Who is NTE, NTE 35W, and LBJ?
The North Tarrant Express (NTE) was the first design-build-finance-operate-maintain managed lanes project in Texas and consisted of the complete reconstruction of 13.3 miles of the existing I-820/SH-183 corridor between Dallas and Fort Worth. Since opening in October 2014, nine months ahead of the contracted completion date, the general highway lanes are experiencing a 70% decrease in congestion time and a 15% increase in average speed. This Cintra-led project has doubled capacity and significantly improved mobility along this heavily congested corridor that traverses the heart of six cities through Northeast Tarrant County.
The North Tarrant Express 35W (NTE 35W) project spans 16.8 miles from I-30 in downtown Fort Worth to Eagle Parkway at the north end of Alliance Airport. The project is operated and maintained by the Cintra-led consortium in North Texas. This project has improved mobility by adding additional road capacity through a combination of general highway lanes and continuous frontage roads, along with tolled express lanes that use variable pricing to keep traffic moving.
The LBJ Express (LBJ) is currently the largest P3 operation in Texas and one of the largest ever undertaken in the U.S. It is a regionally-significant transportation improvement project in North Texas that is relieving severe congestion in the dense urban area of north Dallas. In 2009, the Cintra-led consortium was selected to complete the design, construction, finance, operation, and maintenance of the project along I-635 and I-35E. Since opening in September 2015, the general highway lanes are realizing a 60% decrease in congestion time and a 10% increase in average speed.

Job Description:
Summary: The Field Systems Implementation Manager, Senior is a self-driven, technically savvy individual with the ability to lead effective and capable teams. The Senior Field Systems Manager is responsible for all roadway technology systems from architecture, implementation and until the transfer to operation and maintenance in accordance with all requirements outlined in the Comprehensive Development Agreement (CDA) and the Companies’ Project Management Plans. The scope of the field systems for this role includes the Toll Collection System (TCS), Intelligent Transportation System (ITS), and Network Communications System (NCS, collectively called “Field Systems”). These Systems are required to operate smoothly to ensure highly reliable and accurate reporting of revenue, traffic, and leakage while providing drivers with a consistent and reliable experience.
Essential Duties and Responsibilities:

Manage the Field Systems Implementation team consisting of Managers and technicians and specialists, to help them grow and achieve the companies’ strategic objectives.

Identify team needs for upcoming pipeline of new Field systems projects. Prepare annual budgets, manage to the approved budget, and report on variances

Ensure the accurate reporting for Inventory and tracking of all RMA equipment is managed and accounted for correctly
-
Lead the Field System Implementation personnel to focus on on-time and on-budget delivery, analyzing system performance, acting on results of the analysis, reporting on system effectiveness, recommending system changes, presenting findings, and documenting all changes
-
Instill a safety–minded environment for all personnel by delivering a continual focus on the importance of health and safety and by ensuring all required training is completed.

Prepare and present weekly and periodic reports relating to the implementation of new Field Systems

Perform a cost-benefit analysis of alternatives for the implementation of the Field Systems taking into account their potential future O&M costs. Lead the full lifecycle of toll gantry installations—from design review and procurement through physical deployment and commissioning

Develop and implement operational strategies to improve toll revenue accuracy, system uptime, and customer satisfaction
-
Oversee upgrades and transitions to new technologies, including any tolling assets such as gantry-mounted sensors, and back-office integrations
-
Lead incident response planning and execution for tolling-related disruptions, including root cause analysis and corrective actions
-
Lead and approve the procurement of outsourced services not provided by the field technicians, in accordance with Company policies.

Create, review and approve all procedures with any involvement from the Field Systems Implementation team.

Manage contractors in the design, development, and implementation of all roadside systems within the milestone dates defined in the project schedule.

Responsible for identifying, tracking, and escalating system/project progress, status, and risks. Presents recommended technical solutions to Company Management.

Review existing technical and legal project framework and participate as an active stakeholder in the development and approval of Concepts of Operations (ConOps) for any new field systems.
-
Planning: For each approved implementation project, prepare and schedule all activities with special attention to budget and critical paths and report on progress against milestones, whether with internal or external resources.

Conduct procurement in alignment with LBJ/NTE/35 policies, from scope definition, RFP award, contracting (in coordination with legal team) and implementation with different contractors for the design, and deployment of Roadside Systems (both Toll Collection and Intelligent Transportation Systems) for the NTE, LBJ and NTE 35W projects on time and on budget.

Review, evaluate and approve all documentation (including requirements, functional designs, use cases and test plans, etc.) to ensure compliance to all requirements and identify operational shortcomings and contractual non-compliance items.

