Who is NTE, NTE 35W, and LBJ?

The North Tarrant Express (NTE) was the first design-build-finance-operate-maintain managed lanes project in Texas and consisted of the complete reconstruction of 13.3 miles of the existing I-820/SH-183 corridor between Dallas and Fort Worth. Since opening in October 2014, nine months ahead of the contracted completion date, the general highway lanes are experiencing a 70% decrease in congestion time and a 15% increase in average speed. This Cintra-led project has doubled capacity and significantly improved mobility along this heavily congested corridor that traverses the heart of six cities through Northeast Tarrant County.

The North Tarrant Express 35W (NTE 35W) project spans 16.8 miles from I-30 in downtown Fort Worth to Eagle Parkway at the north end of Alliance Airport. The project is operated and maintained by the Cintra-led consortium in North Texas. This project has improved mobility by adding additional road capacity through a combination of general highway lanes and continuous frontage roads, along with tolled express lanes that use variable pricing to keep traffic moving.

The LBJ Express (LBJ) is currently the largest P3 operation in Texas and one of the largest ever undertaken in the U.S. It is a regionally-significant transportation improvement project in North Texas that is relieving severe congestion in the dense urban area of north Dallas. In 2009, the Cintra-led consortium was selected to complete the design, construction, finance, operation, and maintenance of the project along I-635 and I-35E. Since opening in September 2015, the general highway lanes are realizing a 60% decrease in congestion time and a 10% increase in average speed.

Job Description:

Summary:   The Field Systems Implementation Manager, Senior is a self-driven, technically savvy individual with the ability to lead effective and capable teams. The Senior Field Systems Manager is responsible for all roadway technology systems from architecture, implementation and until the transfer to operation and maintenance in accordance with all requirements outlined in the Comprehensive Development Agreement (CDA) and the Companies’ Project Management Plans. The scope of the field systems for this role includes the Toll Collection System (TCS), Intelligent Transportation System (ITS), and Network Communications System (NCS, collectively called “Field Systems”). These Systems are required to operate smoothly to ensure highly reliable and accurate reporting of revenue, traffic, and leakage while providing drivers with a consistent and reliable experience.  

 

Essential Duties and Responsibilities: 

  • Manage the Field Systems Implementation team consisting of Managers and technicians and specialists, to help them grow and achieve the companies’ strategic objectives. 

  • Identify team needs for upcoming pipeline of new Field systems projects. Prepare annual budgets, manage to the approved budget, and report on variances 

  • Ensure the accurate reporting for Inventory and tracking of all RMA equipment is managed and accounted for correctly 

  • Lead the Field System Implementation personnel to focus on on-time and on-budget delivery, analyzing system performance, acting on results of the analysis, reporting on system effectiveness, recommending system changes, presenting findings, and documenting all changes 

  • Instill a safetyminded environment for all personnel by delivering a continual focus on the importance of health and safety and by ensuring all required training is completed. 

  • Prepare and present weekly and periodic reports relating to the implementation of new Field Systems 

  • Perform a cost-benefit analysis of alternatives for the implementation of the Field Systems taking into account their potential future O&M costsLead the full lifecycle of toll gantry installations—from design review and procurement through physical deployment and commissioning 

  • Develop and implement operational strategies to improve toll revenue accuracy, system uptime, and customer satisfaction 

  • Oversee upgrades and transitions to new technologies, including any tolling assets such as gantry-mounted sensors, and back-office integrations 

  • Lead incident response planning and execution for tolling-related disruptions, including root cause analysis and corrective actions 

  • Lead and approve the procurement of outsourced services not provided by the field technicians, in accordance with Company policies. 

  • Create, review and approve all procedures with any involvement from the Field Systems Implementation team. 

  • Manage contractors in the design, development, and implementation of all roadside systems within the milestone dates defined in the project schedule. 

  • Responsible for identifying, tracking, and escalating system/project progress, status, and risks. Presents recommended technical solutions to Company Management.  

  • Review existing technical and legal project framework and participate as an active stakeholder in the development and approval of Concepts of Operations (ConOps) for any new field systems. 

  • Planning:  For each approved implementation project, prepare and schedule all activities with special attention to budget and critical paths and report on progress against milestones, whether with internal or external resources.  

  • Conduct procurement in alignment with LBJ/NTE/35 policies, from scope definition, RFP award, contracting (in coordination with legal team) and implementation with different contractors for the design, and deployment of Roadside Systems (both Toll Collection and Intelligent Transportation Systems) for the NTE, LBJ and NTE 35W projects on time and on budget. 

  • Review, evaluate and approve all documentation (including requirements, functional designs, use cases and test plans, etc.) to ensure compliance to all requirements and identify operational shortcomings and contractual non-compliance items. 

  • Review, evaluate and approve all test cases and test results to ensure compliance with all operational, technical, performance and CDA requirements; participating in Factory Testing, Integration Testing, User Acceptance Testing, Performance Testing and any other defined testing. 

  • Coordinate all needed Change Requests (CRs) with contractors and follow the process from their approval to its execution/ implementation  

  • Whether with internal resources or third party vendors, ensure that all implementations are conducted safely and in accordance with all applicable regulations and internal safety procedures. Monitor works and contractors as required to ensure safe operations and stop any unsafe activities. 

