Job Description:
- Assist the H7 Quality Lead, Project Quality Engineers & Project Team in ensuring that the Client
- Employer’s Requirements, Ferrovial Construction Quality Procedures and H7 Quality processes are
- followed.
- Primary point of contact on site, regarding all quality control/assurance aspects.
- Assist the project team and Site team to ensure the implementation of Right First time
- Management of team of 6 Quality EngineersPerform site visits to ensure the implementation by the project team of the Quality Controls.
- Perform the necessary visit to Factories to check compliance of product manufactured Off-Site
- (FAT), and complete the relevant reporting on timely manner
- Engage with the Site Engineers and subcontractors / suppliers to produce and deliver elements right
- first time
- Perform frequent inspections of the construction elements to ensure their acceptance. This includes
- double check compliance of Test Results compliance, tolerances, materials, execution, visual inspections, etc.
- Sign, review and ensure Control records (Site records, and similar) are produced, compiled and communicated on a timely manner
- Perform relevant and required engagement with the team to reinforce the Quality Culture (such as:
- Tool box Talks, etc.)
- Lead Site, factory, off-site inspections with external parties, such as Client, and chase the closure of site snags, outstanding works, and other observations raised on site by relevant parties.
- Support construction team on developing the relevant Controls, such as Inspection & Test plan,
- Digitalization of Inspection sheets, etc.
- Support the project on the digitalization of Quality process and its implementation.
- Review and check the relevant documented information for these engagements, inspections, etc
- Review and maintain the inspection and Test plan and relevant inspection Sheet or other Quality forms. Ensure that Inspection and Test Plans are accepted before work starts.
- To coordinate quality documentation and effect their implementation by liaising with construction and departmental managers regarding Quality requirements.
- Support the submittal of the H&S File. Responsible on the submittal of Site Records and Certification documents of Production
- Promote and maintain the Right First Time/continuous improvement culture on site.
- To initiate, monitor and record effective corrective actions and control of non-conformances. Analise the trends, and report accordingly.
- To review, update and distribute the Works Package Quality documents, including Site records and testing.
- Ensure timely execution of benchmarking and sampling events with the Employer.
- Maintain Quality documentation and registers and cooperate with H7 Doc Controllers.
- Ensure any record of quality assurance are correctly presented and relevant.
- Assist during the Audits, and compile the relevant documentation to close them

- Facilitating weekly quality sessions with Work Packages team including suppliers.

About us:
Alamo NEX Construction, LLC is a part of the Ferrovial Group in Texas. In 2021, the Texas Department of Transportation (TxDOT) selected Alamo NEX Construction, LLC, a joint venture between Ferrovial Construction Texas, LLC and DBW, LLC (both Ferrovial Group subsidiaries), to complete the Interstate 35 (I-35) NEX Central Project. This project is a $1.5 billion Texas Design-Build (DB) project through the cities of San Antonio, Live Oak, Selma, and Schertz that will consist of non-tolled improvements along I-35, I-140, and Loop 1604. The proposed improvements will include the addition of elevated managed lanes to I-35, addition of 4 connector bridges at the I-35/I-410 North interchange, addition of 4 connector bridges at the I-35/Loop 1604 interchange, and widening of Loop 1604 in Bexar and Guadalupe Counties.

