Who is NTE, NTE 35W, and LBJ?
The North Tarrant Express (NTE) was the first design-build-finance-operate-maintain managed lanes project in Texas and consisted of the complete reconstruction of 13.3 miles of the existing I-820/SH-183 corridor between Dallas and Fort Worth. Since opening in October 2014, nine months ahead of the contracted completion date, the general highway lanes are experiencing a 70% decrease in congestion time and a 15% increase in average speed. This Cintra-led project has doubled capacity and significantly improved mobility along this heavily congested corridor that traverses the heart of six cities through Northeast Tarrant County.
The North Tarrant Express 35W (NTE 35W) project spans 16.8 miles from I-30 in downtown Fort Worth to Eagle Parkway at the north end of Alliance Airport. The project is operated and maintained by the Cintra-led consortium in North Texas. This project has improved mobility by adding additional road capacity through a combination of general highway lanes and continuous frontage roads, along with tolled express lanes that use variable pricing to keep traffic moving.
The LBJ Express (LBJ) is currently the largest P3 operation in Texas and one of the largest ever undertaken in the U.S. It is a regionally-significant transportation improvement project in North Texas that is relieving severe congestion in the dense urban area of north Dallas. In 2009, the Cintra-led consortium was selected to complete the design, construction, finance, operation, and maintenance of the project along I-635 and I-35E. Since opening in September 2015, the general highway lanes are realizing a 60% decrease in congestion time and a 10% increase in average speed.

Job Description:
The Business Excellence Systems Manager is a cross-functional leadership role responsible for overseeing the utilization of the organization's information technology infrastructure, data governance, artificial intelligence (AI) governance, Quality Management System (QMS) platform, and enterprise-wide process improvement initiatives. This position serves as the primary driver for leveraging technology — including Microsoft Power Platform, AI agents, and legacy systems — to enhance operational efficiency, ensure regulatory compliance, and centralize critical data, quality documentation, procedures, and continuous improvement projects. The ideal candidate combines strong technical fluency with a deep understanding of business operations and quality frameworks to bridge the gap between technology capabilities and organizational objectives.
Key Responsibilities:
1. Data Management: Centralization, AI Governance, reporting
▪ Establish and maintain an organizational data governance framework, including data repositories, integration, and standards including the utilization of AI Agents / Tools.
▪ Implement master data management (MDM) practices to eliminate data silos and provide a single source of truth for key business metrics.
▪ Lead and maintain the centralization of critical organizational data, quality documents, standard operating procedures (SOPs), KPIs, and improvement projects into a unified accessible platform (QMS Platform).
▪ Collaborate with organizational departments / teams to automate and track KPIs and support efficient reporting requirements within the QMS.
▪ Develop, implement, and maintain the organization's AI governance framework, including policies for responsible AI use, risk management, and ethical guidelines.
▪ Guide the evaluation, deployment, and monitoring of AI agents and automated tools across the organization to drive efficiency while managing risk.
▪ Partner with functional leaders to identify high-value AI use cases, build internal capability, and define adoption roadmaps.
▪ Establish approval workflows and oversight mechanisms to ensure AI tools are used in alignment with regulatory requirements and organizational values.
▪ Monitor emerging AI regulations and industry standards in alignment with enterprise guidance, updating leadership and governance practices proactively to maintain compliance.
▪ Serve as the internal subject matter expert and change champion for AI literacy and responsible utilization across the organization.
▪ Own and administer the organization's QMS platform, ensuring it supports the full lifecycle of quality documentation, audit trails, corrective actions, and compliance tracking, and process improvement efforts.
2. Process Improvement
▪ Manage a portfolio of improvement projects from identification through implementation, ensuring timelines, budgets, and measurable outcomes are achieved.
▪ Partner with process owners to map current-state workflows (AS-IS) and design future-state solutions (TO-BE) that align with strategic objectives.
▪ Facilitate Teams through organization-wide process improvement initiatives in using structured methodologies (e.g., Lean, Six Sigma, Kaizen, PDCA).
▪ Guide the utilization of Microsoft Power Platform — including Power Apps, Power Automate, Power BI, and AI Agents — to digitize manual workflows, automate routine tasks, and surface actionable insights.
▪ Identify opportunities to rationalize, modernize, or integrate legacy systems to reduce technical debt and improve end-user productivity.
▪ Develop and track metrics to quantify the impact of improvement efforts on cost, quality, cycle time, and compliance performance.
3. Cross-Functional Collaboration & Stakeholder Engagement
▪ Build and mentor a high-performing team, fostering a culture of continuous improvement, accountability, and innovation.
▪ Collaborate with department heads, process owners, and end-users to gather requirements, communicate project status, and drive change adoption.
▪ Serve as a strategic partner to organizational leadership, translating business goals into technology and systems roadmaps with clear milestones and ROI.
▪ Collaborate and support Information Technology teams as new technologies are introduced to the organization to ensure the data integration is aligned with corporate goals, ensuring scalability, security, and operational continuity.
▪ Present project updates, risk assessments, and performance dashboards to organizational leadership and relevant governance committees.
▪ Champion data-driven decision-making culture by promoting access to reliable information and building organizational analytical capability.

