Supply Chain
The aim of our model is to promote efficiency, quality, sustainability, transparency, respect for human rights, non-discrimination and equal opportunities.
Therefore, our supplier and contractor selection, negotiation and contracting processes are objective and rigorous. We also conduct ongoing quality control evaluations. And to ensure the traceability of processes, we work with socially responsible organizations, partners and collaborators who value the creation of long-term relationships.
Our supply chain
Supply chain types vary by business unit, Ferrovial Construction is precisely the one with the highest volume of orders, most of which are destined to the projects being executed at the time.
Our supply chain is made up of suppliers (manufacturers and distributors) and subcontractors. It is characterized by a large number of suppliers, a high degree of subcontractors, a high percentage of local suppliers and a wide variety of types of suppliers, as well as the need to adapt to the requirements of each local market.
Global Purchasing Policy
Our Global Purchasing Policy includes the commercial, environmental, social and good governance policies that are fundamental and define the relationship between the company and its suppliers. This policy applies to our subsidiaries and markets and is based on the Code of Ethics and Business Conduct, Corporate Responsibility and Human Rights policies, as well as the Suppliers’ Code of Ethics and the Procedure for Due Diligence with respect to Supplier Integrity.
These issues related to purchasing are dealt with by the Sustainability Committee, chaired by the Sustainability Director and composed of representatives from the business units and corporate areas, as well as the Construction Purchasing Director.
The Sustainability Committee is the link between the business and corporate areas and Senior Management. It is responsible for reporting on progress and results, as well as proposing actions to the Management Committee and transmitting approval of the proposals and results to the rest of the company.
Integral Supplier Management
We select all of our suppliers and partners based on criteria of transparency, integrity, independence, and sustainability. Our goal is none other than to provide excellent and efficient services.
Supplier management begins with classification. In this step, we measure their degree of criticality. In other words, their criticality based on their purchasing volume or economic activity. We also ensure that suppliers are aware of and comply with our Supplier Code of Ethics, which is integrated into the Procedure for Due Diligence with respect to Supplier Integrity, before entering into contractual relations with the company. This establishes the basic principles that should govern their behavior within the framework of their business relationship with Ferrovial and covers the following issues:
- Human Rights and Labor (forced labor, child labor, working conditions, occupational health and safety, discrimination, harassment, freedom of association, and collective bargaining).
- Environment (GHG emissions, energy consumption, pollution prevention, waste management, resource efficiency, biodiversity, no deforestation or land conservation).
- Business ethics (anti-corruption, integrity, transparency, anti-competitive practices and conflicts of interest).
In addition, the model orders and contracts include clauses addressing environmental, social and labor, health and safety, ethical and anti-corruption issues. As a last resort, these clauses include the possibility of terminating the business relationship in the event of non-compliance with the issues addressed.
After the selection process, the supplier or subcontractor begins to provide its services and, for our part, we are committed to conducting periodic evaluations in accordance with our Procedure. Incidents are recorded and may be grounds for exclusion of the supplier from future tenders.
Innovation and technology
We have achieved an agile, efficient and transparent supply chain thanks to innovation and the use of new technologies. At the same time, collaboration with suppliers adds value and contributes to improving our processes.
For example, the Construction division uses different tools such as Insite, Supplier360 and BuildAdvisor to monitor supply chain performance. The latter, BuildAdvisor, among other features, allows suppliers to compare their ESG performance with their peers.
Sustainable Purchases
As explained above, sustainability in our supply chain revolves mainly around purchasing decisions. Thus, suppliers that supply high-risk products belong to sectors identified as high-risk or manufacture their products in high-risk countries, are classified as “high-risk suppliers”.
The Construction division uses an internal software application for the evaluation and follow-up of suppliers based on assessments made at each construction site or work center and the monitoring of the performance of the supply chain.
These evaluations, carried out on site by site managers following Ferrovial Construction’s internal methodology, enable the selection of preferred suppliers in contract award processes, taking into account ESG criteria. In 2024, 6,280 suppliers were evaluated. The results of these evaluations may result in a warning for the supplier, the implementation of an improvement action plan or even the suspension of collaboration with Ferrovial depending on the seriousness of the case, as the Supplier Quality Evaluation and Monitoring Procedure includes a mechanism that allows a supplier to be rejected in the event of three minor incidents in a year or one serious incident (ESG-related, non-compliance with the order/contract, Ferrovial’s Anti-Corruption Policy, the Supplier Code of Ethics or significant problems).

Finally, the Ethics Channel is available to all stakeholders from the Ferrovial website as a means of ensuring transparency in relations and allowing the reporting of any conduct that does not conform to the company’s standards.
Likewise, in the Construction purchasing department, we continue to strengthen the Green Purchasing Catalog, a tool that allows us to promote and share the purchase of products with a positive impact on the environment.

Sustainability Standards
In order for suppliers to align with Ferrovial in the pursuit of sustainable development, the company has established its standards in its policies with reference to international sustainability trends and related initiatives and requirements. The standards and commitments apply to all suppliers and their subsidiaries, affiliates and contractors, with respect to labor, environmental, business ethics, health and safety, and management systems. Through the Suppliers’ Code of Ethics, we expect our suppliers to be able to communicate relevant sustainability requirements to their suppliers, track their compliance status and work together to promote sustainable development throughout the chain.
In order to ensure that both Ferrovial and its suppliers are aligned in their pursuit of sustainable development, the company has established sustainability standards in its policies, taking into account international trends in the sector, as well as the initiatives and requirements to which they relate.
In this way, the standards and commitments apply to both suppliers and their subsidiaries, affiliates and contractors in aspects related to labor, environmental, business ethics, health and safety, and management systems.
Through the Suppliers’ Code of Ethics, we expect our suppliers to be able to communicate relevant sustainability requirements to their suppliers, track their compliance status and work together to promote the sustainable development of the entire value chain.

Training programs
We promote the development of ESG capabilities in our key suppliers. We engage suppliers in training programs to improve their sustainability performance and to transfer this knowledge to their own suppliers. Since 2024, we have participated in the United Nations Global Compact’s Sustainable Supplier training program. This is an international training project focused on specific areas of the Ten Principles of the UN Global Compact and corporate sustainability.
