Who is NTE, NTE 35W, and LBJ?

The North Tarrant Express (NTE) was the first design-build-finance-operate-maintain managed lanes project in Texas and consisted of the complete reconstruction of 13.3 miles of the existing I-820/SH-183 corridor between Dallas and Fort Worth. Since opening in October 2014, nine months ahead of the contracted completion date, the general highway lanes are experiencing a 70% decrease in congestion time and a 15% increase in average speed. This Cintra-led project has doubled capacity and significantly improved mobility along this heavily congested corridor that traverses the heart of six cities through Northeast Tarrant County.

The North Tarrant Express 35W (NTE 35W) project spans 16.8 miles from I-30 in downtown Fort Worth to Eagle Parkway at the north end of Alliance Airport. The project is operated and maintained by the Cintra-led consortium in North Texas. This project has improved mobility by adding additional road capacity through a combination of general highway lanes and continuous frontage roads, along with tolled express lanes that use variable pricing to keep traffic moving.

The LBJ Express (LBJ) is currently the largest P3 operation in Texas and one of the largest ever undertaken in the U.S. It is a regionally-significant transportation improvement project in North Texas that is relieving severe congestion in the dense urban area of north Dallas. In 2009, the Cintra-led consortium was selected to complete the design, construction, finance, operation, and maintenance of the project along I-635 and I-35E. Since opening in September 2015, the general highway lanes are realizing a 60% decrease in congestion time and a 10% increase in average speed.

Job Description:

The Traffic Management Center (TMC) Quality Assurance Representative is responsible for ensuring the accuracy, integrity, and quality of traffic data within the TMC. This role involves monitoring operations, analyzing, and improving processes and systems to support efficient traffic management and incident response. 

 

THIS IS 24/7- and 365-DAYS per year OPERATION. The position is defined as essential personnel and may require additional hours and flexibility of scheduling in response to increased demands or significant events. 

 

 

Essential Duties and Responsibilities: 

  • Quality Assurance: Develop and implement quality standards and procedures to ensure the accuracy and reliability of traffic data

  • Monitoring Operations: Continuously monitor traffic data for inconsistencies, errors, and anomalies, and take corrective actions as necessary

  • Data Analysis: Analyze traffic data to identify trends, patterns, and areas for improvement. Provide actionable insights to enhance traffic management operations. 

  • Incident Management: Verify and classify traffic events such as congestion, accidents, special events, and construction using various monitoring tools

  • Reporting: Generate and distribute traffic reports and updates, detailing the nature of incidents, severity, and impact on traffic flow

  • System Management: Monitor and adjust dynamic toll rates based on traffic conditions and established guidelines

  • Collaboration: Work closely with TMC staff, maintenance technicians, and interagency traffic management personnel to implement data quality measures

  • Continuous Improvement: Participate in review processes and identify areas for improvement in TMC data management and operations

  • SOP Review: Regularly review and provide feedback on Traffic Management Center Standard Operating Procedures (SOPs) to ensure they remain current and effective

  • Training Materials: Create, update, and maintain all TMC training materials to ensure comprehensive and up-to-date staff onboarding and ongoing education

 

Qualifications (Knowledge, Skills & Abilities):

About us:

North Tarrant Infrastructure, LLC is one of the subsidiaries of the Ferrovial Group in the U.S. It is currently working on several projects in the U.S., including the North Tarrant Express (NTE) Projects (“NTE Projects”). The NTE Extension Project is a part of the NTE Projects, which consist of a series of major highway improvements to the critical I-820 and SH-121/183 corridor in North Tarrant County, Texas. The NTE Projects will relieve congestion, improve safety, and provide for anticipated traffic growth in one of the country’s fastest developing regions. Summary

The position of Traffic Control Foreman will perform all traffic control activities for the project under the direction of the Traffic Control Manager.

Responsibilities

• Perform all Traffic Control operations and personnel.

• Ensure safety and compliance with the Traffic Management plan in all Traffic Control operations.

• Administer Traffic Management Plan developed in conjunction with project Construction Managers.

• Maintain Traffic Control Field operations compliant with the Traffic Management Plan.

• Ensure timely traffic control operations in support of construction activities. • Provide limited supervision to others through motivation, direction, review and feedback of assigned tasks.

Minimum Requirements

• Certified by Texas Engineering Extension Service (TEEX) in “Work Zone traffic Control”.

• Minimum of five (5) years of experience of progressive responsibility in similar positions.

• Experience on large highway, bridge/structures, paving, and/or utility relocation projects as a contractor.

Position Summary

Provides leadership, direct and indirect supervision of maintenance crews while performing daily work activities of maintaining contracted assets. Responsible for maintenance, servicing and repairs of roads and other infrastructure assets. This individual will be responsible for maintaining contracted assets (such as roadways, medians, signs, guardrails, fences, bridges, tunnels, vegetation, etc.) per standards in the contract and as directed by supervisor.

The employee is occasionally exposed to wet and/or humid conditions; high precarious places; fume or airborne particles. Frequent exposure to toxic or caustic chemicals, frequent exposure to insects and infrequent exposure to reptiles/rodents. The noise level in the work environment usually moderate but on occasion can be more than moderate.

Position Summary

Position Summary

Responsible for efficient arrival to and recovery from incidents within the tunnel and roadway project while providing professional and courteous assistance to motorists.

Primary Duties and Responsibilities

Knowledge, Skills & Abilities

Education and Experience

HS Diploma or GED

Valid driver’s license and acceptable driving record (Required)

3-5 years’ work experience with tow truck operations, preferably Freeway Service Patrol

Knowledge and experience with a flatbed tow truck in responding to the scene of an incident within the roadway.

CDL, DOT certifications, Freeway Service Patrol Certification, desired

Must possess or be able to complete CHP approved tow truck training course and continuing education

Possess basic mechanical aptitude, courteous and professional to customers, and friendly attitude

Documentation of actions and observations during response to and recovery from an incident

Ability to be trained as a Tunnel Operator

Current certificate of completion of a California Tow Truck Association (CTTA) Light Duty Level I and/or II is highly desirable.

Work Conditions/Physical Demands

Ability to lift up to 60 pounds unassisted

Use manual and powered pneumatic, hydraulic, gas, and electric powered tools and equipment
