Job Description:
Job Overview: The Utility Manager will lead and coordinate all work related to utilities for major DOT Design and Build Projects, ranging from $250 million to multi-billion in infrastructure value. The Utility Manager will coordinate a team of design consultants, utility owners, construction team, coordination team, and other design disciplines to plan, mitigate, relocate, and coordinate adjustments of all utilities impacted by the project. The Utility Manager's activities will include tender utility design and conflict evaluation, cost evaluation, coordination with owners, Utility investigation, coordination during detailed design, develop Utility budgets, develop and execute Utility Agreements, implement field utility relocations, and execute Utility closeout functions.
Responsibilities and Duties:
Coordination of the Utility Consultant during tender design.
Provide support for the selection of utility design consultants to prepare the tender design work.
Responsible for managing and coordinating the selected consultant to deliver the tender design product.
Attend and manage utility meetings with construction and contracting staff, and potentially with utility owners, to coordinate various utility issues, including but not limited to agreements, designs, conflicts, meeting minutes, and agendas.
Coordinate Utility design and Utility Adjustment Agreements language to incorporate into the Utility tender deliverables.
Manage the development of the engineer's estimate of probable construction costs spreadsheet for Utility relocations.
Manage the development of the engineer's estimate for the construction schedule of utility relocations.
Evaluate Utility constructability, contract compliance, conflicts with other elements, and evaluate optimizations with Design
Utility Conflict Matrix
Responsible for identifying utilities and implementing strategies to resolve the maximum number of conflicts that may arise. Accountable for gaining a comprehensive understanding of the project and familiarizing oneself with the state’s laws and regulations regarding utilities.
Responsible for reviewing the Owner’s documents, defining the existing utilities inventory, and preparing and maintaining the Utility Owner contact and representative matrix.
Identify to the possible extent all new Utilities on the Project not listed in the SUE provided. Determine the need to perform additional SUE investigation and coordinate this performance with potential consultants.
Coordinate with the Tender Design Manager and the rest of the discipline leads to maximizing utility conflict avoidance. Coordinate with necessary team members to determine the most cost-effective conflict resolution by assessing the impact of each Utility relocation within the Project corridor.
Manage the development of the Utility relocation preliminary concepts, layouts, and final designs.
Detailed Design and construction
Responsible for managing the coordination of dry and wet utility relocations, from detailed design to construction, ensuring that the utility adjustment process meets the requirements of the Design, Build, and Finance Agreement.
Ensure that utility conflicts are resolved as mutually agreed upon by all parties while minimizing conflict with construction activities and the Project Schedule. Coordinate with other design disciplines to resolve any conflicts between utilities and infrastructure in the most efficient manner.
Attend and lead utility coordination meetings. Serve as a liaison between Utility Owners, utility relocation coordination consultants, and the Georgia Department of Transportation.
Establish, coordinate, and update the schedules for utilities design and utility construction sequence of utility work schedules.
Develop and implement Utility Management Plans
Apply, review and process Utility permits as required
Perform cost management for invoices, accruals, and sub-contracts
Produce written reports, exhibits, and Utility maps on the status of all elements of the utility adjustment process.
Ensure compliance with contract documents, Federal, State and local standards
Develop and implement Project Management Plans
ROW & EASEMENTS
Review the acquired property interest information (easement documentation) from each Utility and affected property owners, as needed, and prepare a property matrix to establish the costs associated with the relinquishment and acquisition of Utility property interests.
Qualifications:
- The UM must have graduated from an accredited college or university with at least a Bachelor of Science degree or Engineering .
- Minimum 5 years of relevant experience in coordinating complex Utility Adjustments on highway Design and Build big projects.
- The UM must possess the ability to work in a multidisciplinary environment, collaborating with highly qualified professionals from various disciplines, and should be a problem-solving-oriented individual.
- Experience in budget management is required.
- Experience in developing and managing multiple Team members
- Experience in Utility Management for DOT Design-Build Projects