About us:
In 2016, the Commonwealth of Virginia selected a Cintra-led consortium to finance, design, build, operate and maintain the express lanes on Interstate 66 Outside the Beltway. The project will transform this critical Northern Virginia artery to relieve congestion, improve safety and provide more predictable travel times. The project corridor extends approximately 22 miles along Interstate 66 from the Capital Beltway (I-495) to Gainesville (US Route 29). Once completed, the project will include three toll-free general-purpose lanes in each direction and two express lanes in each direction with a state-of-the-art open-road electronic toll collection system. Expanded transit service, park-and-ride lots and interchange enhancements will further improve travel along I-66. The project will also connect several shared use paths to create more multimodal options. As an innovative and efficient public-private partnership, this project will be completed at a $2.5 billion net savings for the Commonwealth of Virginia.

Summary: The Health, Safety, Environmental (HSE) Manager will be responsible for developing new, and implementing existing, company HSE programs. The HSE Manager is responsible for ensuring compliance with all applicable local, state, and federal rules and regulations including Occupational Safety and Health Administration (OSHA), Department of Transportation (DOT) and Environmental Protection Agency (EPA). The HSE Manager will verify program effectiveness by participating in routine audits, inspections, and investigations. This position is responsible for coordinating health and safety training for all employees. The HSE Manager will mentor all personnel to perform observations to reinforce positive behaviors and correct at-risk behaviors. Quality and Information Lead
We are currently seeking an experienced Quality and Information Lead to join our HS2 Track team. The role involves key input from design development through fabrication/manufacturing, construction and testing & commissioning. It will ensure compliance with the Works Information, contract requirements and HS2 assurance processes, while contributing to the achievement of company policies and procedures, with a special focus on Health & Safety and Quality Assurance.
The Quality and Information Lead will be responsible for the project Management Systems, Quality Assurance and Certification. This includes overseeing the management of information across one of our HS2 Track Contracts. It also covers the development, implementation, deployment and maintenance of the project JV management systems, Common Data Environment, and the IT.

Position Summary
The Segment / Discipline Manager is responsible for the planning, coordination, and execution of an assigned construction segment or technical discipline within a major Flood Risk Control project in San Juan, Puerto Rico, delivered for the United States Army Corps of Engineers (USACE). The project includes deepening and widening an existing river channel and constructing two riverbank retaining systems composed of tangent drilled shafts reaching depths of approximately 100 feet.
This role provides direct leadership over construction activities within the assigned scope, ensuring that works are executed safely, on schedule, within budget, and in full compliance with contract requirements, technical specifications, environmental permits, and Ferrovial’s Health, Safety, Environmental, and Quality (HSEQ) standards. The Segment / Discipline Manager leads high‑performance teams and coordinates closely with the Construction Manager, Satey, Quality, Environmental and Finance Teams
Key Responsibilities
- Manage and lead all construction activities within the assigned segment or discipline (e.g., drilled shafts, dredging, structural works, or heavy lifting operations).
- Plan, coordinate, and execute the works in accordance with approved schedules, construction methodologies, and USACE requirements.
- Supervise and lead high‑performance teams, including engineers, superintendents, foremen, and field staff, with varying levels of experience.
- Ensure construction activities comply with design drawings, specifications, approved submittals, and Work Plans.
- Coordinate subcontractors, suppliers, and self‑perform crews to ensure productivity, quality, and schedule adherence. Monitor daily production, manpower, equipment utilization, and costs for the assigned segment.
- Identify construction risks, technical challenges, and interface issues, proposing and implementing corrective actions in coordination with project leadership.
- Ensure strict compliance with HSEQ requirements, promoting a strong safety culture and safe execution of high‑risk activities.
- Support the review and implementation of construction means and methods, temporary works, and lifting plans related to the assigned discipline.
- Coordinate inspections, testing, and quality control activities with the Quality team and USACE representatives.
- Prepare progress reports, forecasts, and input for monthly reporting related to the assigned segment.
- Participate in coordination meetings with the Project Director, Construction Manager, , engineers, and client representatives.
- Support environmental compliance and minimize impacts to surrounding neighborhoods, roads, and existing infrastructure.
- Contribute to talent development by mentoring junior staff within the segment and supporting performance evaluations.
Requirements
- Bachelor’s degree in Civil Engineering, Construction Management, or related field.
- Minimum 5–10 years of experience in heavy civil or infrastructure construction projects.
- Demonstrated experience with self‑performing construction teams, including direct supervision of multidisciplinary teams and subcontractors
- Proven experience with one or more of the following disciplines:
- Drilled Shafts and deep foundation systems
- Dredging and hydraulic works
- Structural concrete works
- Heavy lifting and critical lifting operations
- Solid knowledge of contract requirements and field level contract administration.
- Strong organizational, problem solving, and decision making skills.
- Effective communication with field teams, subcontractors, engineers, and client representatives.
- High level of experience in cost control, including, Monthly cost closing, Forecasting, Master Budget review and control
- Experience working on USACE and/or NAVFAC contracts is highly valued
- Excellent leadership, communication, and stakeholder management skills
- High level of English (written and spoken)

Principales Responsabilidades
- Crear y actualizar modelos BIM con alto nivel de detalle.
- Coordinar integración de información técnica entre disciplinas.
- Validar compatibilidad mediante clash detection.
- Mantener trazabilidad documental en plataformas colaborativas.
- Generar reportes y visualizaciones para toma de decisiones.
Funciones Clave

Requisitos Excluyentes