Review, evaluate and approve all test cases and test results to ensure compliance with all operational, technical, performance and CDA requirements; participating in Factory Testing, Integration Testing, User Acceptance Testing, Performance Testing and any other defined testing.

Coordinate all needed Change Requests (CRs) with contractors and follow the process from their approval to its execution/ implementation
-
Whether with internal resources or third party vendors, ensure that all implementations are conducted safely and in accordance with all applicable regulations and internal safety procedures. Monitor works and contractors as required to ensure safe operations and stop any unsafe activities.

Review, provide feedback and coordinate with all the roadside design and implementation teams, in order to make sure that all software and hardware affected by roadside modifications support the operations and CDA and internal procedures.

Coordinate resolution of impacts to existing field systems infrastructure as a result of ongoing construction.

Evaluate and coordinate insurance claims arising from third party damages to field system infrastructure.

O&M phase: Coordinate with all contractors for a proper design and execution to ensure continuous operations (against possible disruptions) for the Company.

Coordinate and collaborate with the companies’ COO, CIO, Traffic Management Center and the ITS Operations Maintenance Managers to integrate the back-end tolling systems with roadside components, ensuring their logical, functional and technical alignment

Participate in field-systems-related meetings as needed with TxDOT, contractors and other developers.

Job Description:
Summary: The Maintenance Supervisor acts as a direct supervisor on all aspects related to the work of the maintenance crew, including daily input for work assignments, equipment and materials used, and scheduling and leading all the weekly and monthly safety meetings. The Maintenance Supervisor also coordinates and takes bids from any sub-contractors or vendors used by the company.
Essential Duties and Responsibilities:
- Supervise the maintenance crew’s daily work for accuracy, completion and to ensure safe working habits
- Transcribe the daily work orders, damage release forms, and the accident forms and enter them into THORS codes and MMIS
- Coordinate the daily schedules with the maintenance crew and any sub-contractor being used
- Delegate work assignments to have needed procedures completed and done in a timely manner
- Collect and gather quotes from current and potential sub-contractors and vendors to provide services outside of the scope of those provided by the maintenance crew
- Train the maintenance crew on safety that involves working on the roadway and using a wide-range of equipment
- Direct the maintenance crew to perform under the LBJ Infrastructure Group guidelines and safety procedures
- Perform other duties and responsibilities as required

