Job Description:
Position Summary
Assist the Project Manager and/or QA/QC Coordinator with project level monitoring, reporting and compliance of company’s Quality Management Plan. Compliance will entail the creation of monthly Quality Assurance reviews and the execution of Quality Control field reviews to ensure current processes and measures and their related outcomes are aligned with both the corporate Quality Management Plan and contractual requirements as identified by the client.
Primary Duties and Responsibilities
- Carry out audits as required verifying compliance of the contract operations with the contract and the contract quality plan.
- Review submissions to the corporate office for completeness and accuracy.
- Ensure that services provided are in compliance with approved performance standards.
- Participate in and promote the corporate Continuous Improvement program. Assists PM to determine best management practice for managing administrative processes in order to maximize efficiency and effectiveness.
- Initiate actions to prevent the occurrence of non-conformities in processes and systems.
- Maintain the administrative requirements of the Project Performance Review criteria
- Perform QA and QC field reviews of required client inspections and reports for signs, guardrails, call boxes, attenuators, maintenance management reporting, quality and accuracy of RCI update data, and will assist in the field inspection and data collection process associated with annual and ongoing NPDES reporting requirements.
- Ensure the accurate and timely completion and entry of all data relative to the Quality Management system and related reports and operational management documents and processes.
- Ensure subcontractors and others have a clear understanding of the Complete Quality Process requirements.
- Prepare high quality project reports as required. As a minimum this will include monthly performance reports and annual contract compliance reports and will involve the application of strong analytical and communicative skills.
- Work closely with PM on development and administration of policies ensuring company core values.
- Act as liaison for all vendors and contractors to assure quality customer service as well as prompt payments
- Maintains Bridge, Sign Structure and Non-Structural deficiency files, Adopt-A-Highway and Memorial Marker Programs, and makes sure that the work is done to the client’s time specifications.
- All other duties as assigned.
Knowledge, Skills & Abilities
- Working knowledge of Client and Corporate policies and regulations to ensure duties are performed in a quality manner.
- Advanced working knowledge of Contract, Operational Management and Quality Assurance and Quality Control Systems and related Operational Management support systems
- Advanced Working experience in the use and application of Microsoft Excel and other software products in the Microsoft Office Suite
- Ability to multitask, use resources effectively and meet scheduled deadlines is essential.
- Strong math and interpersonal skills with emphasis on oral and written communications
- Ability to recognize hazards inherent in routine and non-routine tasks and make adjustments to avoid loss, injury or accident.
Education and Experience
- High School Diploma or GED (Required)
- Highway related work experience
- Experience in contract and sub-contractor management preferred
- Valid driver’s license and acceptable driving record (Required) to drive a company vehicle, DOT certifications (Highly Desirable)

- While performing the duties of this job, the employee may be expected to spend 50% of their time in a field environment with equal time in an office environment.

The objective of this position is to ensure the proper implementation, monitoring, and continuous improvement of the Environmental Management System, working closely with Env managers at the regional/country level, central services, and subsidiary companies.
Responsibilities:
- Support the environmental managers in implementing the system on construction sites.
- Coordinate and supervise their activities.
- Provide technical advice on environmental management, assurance, and control.
- Resolve NCRs and mitigate environmental risks.

- Collaborate with the procurement department on environmental matters in bids.

Job Description:
Quality and Information Lead
We are currently seeking an experienced Quality and Information Lead to join our HS2 Track team. The role involves key input from design development through fabrication/manufacturing, construction and testing & commissioning. It will ensure compliance with the Works Information, contract requirements and HS2 assurance processes, while contributing to the achievement of company policies and procedures, with a special focus on Health & Safety and Quality Assurance.
The Quality and Information Lead will be responsible for the project Management Systems, Quality Assurance and Certification. This includes overseeing the management of information across one of our HS2 Track Contracts. It also covers the development, implementation, deployment and maintenance of the project JV management systems, Common Data Environment, and the IT.
This role sits within the contract’s senior management team. Reporting to the Project Director and contributing to the overall strategic direction while working collaboratively across cross-functional teams.

