In 2016, the Commonwealth of Virginia selected a Cintra-led consortium to finance, design, build, operate and maintain the express lanes on Interstate 66 Outside the Beltway. The project will transform this critical Northern Virginia artery to relieve congestion, improve safety and provide more predictable travel times. The project corridor extends approximately 22 miles along Interstate 66 from the Capital Beltway (I-495) to Gainesville (US Route 29). Once completed, the project will include three toll-free general-purpose lanes in each direction and two express lanes in each direction with a state-of-the-art open-road electronic toll collection system. Expanded transit service, park-and-ride lots and interchange enhancements will further improve travel along I-66. The project will also connect several shared use paths to create more multimodal options. As an innovative and efficient public-private partnership, this project will be completed at a $2.5 billion net savings for the Commonwealth of Virginia.

Job Description:
Summary: The Field Systems Analyst assists the Toll Systems Director in performing data analytics to ensure SLAs, KPIs and general requirements are met and/or exceeded. The Field Systems Analyst also actively participates in Field Systems training activities and assists with inventory tracking and work order/incident management.
Essential Duties and Responsibilities:
- Responsible for inventory control and resulting audits for all spare devices and equipment as it relates to the asset inventory database.
- Monitor and report on accuracy and timeliness of completed work orders as well as system repair and response times.
- Monitor and report on accurate transaction generation at the roadside, timely data transmission and data validation of transactions.
- Monitor and report on the accurate and timely collection of traffic data.
- Track and analyze TCS and ATMS performance.
- Actively participate in integration test execution and user acceptance test execution when applicable
- Coordinate and collaborate with the Field Systems Manager on the integration of the Central Toll System with the deployment of the roadside components, ensuring its logic, functional and technical alignment as well as schedule alignment.
- Act as a conduit between the system maintenance technical team and central systems operational teams, including third party service providers as required.
- Responsible for critically evaluating information from multiple systems and stakeholders and reconciling conflicts.
- Ensure clear communication of system issues, workarounds, and resolution.
- Identification of potential exceptions, especially those which may result in customer facing issues. These exceptions may be identified via:
- Analysis of system data and trends.
- Discussions with external service providers or analysis of external interface data.
- Discussions with the system maintenance provider.
- Document and implement formal processes to identify and address customer facing tolling issues proactively.
- Propose and drive implementation of additional controls, reporting and system level metrics to enhance exception identification.
- Investigate exceptions and prepare briefings to management on issues, impacts and proposed resolutions.
- Perform other job-related duties as assigned.
- Identification and reporting of anomalies in regards to Tolling system issues and trends
- Track, update and analyze asset statuses in MOMS
- RMA procedures to include shipping / receiving of spare devices as related to the Tolling System, Intelligent Transportation System and Network Communication System
- Conduct quarterly inventories of tolling equipment and tools and validate the results against the asset inventory database.
- Responsible for critically evaluating information from multiple systems and stakeholders and reconciling conflicts.
- Ensure clear communication of system issues as documented in MOMS
- Identification of potential exceptions, especially those which may result in customer facing issues. These exceptions may be identified via:
- Analysis of system data and trends;
- Discussions with external service providers or analysis of external interface data;
- Document and recommend formal processes to identify and address tolling system issues proactively.
- Investigate exceptions and prepare briefings to management on issues, impacts and proposed resolutions.
- Experience with machine learning/neural network algorithms is a plus.

Education & Experience:
- Bachelor’s degree in IT, computer science, engineering or a related field.
- 1-2 years’ experience in the field of data analysis, toll industry background or another transaction processing environment preferred.
- Project/Program Management or Management experience with management or coordination of multiple teams in a technology systems environment.
- Experience in the field of operations analysis
