Misión del puesto

- Mantener actualizado el Manual del Sistema, procedimientos y documentos asociados, garantizando su distribución por los canales establecidos.
- Participar en la definición, revisión e implantación de procedimientos, indicadores y acciones de mejora.

4. Relación con terceros
- Facilitar y mantener relaciones con organismos externos, clientes, entidades certificadoras y administraciones en materia de calidad, medio ambiente y energía.
- Controlar e intervenir en el tratamiento de comunicaciones y reclamaciones de clientes.

- Planificar, ejecutar y coordinar auditorías internas del Sistema Integrado.
- Apoyar y supervisar auditorías externas.

7. Información y reporte
- Poner a disposición del Comité de Cadagua la información necesaria sobre eficacia y eficiencia del Sistema.

Control operativo
- Asegurar el cumplimiento de procedimientos de Calidad y Medio Ambiente.

Role Purpose:
Responsible for construction execution from the bidding phase to delivery of a major highway project in the Greater Atlanta area. The position of Quality Control Manager has the overall responsibility of developing, implementing, and managing the quality plan for the project. Ensures sufficient and controlled systems are in place to ensure the integrity of the project plans and operations are executed in a compliant manner.

Key Responsibilities
· Develop, implement, and maintain the Construction Quality Management System for the project including the Project Quality Management Plan (QMP)
· Oversee field Quality Control activities.
· Perform quality reports, audits and oversee QA and QC documentation and test results
· Ensure compliance with contract documents, the QMP and with Federal, State, Local, ISO 9001 and other regulatory laws and standards.
· Maintain and report the quality management system records as required by the project QMP and Company corporate requirements.

Required Profile:
· Bachelor’s Degree in Civil Engineering, Construction Science, or equivalent is preferred.
· Professional Engineer License Required
· Minimum of ten (10) years of experience of progressive responsibility in quality control manager position.
· Experience on large highway, bridge/structures, paving, and/or utility relocation projects as a contractor.
· Applicable certifications in Quality and Construction.

Quality Manager (On‑Site Role)
The Quality Manager is responsible for ensuring that Ferrovial Construction projects at Heathrow Airport meet client requirements, company procedures, and industry standards. Managing six Quality Engineers, the role promotes a Right First-Time culture and oversees quality assurance and control for site teams, subcontractors, and suppliers.

Reporting Line: Project Quality Lead of Ferrovial Construction
Key Responsibilities
- Primary on‑site point of contact for project teams, subcontractors, and suppliers for all quality control and quality assurance matters.
- Ensure compliance with client requirements and Ferrovial quality processes through regular site visits and factory acceptance testing (FAT) of off-site manufactured products.
- Create a Quality Management Plan (QMP) for each project that outlines its quality arrangements.
- Plan and lead quality audits and inspections (on-site and at supplier facilities), coordinating with clients and stakeholders, and issuing findings and corrective actions promptly.
- Carry out routine construction quality inspections to confirm they meet requirements, including verifying test results, tolerances, materials, execution, and visual aspects.
- Establish the Quality Verification Plan (QVP) with the client and identify which aspects of the design require verification during construction.
- Raise a non-conformance if issues arise, follow resolution steps, and record progress. Analyse trend data and report as needed.
- Review, verify and sign control records and inspections, such as site records and related documents, and ensure they are prepared, assembled, and communicated promptly.
- Support the construction team in developing the relevant quality controls, such as Inspection & Test plan (ITP) and ensure that the controls are accepted before work starts.
- Verify that all materials utilised and installed conform to the required specifications and approved before use.
- Assist with digitalising and implementing quality processes, including inspection sheets.
- Work with construction, departmental managers and document controllers to ensure quality standards are documented and properly implemented.
- Submit Health & Safety Files, Site Records, Production Certification documents and update and distribute Works Package Quality documents, including site records and testing.
- Coordinate with the client to confirm benchmarking and sampling events, and ensuring their timely completion.
- Engage with the project teams and suppliers to reinforce the Quality Culture by leading Toolbox Talks and weekly quality sessions.

About us:
In 2016, the Commonwealth of Virginia selected a Cintra-led consortium to finance, design, build, operate and maintain the express lanes on Interstate 66 Outside the Beltway. The project will transform this critical Northern Virginia artery to relieve congestion, improve safety and provide more predictable travel times. The project corridor extends approximately 22 miles along Interstate 66 from the Capital Beltway (I-495) to Gainesville (US Route 29). Once completed, the project will include three toll-free general-purpose lanes in each direction and two express lanes in each direction with a state-of-the-art open-road electronic toll collection system. Expanded transit service, park-and-ride lots and interchange enhancements will further improve travel along I-66. The project will also connect several shared use paths to create more multimodal options. As an innovative and efficient public-private partnership, this project will be completed at a $2.5 billion net savings for the Commonwealth of Virginia.

