, Information Technology Management or relevant experience

  • 8+ years’ experience in Quality and Environment related positions

  • Experience with ISO 9001 standards is preferred

  • Manager of Quality/Organizational Excellence certification, desired

  • Electronic Document Management System experience. Document Locator, desired

  • Familiarity with ESG and other environmental reporting (SDG etc.) desired.

  • Familiarity with an electronic document management system software program

Your Role: Driving excellence through technical expertise and innovation 

The Safety Manager is responsible to take ownership of safety on Webber Waterworks projects. The Safety Manager will office on site to ensure safety in compliance with company policy as well as federal/state guidelines. 

 

What You Will Do: 

  • Ensure a "Safety First" attitude throughout the project with all levels of management and operations. 

  • Ensure corporate and project specific safety and health policies as well as federal (OSHA), state and local safety standards are communicated and followed.  

  • Work closely with field supervision to plan more complex safety aspects of the project construction including critical lifts, traffic control, work plans, etc. 

  • Supervise, manage, and direct the selection, training, development, and appraisal of project safety. 

  • Develop and maintain a working relationship with the owner or the owner's representative, Webber personnel, and public entities. 

  • Read, understand, and plan according to the work specifications and contract responsibilities. 

  • Anticipate project conflicts, communicate preventative action plans, and implement solutions to avoid issues. 

  • Understand and plan work according to project plans. 

  • Oversight of Subcontractors. 

  • Monitor and report safety incidents and reports. 

  • Present information and respond to questions from groups of managers, clients, customers, and the general public. 

  • Other unlisted duties will be assigned. 

 

Who You Are: A Profile of Success 

  • CSHO or CSHT certification 

  • Five (5) or more years of experience in managing construction safety. 

  • Valid driver license for frequent travel. 

  • Be able to communicate in English via verbal and written communications. 

  • Communicate in Spanish (read, write, and speak) is a plus but not required 

  • Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.