  • Review, provide feedback and coordinate with all the roadside design and implementation teams, in order to make sure that all software and hardware affected by roadside modifications support the operations and CDA and internal procedures. 

  • Coordinate resolution of impacts to existing field systems infrastructure as a result of ongoing construction. 

  • Evaluate and coordinate insurance claims arising from third party damages to field system infrastructure. 

  • O&M phase: Coordinate with all contractors for a proper design and execution to ensure continuous operations (against possible disruptions) for the Company. 

  • Coordinate and collaborate with the companies’ COO, CIO, Traffic Management Center and the ITS Operations Maintenance Managers to integrate the back-end tolling systems with roadside components, ensuring their logical, functional and technical alignment 

  • Participate in field-systems-related meetings as needed with TxDOT, contractors and other developers. 

  • Performs other job-related duties as assigned 

 

 

Qualifications (Knowledge, Skills & Abilities):

About us:

North Tarrant Infrastructure, LLC is one of the subsidiaries of the Ferrovial Group in the U.S. It is currently working on several projects in the U.S., including the North Tarrant Express (NTE) Projects (“NTE Projects”). 3 years’ experience on large civil infrastructure projects (highway, bridges, road, or runway) valued at least $250 million: Leading a team of construction professionals to support budget management, scheduling, and procurement functions; Analyzing performance and workload data to help develop and implement procedural changes, new methods, or automated systems as appropriate, in order to increase purchasing efficiency and cost-effectiveness; Working with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry; Applying concepts such as fractions, percentages, ratios, and proportions to practical situations. Conducting forecasting and monthly reporting, cost control, deviation analysis, and risk and opportunities assessments. Working in Procore for document control, quantity analysis & verification, quality reporting, and production daily reports. Using SAP for forecasting and monthly reporting, and cost control. Working in Primavera P6 Scheduling software to conduct forecasting and monthly reporting, deviation analysis, risk and opportunities assessments, critical path assessments, schedule evaluation, and submittal to client and state DOT. About us:

Alamo NEX Construction, LLC is a part of the Ferrovial Group in Texas. MINIMUM EDUCATION REQUIREMENT:                

Bachelor’s degree in Civil Engineering, Construction Management, or equivalent.

 

MINIMUM EXPERIENCE REQUIREMENT:               

Four (4) years as Field Engineer or related occupation on large civil Infrastructure Design build or Design-bid-build projects valued at $250 million or more with the following specific experience: Managing engineering activities related to a highway, bridges, road or runway construction Project valued at $1 billion USD. Using at least two (2) of the following tools: AutoCAD/3D, Micro station pr Project to perform 2- and 3-dimensional design and drafting. Using Excel to track payment, manage a construction budget and control construction Costs. Conducting daily field inspection to monitor production process and adjust schedule as needed; and Coordinating multidisciplinary construction team which include design and construction.

 

TRAVEL

REQUIREMENT: 15% Regional for South and Central Texas Area for internal meetings, meetings with clients, trainings, etc.

Summary

The Cost Control & Estimator will analyze, prepare, and review bids for highway, roadway, and bridge projects. They will establish standard operating procedures for the master budget and ensure uniformity in all cost reports within the organization. Experience being the primary lead estimator on large ($400 MM plus) estimates.

Job Duties

• Evaluate costs of projects and track actual costs against bids.

• Consult with clients, vendors, and other departments to discuss estimates and resolve issues.

• Work with engineers, architects, owners, contractors, and subcontractors on cost changes and adjustments.

• Perform take-offs, price calculations, and bid preparations.

• Maintain a directory of suppliers, contractors, and subcontractors.

• Prepare estimates for vendor or subcontractor selection.

• Provide cost estimates for management planning and scheduling.

• Report project costs monthly to ensure budget compliance.

• Process change orders with the CEO.

• Determine project cost coding and cash flow reports.

• Coordinate with project management to resolve issues and ensure project completion.

• Train management on cost control applications.

• Directly manage one cost control engineer.

Minimum Requirements

• Bachelor degree in Civil Engineering Construction Management, or similar. Or a minimum Associate Degree in Civil Engineering Technology with 10 years industry experience.

• Five (5) or more years of experience in estimating all aspects of Heavy Highway construction including Structures, Earthwork, Walls and Storm Drainage.

• Two (2) or more years of on-site field experience. Experience as a Project Manager or Project Engineer is preferred.

• Thorough knowledge of GDOT specifications

• Experience in Alternate delivery (Design Build, DBF, DBFOM) (A plus, not required)

• Moderate to high level of proficiency operating all Microsoft platforms, HCSS Estimating platform.

• Moderate experience with Power BI

Lawyer (London and Heathrow Airport)

The role

Ferrovial Construction is looking to appoint a Lawyer to join its legal team in the UK. 

The successful candidate will have access to a comprehensive range of work, and will be the dedicated legal resource for Ferrovial Construction’s work at Heathrow Airport as well as Ferrovial Construction’s civils business.  The key focus of the role is to protect the position of Ferrovial Construction through strong and effective contract creation and administration.  This is a broad ‘hands on’ role within a small legal team in the UK, which works closely with the group head office in Madrid. 

The role is mainly based in London and is ideally suited to a construction lawyer who is keen to work hand-in-hand with the relevant project teams.

Assisting with the engagement of external counsel where required. ​