Key responsibilities
- Monitor the Management Systems and maintain the applicable procedures for the project. Ensure these are suitable to support project completion on time and to cost. Safeguard the JV by ensuring all areas of compliance are in place and adhered to through regular audits and surveillance checks.
- Quality Management: Implement and manage quality assurance processes to ensure that construction projects meet contractual and regulatory requirements
- Information Management: Ensure all relevant project information is captured, registered, and circulated using Electronic Document Management Systems (EDMS) integrated with BIM 3D models. Oversee the setup and maintenance of software systems and IT infrastructure. Support effective project information management.
- Training and Development: Develop and deliver training programs for staff on information management systems and processes.
- Lead Auditing: Conduct and lead auditing activities to ensure compliance with ISO 9001, ISO19650, ISO44001, ISO27001 standards and other relevant standards, and maintain the project JV certification.
- Internal Audits: Conduct internal audits to assess the effectiveness of quality and Information management systems and identify areas for improvement.
- Reporting and Analytics: Develop and maintain reporting systems using tools such as Power BI to provide insights across various disciplines.
- Liaise with internal (JV) and external (Client and Supply Chain) Quality, Digital Construction & Data Management / BIM, IT representatives and different cross functional teams.
Key Skills and qualifications
- Bachelor’s degree in construction management, quality management, information technology, or a related field.
- Substantial experience in construction and quality management, delivering major infrastructure projects, including senior leadership roles. Demonstrable accountability for management systems set up and information management in design & build environments.
- Experience in rail programmes is desirable; as well as information technology knowledge; experience in Building Information Modelling (BIM) implementation; and/or qualified lead auditor.
- Familiarity with reporting tools such as Power BI, information management software packages and AI integration into construction management systems to streamline workflows.
- Knowledge of Health and Safety Legislation.
- Strong leadership and ability to work collaboratively with cross functional teams. Very good communication and organisational skills and ability to interact at a variety of levels within Ferrovial.

Role Purpose:
Responsible for construction execution from the bidding phase to delivery of a major highway project in the Greater Atlanta area. The position of Quality Control Manager has the overall responsibility of developing, implementing, and managing the quality plan for the project. Ensures sufficient and controlled systems are in place to ensure the integrity of the project plans and operations are executed in a compliant manner.

Key Responsibilities
· Develop, implement, and maintain the Construction Quality Management System for the project including the Project Quality Management Plan (QMP)
· Oversee field Quality Control activities.
· Perform quality reports, audits and oversee QA and QC documentation and test results
· Ensure compliance with contract documents, the QMP and with Federal, State, Local, ISO 9001 and other regulatory laws and standards.
· Maintain and report the quality management system records as required by the project QMP and Company corporate requirements.
· Manage all nonconformities at the project level and lead the root cause analysis and implementation of any corrective and preventive actions.
· Attend meetings related with Quality issues.
· Distribute relevant QC documentation to site subcontractors and other teams and stakeholders
· Verify and oversee that the construction site activities are in accordance with the applicable codes and standards.
· Develop and implement Quality Trainings and perform QC Audits to the project and subcontractors.
· Jointly, with Construction and Procurement departments, review contractual specifications of all materials to be used on the project.
· Perform evaluations of consultants and subcontractors as specified in the QMP.
Required Profile:
· Bachelor’s Degree in Civil Engineering, Construction Science, or equivalent is preferred.
· Professional Engineer License Required
· Minimum of ten (10) years of experience of progressive responsibility in quality control manager position.
· Experience on large highway, bridge/structures, paving, and/or utility relocation projects as a contractor.
· Applicable certifications in Quality and Construction.
· Proficient with Microsoft Office Suite, including Excel, SharePoint, and document control systems.
· Excellent communication, reporting, and leadership skills