Job Description:
Position Summary
Assist the Project Manager and/or QA/QC Coordinator with project level monitoring, reporting and compliance of company’s Quality Management Plan. Compliance will entail the creation of monthly Quality Assurance reviews and the execution of Quality Control field reviews to ensure current processes and measures and their related outcomes are aligned with both the corporate Quality Management Plan and contractual requirements as identified by the client.
Primary Duties and Responsibilities
- Carry out audits as required verifying compliance of the contract operations with the contract and the contract quality plan.
- Review submissions to the corporate office for completeness and accuracy.
- Ensure that services provided are in compliance with approved performance standards.
- Participate in and promote the corporate Continuous Improvement program. Assists PM to determine best management practice for managing administrative processes in order to maximize efficiency and effectiveness.
- Initiate actions to prevent the occurrence of non-conformities in processes and systems.
- Maintain the administrative requirements of the Project Performance Review criteria
- Perform QA and QC field reviews of required client inspections and reports for signs, guardrails, call boxes, attenuators, maintenance management reporting, quality and accuracy of RCI update data, and will assist in the field inspection and data collection process associated with annual and ongoing NPDES reporting requirements.
- Ensure the accurate and timely completion and entry of all data relative to the Quality Management system and related reports and operational management documents and processes.
- Ensure subcontractors and others have a clear understanding of the Complete Quality Process requirements.
- Prepare high quality project reports as required. As a minimum this will include monthly performance reports and annual contract compliance reports and will involve the application of strong analytical and communicative skills.
- Work closely with PM on development and administration of policies ensuring company core values.
- Act as liaison for all vendors and contractors to assure quality customer service as well as prompt payments
- Maintains Bridge, Sign Structure and Non-Structural deficiency files, Adopt-A-Highway and Memorial Marker Programs, and makes sure that the work is done to the client’s time specifications.
- All other duties as assigned.
Knowledge, Skills & Abilities
- Working knowledge of Client and Corporate policies and regulations to ensure duties are performed in a quality manner.

Resumen del Puesto:
Buscamos un/a Jefe/a de Obra para proyectos de edificación en las regiones de Pontevedra y Vigo. La persona seleccionada será responsable de la gestión integral de la obra, asegurando el cumplimiento de plazos, costes, calidad y normativas de seguridad, trabajando de cerca con el equipo técnico y de producción.
Funciones principales:
* Planificar, organizar y supervisar la ejecución de las obras de edificación asignadas, desde el inicio hasta la entrega final.

* Coordinar y gestionar los equipos de trabajo propios y subcontratados, asegurando la productividad y el cumplimiento de las normativas de seguridad y salud laboral.

* Elaborar y controlar la documentación técnica y administrativa de la obra (certificaciones, mediciones, pedidos, etc.).

Requisitos:
* Grado en Ingeniería Civil, Arquitectura Técnica o similar.
* Experiencia mínima de 5 años como Jefe/a de Obra en proyectos de edificación, preferiblemente en obra residencial o de equipamiento.
* Conocimiento profundo de la normativa de edificación, seguridad y salud laboral.
* Dominio de herramientas de gestión de proyectos (MS Project, Primavera P6) y software de oficina (Excel, Word).

Position Summary
The Project Controls Manager will be responsible for the planning, implementation, and management of all project controls functions for a major Flood Risk Control project in San Juan, Puerto Rico, delivered for the United States Army Corps of Engineers (USACE). The project includes deepening and widening an existing river channel and constructing two riverbank retaining systems composed of tangent drilled shafts reaching depths of approximately 100 feet.
This role ensures that cost, schedule, and progress are effectively monitored, controlled, and reported in full alignment with contract requirements, USACE standards, and Ferrovial procedures. The Project Controls Manager will lead the project controls team and provide critical analysis and forecasting to support decision-making and successful project delivery.
Key Responsibilities
- Lead and manage all project controls functions, including planning/scheduling, cost control, progress measurement, and reporting.
- Develop, maintain, and update the baseline schedule (Primavera P6 or equivalent) in compliance with USACE requirements.
- Monitor and analyze project performance against schedule, cost, and productivity baselines, identifying variances and recommending corrective actions.
- Prepare and manage cost control systems, including budget tracking and Master review.
- Lead the monthly cost closing and forecasting process, ensuring accuracy and alignment with project financial objectives.
- Develop and implement progress measurement systems aligned with contract requirements and work breakdown structures
- Support the preparation of reports and dashboards for internal management and USACE, including schedule updates, cost reports, and KPIs.
- Perform critical path analysis, delay analysis, and provide input to extension of time (EOT) requests and claims.
- Coordinate closely with Construction, Engineering, Contract Management, and Procurement teams to ensure integration of field data into project controls.

