POSITION SUMMARY
The VDC/BIM Manager leads the coordination, integration, and delivery of all BIM and 4D schedule efforts across the tender, design, construction, and handover for the O&M lifecycle. This position plays a critical role in aligning digital models with schedule, cost, QA/QC, and asset data, using platforms such as Bentley Synchro Pro, Synchro Modeler, and iTwin. The manager will ensure compliance with contract documents, DOT/SRTA requirements, and international BIM standards (NBIMS-US v4, ISO 19650).
KEY RESPONSIBILITIES:

4D Modeling & Construction Sequencing

Develop, manage, and update the 4D construction model using Synchro Pro (.sp/.spx) aligned with Primavera P6 schedules (.xer).

Generate and submit 4D simulations (AVI) highlighting: Critical path, In-progress activities

Coordinate with schedulers to maintain alignment between 4D and cost-loaded CPM schedules.

Validate construction logic, phasing, and means & methods through visual simulations and field review.

BIM Management & Model Coordination

Lead the coordination of design models in for civil and utility disciplines.

Oversee model federation and clash detection using iTwin Model Review ensuring spatial coordination and construction feasibility.

Manage Synchro Modeler workflows for work package visualization and 4D planning support.

Maintain model standards, layer structure, classification codes, and metadata integrity in accordance with BIM Execution Plan.

Coordinate with Survey, Utilities, and Structures for full model integration and GIS asset geolocation.

3D Model QA/QC & Auditing

Conduct model audits to verify that the models meet all DOT and Ferrovial Construction requirements (Naming conventions, File structure, Level of Detail (LOD), etc…)

Interface with design consultants and construction teams to resolve issues identified during BIM quality checks.

Ensure 3D models support accurate quantity takeoffs (QTOs), cost tracking, and scope verification.

Develop and manage the digital twin structure for the O&M phase.

Support tagging of asset elements with manufacturer data, installation dates, warranties, and maintenance requirements.

Coordinate with ITS/Tolling and systems integrators to incorporate all elements like fiber optics, and electronic assets in the model.

Deliver a fully federated as-built BIM model aligned with COBie orthe DOT-required asset data schemas.

Submittal & Documentation Compliance

Submit all digital deliverables (4D models, AVI simulations, .xer schedules, and model data) through DOT’s PMCS (e-Builder), following all file naming, versioning, and folder structure conventions.

Ensure document control compliance per contract requirements

Provide Synchro Open Viewer-compatible models to DOT/SRTA reviewers.

Reporting & Stakeholder Engagement

Produce filtered Gantt charts, S-curves, work package visualizations, and BIM dashboards for monthly progress reporting.

Job Overview: The Utilities Design Manager will supervise and the coordinate all design works related to utilities for major transportation projects (min. $250 million/Project) and with a minimum Utility relocation budget of $50 million. Coordinate with the other tender design discipline leads to address the conflict analysis matrix with the developing design plan work. Determine and maintain conflict matrix which shall include all existing Utilities that are to remain in service/place, be abandoned and to be relocated. Update the conflict matrix while changes are implemented/proposed in the design, warning when a change could produce a significant conflict with utilities.
Coordinate with the Tender Design Manager and the rest of the discipline leads to maximize the Utility conflict avoidance.
Prepare Utility Relocation preliminary design
Manage the development of Utility relocation preliminary design.
Manage, review and update the Utility concept plan in strip map plan format using conflict analysis spreadsheets to map the existing utilities versus the proposed Utility adjustments with respect to the proposed roadway plans. The Utility concept plan shall include the existing and proposed ROW, DOT highway station numbering, plan, profile, bridge structures, other existing Utilities, drainage structures, retaining walls and noise walls. The layout shall be utilized to facilitate the feasibility options for the Utility adjustments.
Coordinate with necessary team members to determine most cost-effective conflict resolutions by assessing the impact of each Utility relocation within the Project corridor.
ROW & EASEMENTS
Review acquired property interest information (easement documentation) from each Utility, as needed, and prepare a property matrix to establish costs associated with the Utility property interest relinquishment and acquisition.
Support of easement acquisition tender services, if required. Prepare anticipated easement ROW areas in MicroStation.
BOQ and estimated Utility relocation construction cost
Manage the development of the engineer's estimate of probable construction costs spreadsheet for Utility relocations.
Schedule
Manage the development of the engineer's estimate of probable construction schedule for Utility relocations.