Technical Assurance Lead
Overview
We are recruiting for a Technical Assurance Manager to join the HS2 Track infrastructure project at the initial design phase which will run concurrently with the completion of main works contracts, which are now at their peak. The team operate under a collaborative Rail Systems Alliance structure, designed to manage interfaces and resolve any program conflicts. The members will work together on design, access, resources, and logistics to achieve shared goals for cost and schedule.
Reports to: Design Integration and Technical Assurance Manager
Management Responsibility: The Technical Assurance (TA) team are responsible for supporting FBRS’s design delivery by capturing, developing and demonstrating compliance to requirements, facilitating configuration and technical change management, and managing technical assurance activities to achieve self-assured delivery of the project.
Key responsibilities
- The Technical Assurance Manager has overall responsibility for the preparation, implementation and maintenance of the Requirements and Assurance Management Plan (RAMP) and the implementation of the processes and procedures identified therein to deliver technical self-assurance at each HS2 Technical Lifecycle Stage
- The Technical Assurance Manager establishes and maintains the Contractor’s Technical Requirements Baseline, which captures all the input requirements necessary to ensure that the Contractor’s design is produced in accordance with the Works Information, applicable standards, statutory obligations, etc. Manage the identification and decomposition of new and existing requirements.
- Develop a plan, working in coordination FBRS design delivery management and the supply chain, that demonstrates that FBRS, as the first line of defence, has progressively delivered a fully technically assured, self-certified product that: is safe to build, operate and maintain; meets the requirements of HS2 Ltd as defined in the HS2 TAP; is fully integrated; is compliant with the required standards and regulations; has been duly coordinated with the relevant stakeholders; has been verified and validated throughout all technical lifecycle stages; and is robustly evidenced.
- Ensure that sound engineering and V&V result in the production of the integrated evidence, integrating the artifacts from the supply chain, that assures all the stakeholders that the project is on track and will deliver what has been requested.
- Ensures efficient processes and operations to evidence technical requirements, ensuring close coordination with the rest of the FBRS IM and Design Management team to contribute to a timely delivery of the designs in an efficient manner. Promotes streamline processes to achieve these goals.
- Ensures identification of those requirements under the contract that imply achieving specified functions and standards of performance and/or outputs and establishes appropriate specific measures to ensure a robust plan for managing and evidencing them. Monitors the delivery of those requirements including its evidencing and works with design delivery management to identify and establish a plan to manage residual risks.
- Ensure that the assurance evidence is progressively delivered through each project lifecycle. Progressive Assurance is the method used to mitigate the (unacceptable) risk of protracted approval that will delay the acceptance of the works.
- Also ensures there is a process in place to manage Undertaking & Assurances (U&As) within the Design team, and to interface with others in FBRS which are in charge of U&As. Monitors the delivery to the process.
- Ensures there is a process in place for Departures and supports its management (in liaison with Design delivery) as required.
- Facilitates the register and the process for management of variations to the Technical Standards Baseline.
Management of subordinate roles
- Deputy Technical Assurance Lead
- Functional management of Technical Assurance Engineers within FBRS design delivery teams
Programme and Information coordination
- The Technical Assurance Manager shall take an active role in the planning, co-ordination, and submission of all technical assurance activities and the resolution of technical assurance related issues to efficiently deliver a progressively self-assured product to timely achieve Level 3 certification for each work package to enable the completion of all technical lifecycle stages.
- Lead review of the quality and completeness of assurance packs and TA artifacts (e.g. Configuration status report, Verification and validation matrix and Level 3 certificates) facilitating completion of project lifecycle stage gate.
- Lead management of progress reviews, tracking and reporting of assured deliverables and associated certification to meet programme.
- In coordination with design delivery leads, undertake assessment of Technical Assurance readiness to proceed to interdisciplinary design reviews and project lifecycle stage gates.
- Lead presentation of stage gate assurance packs for Level 3 lifecycle stage gate FBRS/HS2 acceptance panels.
- Lead regular progress reviews, tracking and reporting of assured deliverables and associated certification to meet programme.
The Technical Assurance Manager shall:
- Deliver technical assurance communications such as staff briefings and technical assurance awareness training etc.
- Manage guidance and mentoring to design and construction teams on what they have do to achieve HS2 Technical Assurance.
- Contribute to the continued improvement of the technical assurance strategy, processes and systems, capturing lessons learnt.
- Manage collaboratively and effectively with project delivery teams, project leadership, clients, sub-contractors, regulatory bodies and other major stakeholders.
- Work location London/Birmingham. Attend weekly meetings with the broader design, systems safety and construction teams and client in Birmingham / London.
- Support the client with identifying change, risk and opportunities and constantly striving for efficiencies and cost savings.
Key Skills and qualifications
- Degree in Civil or Mechanical Engineering (or related field)
- Chartered IMEC, PWA Institute or CEng ICE desirable
- Experience in major multi-disciplinary rail projects. Experience in high-speed railway projects, design and build projects, and UK projects will be valuable.
- Specific experience in HS2 assurance delivery will be valuable
- Proficient in design coordination, design interface management and assurance documentation in railway projects.
- Previous experience in a similar role with aligned responsibilities & accountabilities.
- Strong communication, leadership and management skills, with a positive and collaborative approach.
- Enthusiastic team player, able to listen, understand, engage and motivate, and with confidence to make decisions when required.
- Focus on efficiency and driving delivery. Practical experience of harmonising design and quality requirements with buildability.

The Cost Control & Estimator will analyze, prepare, and review bids for highway, roadway, and bridge projects. They will establish standard operating procedures for the master budget and ensure uniformity in all cost reports within the organization. Experience being the primary lead estimator on large ($400 MM plus) estimates.
Job Duties
• Evaluate costs of projects and track actual costs against bids.
• Consult with clients, vendors, and other departments to discuss estimates and resolve issues.

Lawyer (London and Heathrow Airport)
The role
Ferrovial Construction is looking to appoint a Lawyer to join its legal team in the UK.
The successful candidate will have access to a comprehensive range of work, and will be the dedicated legal resource for Ferrovial Construction’s work at Heathrow Airport as well as Ferrovial Construction’s civils business. The key focus of the role is to protect the position of Ferrovial Construction through strong and effective contract creation and administration. This is a broad ‘hands on’ role within a small legal team in the UK, which works closely with the group head office in Madrid.
The role is mainly based in London and is ideally suited to a construction lawyer who is keen to work hand-in-hand with the relevant project teams.
Key responsibilities

Collaborating closely with the project’s leadership to identify and evaluate key (legal) risks and opportunities, and implement mitigation strategies where appropriate.

Providing proactive, regular advice to the project teams – familiar with project specific issues, relevant third parties, the supply chain and the project’s commercial objectives. Such advice may include:

general interpretation and application of the main project contracts (and various supply chain documents), third party and regulated obligations (where appropriate);

where necessary, supporting the procurement team in drafting and negotiating supply chain contracts;