Who is NTE, NTE 35W, and LBJ?
The North Tarrant Express (NTE) was the first design-build-finance-operate-maintain managed lanes project in Texas and consisted of the complete reconstruction of 13.3 miles of the existing I-820/SH-183 corridor between Dallas and Fort Worth. Since opening in October 2014, nine months ahead of the contracted completion date, the general highway lanes are experiencing a 70% decrease in congestion time and a 15% increase in average speed. This Cintra-led project has doubled capacity and significantly improved mobility along this heavily congested corridor that traverses the heart of six cities through Northeast Tarrant County.
The North Tarrant Express 35W (NTE 35W) project spans 16.8 miles from I-30 in downtown Fort Worth to Eagle Parkway at the north end of Alliance Airport. The project is operated and maintained by the Cintra-led consortium in North Texas. This project has improved mobility by adding additional road capacity through a combination of general highway lanes and continuous frontage roads, along with tolled express lanes that use variable pricing to keep traffic moving.
The LBJ Express (LBJ) is currently the largest P3 operation in Texas and one of the largest ever undertaken in the U.S. It is a regionally-significant transportation improvement project in North Texas that is relieving severe congestion in the dense urban area of north Dallas. In 2009, the Cintra-led consortium was selected to complete the design, construction, finance, operation, and maintenance of the project along I-635 and I-35E. Since opening in September 2015, the general highway lanes are realizing a 60% decrease in congestion time and a 10% increase in average speed.

Job Description:
Under general supervision, the Training Program Manager requires a strong understanding of adult education elements as well as foundational health and safety training that emphasizes regulatory compliance, accreditation standards, and the integration of safety modules into all employee learning pathways. Ideally, the Training Program Manager has a strong understanding of regulatory requirements, emergency response procedures, and contractor safety management, while promoting collaboration with supervisors to ensure training reflects lessons learned from daily operations. The role also demands competency in auditing training effectiveness, in the administration of learning management systems (LMS), and in coordinating with departmental supervisors to guarantee that staff receive timely and practical safety instruction. This position will report to the Health, Safety, Environment & Quality Director.

Create, implement, and manage the TEXPRESS training program, maintain metrics and training KPIs. Training to include but not limited to Roadway Maintenance and ITS Maintenance departments, Internal policies and procedures; Procurement policies; Compliance with local and federal government training, Health & Safety, hands-on and classroom training, Human Resource training, onboarding and refresher training.

Build out a calendar that encompasses all training types and coordinate with each department to ensure training schedules accommodate work activities. Collaborate with internal trainers to incorporate in-person skills training alongside e-learnings.

Manage the TEXPRESS Train-the-trainer internal program.

Evaluate, approve and handle the procurement process for all third party/external trainers and Train-the-Trainer certification courses.

Evaluate and maintain compliance with regulatory and contractual requirements as it relates to mandatory training.

Evaluate the effectiveness of existing offerings by attending departmental in-person trainings as well as reviewing E-learning catalogs. Search for gaps in training material and update accordingly to generate higher productivity and safety.

Review and provide recommendations for improvements for the various departmental training/onboarding training programs based on incidents, lessons learned and internal improvement plans.

Assist in building training material as needed.

Manage the training budget. Overseeing budgets for training programs. Ensuring that training initiatives are cost-effective and deliver value.

Manage the Learning Management System (KPA) by adding new hires, assigning required trainings and auditing completion reports.

Load all OJT and external training into KPA to ensure comprehensive tracking of both e-learning and in-person offerings.

Collaborate with Training Program Managers (TPMs) from other concessions to streamline training efforts where possible.

Job Description:
- Lead the environmental technical team across the programme.
- Responsible for ensuring that designs and technical deliverables are provided on time and in collaboration with the wider team, including engineering disciplines.
- Responsible for the programme’s EMR compliance and variation of environmental consents associated with the permanent design.
- Management of environmental impacts of design changes as the project matures.
- Ensure the environmental elements of the contractual requirements for handover have required information in place, ensuring the evidence is acceptable.
- Work with planners and the engineering teams to ensure that environmental deliverable timescales are built into the delivery and handover schedules and risk is understood.
- Lead the team in effectively managing relevant commercial and contractual communications (TQs, EWs, EIs, CEs etc.) associated with area of responsibility with suppliers and client
- Ensure that the schedule for reporting is adhered to whilst ensuring environmental deliverables demonstrate compliance with applicable legislation, industry best practice and HS2 technical requirements.
- Assist with the implementation of BS EN ISO14001 certification and audit against the standard and internal procedures.
