Who is NTE Mobility Partners and LBJ Infrastructure Group? The North Tarrant Express was the first design-build-finance-operate-maintain managed lanes project in Texas and consisted of the complete reconstruction of 13.3 miles of the existing I-820/SH-183 corridor between Dallas and Fort Worth. Since opening in October 2014, nine months ahead of the contracted completion date, the general highway lanes are experiencing a 70% decrease in congestion time and a 15% increase in average speed. With an Average Annual Daily Traffic (AADT) of 200,000, this Cintra-led project has doubled capacity and significantly improved mobility along this heavily congested corridor that traverses the heart of six cities through Northeast Tarrant County. The LBJ Express is currently the largest P3 operation in Texas and one of the largest ever undertaken in the U.S. With an Average Annual Daily Traffic (AADT) of 270,000, it is a regionally-significant transportation improvement project in North Texas that is relieving severe congestion in the dense urban area of north Dallas. In 2009, the Cintra-led consortium was selected to complete the design, construction, finance, operation, and maintenance of the project along I-635 and I-35E. Since opening in September 2015, approximately three months ahead of schedule, the general highway lanes are realizing a 60% decrease in congestion time and a 10% increase in average speed.
Job Description:
The $1.6 billion North Tarrant Express 35W project spans 10.1 miles from I-30 in downtown Fort Worth to just south of the North Tarrant Parkway. The project is operated and maintained by a Cintra-led consortium. This project has improved mobility by adding additional road capacity through a combination of general highway lanes and continuous frontage roads, along with tolled express lanes that use variable pricing to keep traffic moving.

Summary: The Senior Operations Engineer, as a member of the Roadway Operations and Maintenance Department, is responsible for the managing and monitoring of all infrastructure renewal campaigns of the assets and of the new construction projects during the operations phase at LBJ, NTE and NTE3 highways. The ideal candidate requires to have a highways construction background and to be competent in data analysis (quality and design) and project management to ensure optimal lifecycle renewal/refurbishment/repair works/new construction works (CAPEX works) for the assets of the highways. The individual will report to the Operations Manager and will work closely with the LBJ’s and NTE’s COOs, managers, engineers and employees, and external parties (contractors and consultants). S/he eventually will attend meetings with state and local officials.
Essential Duties and Responsibilities:

Manages, coordinates and supervises CAPEX works on the field, prepares lane closures, reviews workplans and coordinates with other activities, ensuring that best practices are applied in the performance on the works

Oversee and control on site works performed by subcontractors to ensure quality and performance are as required.

Prepare field investigation reports to control proper performance of CAPEX works

Prepares RFPs and oversees any other technical advisory services or surveys which might be needed for the CAPEX works.

In coordination with the COO and the O&M department (when required), responsible for the management of the design and construction processes for new works or assets along or adjacent to the existing highways

Review plans, specifications, contract documents and reports required to perform any renewal activity on the road. This includes design documentation, procedures and quality control methods, work plans and standard requirements

Analyzes current conditions of each asset to determine their actual life expectancy during the remainder of the concession period and program/manage the required CAPEX works
-
Works closely with the COOs and other departments to research and analyze data, detecting trends and pursuing long-term corrective and preventative methodologies to maximize the value of the asset by extending its life expectancy and minimizing cost of CAPEX works, while meeting quality standards and contractual requirements

Coordinates with the ITS Department implementation and relocation of field equipment

Cooperates with the Financial Department in the achievement of the budgetary goals

Assists COOs in the review and approval of all plans, contracts and invoices

Assists Maintenance Director and Maintenance Managers in all technical issues that might be needed in relation with CAPEX works

Prepares the Renewal Work Schedule for each project on an annual basis and assists the COOs and the O&M Manager in the preparation of the annual CAPEX forecast updates

Assists the COOs in meetings and negotiations with different stakeholders (Texas Department of Transportation, Cities, main vendors and suppliers, etc.)

Update our asset management tool (Vueworks) and other tools and systems (GIS, data analytics platforms, etc.) according to the different CAPEX works performed

When required, participates in innovation and research groups at a shareholder/corporate level
-
Supervises any onsite inspections to verify measurements are taken accordingly to standards
-
Serves as a liaison with personnel from the Independent Engineer’s (IE) office for the regular audits and reports related to infrastructure
-
Prepares and submits all monthly, quarterly and annual reports required by contract or by our internal policy
-
Ensures full compliance with our technical requirements, especially with CDA’s O&M Measurement and Performance Table for the three projects

Actively promotes the safety of the department and the employees

Performs other job-related duties as needed

Education & Experience:

Bachelor’s degree in Civil Engineering

4-7+ years of experience in highways construction and/or maintenance is required or technical department in a major infrastructure developer

Experience at technical office during construction projects will be preferred

Previous experience in Texas market is desirable

Must possess and maintain a valid driver’s license