JOB DUTIES: The Design Quality Control Manager Supervise, manage, and direct the selection, training, development, appraisal, and work assignments of personnel. Develop and maintain a working relationship with the owner or the owner's representative. Anticipate project segment conflicts, communicate preventative action plans, and implement solutions to avoid issues. Generate solutions to stay on time and on budget. Provide leadership to others through example and sharing of knowledge and skills. Present information and respond to questions from groups of managers, clients, customers, and stakeholders. Provide leadership through building relationships, motivating others, providing clear direction, and cooperative teamwork. Ensure customer satisfaction by identifying and exceeding client needs. Oversee the establishment, implementation and maintenance of quality control procedures and quality review standards. Oversee the updates to the Professional Services Quality management Plan (“PSQMP”) as needed or as required by the contract. Ensure the methods and procedures contained in the approved PSQMP are implemented and followed in the performance of the work. Certify the design submittal packages, and design changes meet the requirements of the PSQMP and contractual documents. Manage the coordination with TxDOT and the PSQAF regarding Professional Services Quality Control. Oversee the completion of the Quality Management System Review Report. Work in a multidisciplinary environment, actively communicating with the rest of company personnel involved in the design and construction works, to identify needs and evaluate process improvements. MINIMUM EDUCATION REQUIREMENT: Bachelor's degree in Civil Engineering, Construction Management, or related.
MINIMUM EXPERIENCE REQUIREMENT: Four (4) years of experience on large civil infrastructure Design build or Design-bid-build projects valued at $200 million or more with the following specific experience: Previous experience managing engineering activities related to a design-build (DB) transportation (highways, bridges, runways, or rail) construction projects. Proficiency in utilizing software to manage engineering and construction activities on DB transportation projects, specifically, Bluebeam Revu, Power Geopak, Procore, databases, and SharePoint document control systems. Working with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry on a DB project. Two (2) years of experience – within the four (4) – with coordinating multidisciplinary construction teams on large DB transportation projects which include design and construction engineers, superintendents, and inspectors. Calculating figures and amounts and applying concepts of algebra and geometry on DB civil infrastructure projects, specifically discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Managing project budget and cost control activities and utilizing MS Excel to track payments on a DB transportation project.
SPECIAL REQUIREMENT: Registered E.I.T., with a Professional Engineering (PE) registration or ability and eligibility to apply within 6 months of onboarding.
TRAVEL REQUIREMENT: 10% domestic and regional travel to meet with client (TxDOT) and monitor the active project – only in the Bexar County area or attend training within Texas.

About Heathrow Airport and H7
Ferrovial Construction has been working at Heathrow Airport for over 10 years delivering some of the most complex infrastructure projects to high quality, safety and environmental standards. We have focused on design and build projects with a mix of contractual arrangements. This has enabled us to refine our management procedures in response to Heathrow’s Employers Requirements and Ferrovial Construction own internal management systems.
Since joining Heathrow’s framework in 2014, Ferrovial Construction has delivered a variety of airside and landside projects across the whole airport. For example, we have delivered new taxiways and rehabilitated existing taxiways and the southern runway. We have also redeveloped sterile and grass areas and replaced critical assets, such as fire main, fuel main and HV ducts. We are currently working alongside Heathrow to rehabilitate assets with expired design life’s and plan for a future runway resurfacing project. We are constantly designing and planning our works around critical assets and engaging with different key stakeholders in order to deliver Heathrow value for money.
The Role:
• Managing progressive compilation of handover documentation for the projects H&S File (Part A, B and Cs) as per Client (HAL) requirements
• Monitoring of H&S File information, track via the applicable trackers and registers such as the virtual Parts Cs (gap analysis) and coordination actions between the Client (HAL), Ferrovial Construction (FC) and applicable internal
and external Stakeholders, such as Document Controllers, Asset integrators and quality department, design team,
etc.
• Ensure the Asset Integration processes are followed as per Client’s Requirements, mapping existing assets, those
to be replaced, discontinued and newly installed assets.
• Coordinating asset integration within FC Project team as well as within subcontractor's project teams and resolving any issues/discrepancies including liaising with HAL representative
• Reporting Asset(s) via Maximo, make available the necessary locations, systems and asset in coordination with the project team, and coordinate the asset information with the construction, quality, BIM and design departments and
ensure that are reflected on the relevant technical documentation / drawings as per Handover Deliverables Schedule
• Coordination deliverables and drawings with FC Design Department and Quality Assurance
• Coordination of assets identification on site, final check/ handover site inspections
• Ensure each project handover is correctly tracked and its handover status understood
• Ensure the reporting tools, registers and applicable handover control tools are up to date
• Meeting weekly with Project Management Teams
Key Skills
• Ability to communicate effectively and influence a variety of levels throughout Ferrovial and the Client
• Highly organised with an attention to detail, able to plan and prioritise own workload, able to work effectively to
deadlines
• Experience of working in a complex project environment with multiple stakeholders, preferably in an Aviation or
similar regulated environment
• Engineering background preferrable Civil Engineering background as Site Engineer or similar
• Valid CSCS card to enable going on site working with site technicians.