Two (2) years of experience – within the four (4) – with coordinating multidisciplinary construction teams on large DB transportation projects which include design and construction engineers, superintendents, and inspectors. The Drainage Design Manager position requires a solid understanding of transportation projects, a strong foundation of hydrologic and hydraulics engineering principles, and solid communication skills. Work is this role requires extensive technical experience with additional limited management experience.
Duties:
- Reviews and documents design decisions, calculations, conclusions, and makes recommendations in reports, project documentation, letters, or memorandums;
- Conducts drainage analysis and design per the requirements of the project and VDOT;
- Oversees all aspects of the project development for the drainage discipline;
- Makes all decisions independently on engineering problems, methods, and project technical questions;
- Applies intensive and diversified knowledge of engineering principles and practices in broad areas of assignments and related fields;
- Requires the knowledge of and coordination with other related disciplines to achieve an overall compatible product;
- Reviews design engineers calculations and plans preparations; and
- Performs other duties as required.
Qualifications:
- B.S. in Civil Engineering or related degree program;
- 8+ years of experience in roadway, drainage design, and/or water resources;
- 4+ years of supervisory experience with accountability for individual and/or team results;
- Expert level knowledge in drainage design principals;
- Knowledge and experience with Microstation, InRoads and/or Geopak, and other applicable software common to the field of transportation engineering calculating quantities and developing cost estimates;
- Experience in designing highway drainage systems is a MUST;
- Ability to communicate effectively and coordinate all drainage design phases of a project with other team disciplines.

- Close liaison with the Engineering Director and the Track design lead and delivery directors, to ensure the integration of Contractor’s design, management of interfaces, and design delivery on time, optimized and in accordance with the Client’s requirements is essential.
- Lead the management of all interfaces (internal and external, including consenting as required) to ensure an integrated and constructible design, and evidencing the adequate interface management.
- Responsible for reviewing and reporting design delivery performance for the Calvert IMD (to include cost, programme, contract, scope, progress, change, compliance, governance etc.), in liaison and with support from the project controls and commercial teams.
- Manages the progressive delivery of technical assurance during design, construction and handover. Ensures compliance with the CDM Regulations.
Key skills and experience
- Degree in Civil Engineering / Railway Engineer /Architecture
- Understanding and knowledge of building codes and standards, zoning regulations, building construction, building systems and site requirements.
- Experience in managing railway depot designs; experience in managing large railway station buildings or other complex buildings
- Demonstrable knowledge of the application, principles, coordination of disciplines: architectural design, MEP and railway engineering.
- Experience in managing designers, managing liaison with third parties, stakeholders and other contractors.

- Responsible for analysing the hand over data from the Main Works for the frost protection layer as well as the subgrade for aspects such as heave, settlements and constructability geotechnical topics for our track.
- Manage and lead any geotechnical aspects related to Calvert depot, including piling works and earthworks movements in the site, providing the foundation required to the IMD building and railhead.

Role:
Responsible for the management of the architectural aspects in the Calvert Integrated Maintenance Depot. The architectural design works include the design and construction of several buildings in the Calvert site.
The candidate will be responsible for coordinating and leading the architectural and fit out design for the buildings in Calvert IMD, closely supervising the Designers and specialist subcontractors during the design, construction and handover of the works. This will include the integration of PW and any TW / temporary stages, integration of assurance and managing the delivery of the associated digital deliverables, in line with the construction and overall project programme, cost and client requirements.