Your Role: Leading Structural Engineering Across Complex Infrastructure Projects
The Structural Engineering Manager will provide technical leadership across multiple divisions and project geographies, supporting project teams from concept through construction.
This role is ideal for a field-oriented engineering leader who thrives in a contractor environment—capable of delivering practical, buildable solutions at construction pace while ensuring compliance, quality, and innovation.
The successful candidate will take ownership of engineering decisions, collaborating directly with project teams, owners, and consultants to ensure successful project delivery.
Key Responsibilities:
- Lead the development and delivery of structural solutions across Webber projects, including bridges, waterworks structures, culverts, foundations, and temporary works such as falsework, shoring, demolition, and lifting plans.
- Prepare and seal structural calculations, drawings, and technical specifications in accordance with applicable standards.
- Review shop drawings and submittals to ensure compliance, constructability, and quality.
- Ensure designs align with project constraints, including schedule, cost, and site conditions.
- Serve as the primary structural engineering resource across all divisions, including Heavy Civil, Water, Infrastructure, and Energy.
- Conduct site visits to support construction activities and resolve field challenges in real time.
- Collaborate closely with Superintendents, Project Managers, and Project Engineers to deliver practical, field-driven solutions.
- Support estimating and business development teams by providing constructability input and alternative technical concepts, including Accelerated Bridge Construction (ABC).
- Manage external structural subconsultants, including scope definition, deliverable tracking, and quality assurance.
- Interface directly with clients, owners, and regulatory agencies to ensure alignment and compliance.
- Ensure adherence to applicable codes, standards, and project requirements.
- Mentor engineers and provide technical guidance to project staff.
- Promote engineering best practices, innovation, and continuous improvement across the organization.
- Participate in initiatives to enhance project controls efficiency, accuracy, and scalability.
- Stay current with industry standards (AASHTO, FHWA, TxDOT, and others) and communicate updates to project teams.
- Lead and advance technical capability development within the organization.
Who You Are: A Profile of Success
- 8–15 years of structural engineering experience, with a strong emphasis on transportation infrastructure projects.
- Bachelor’s degree in civil or structural engineering (master’s preferred).
- Licensed Professional Engineer (PE) in Texas (required), with the ability to obtain licensure in additional states.
- Experience in construction engineering, including temporary works design.
- Proven experience managing and reviewing external design consultants.
- Experience working in a contractor or design-build environment.
- Strong knowledge of DOT standards and procedures (TxDOT, NCDOT, or similar).
- Experience with complex bridge construction methods such as Accelerated Bridge Construction (ABC), segmental construction, precast systems, CIP on falsework, and drilled shafts.
- Proficiency with structural engineering tools including SAP2000, STAAD.Pro, RISA-3D, MIDAS Civil, or similar.
- Familiarity with bridge design software such as OpenBridge Designer, LEAP Bridge, PGSuper, or RM Bridge.
- Experience with foundation design tools (LPILE, AllPile, DeepFND) and engineering calculation platforms (MathCAD, MATLAB).
- Strong understanding of applicable codes and standards including AASHTO LRFD, FHWA guidelines, ACI, AISC, AWS, ASCE, and IBC.
- Field-driven mindset with the ability to operate effectively in active construction environments.
- Demonstrated ability to deliver high-quality work under tight schedules and evolving project conditions.
- Strong communication skills with the ability to clearly convey technical concepts to diverse stakeholders.
- Proactive problem-solving approach with the ability to anticipate and resolve issues before they impact construction.
- Strong sense of ownership and accountability for engineering decisions and deliverables.
- Collaborative team player with the ability to work across disciplines and project teams.
