About us:
Who is NTE Mobility Partners and LBJ Infrastructure Group? The North Tarrant Express was the first design-build-finance-operate-maintain managed lanes project in Texas and consisted of the complete reconstruction of 13.3 miles of the existing I-820/SH-183 corridor between Dallas and Fort Worth. Since opening in October 2014, nine months ahead of the contracted completion date, the general highway lanes are experiencing a 70% decrease in congestion time and a 15% increase in average speed. With an Average Annual Daily Traffic (AADT) of 200,000, this Cintra-led project has doubled capacity and significantly improved mobility along this heavily congested corridor that traverses the heart of six cities through Northeast Tarrant County. The LBJ Express is currently the largest P3 operation in Texas and one of the largest ever undertaken in the U.S. With an Average Annual Daily Traffic (AADT) of 270,000, it is a regionally-significant transportation improvement project in North Texas that is relieving severe congestion in the dense urban area of north Dallas. In 2009, the Cintra-led consortium was selected to complete the design, construction, finance, operation, and maintenance of the project along I-635 and I-35E. Since opening in September 2015, approximately three months ahead of schedule, the general highway lanes are realizing a 60% decrease in congestion time and a 10% increase in average speed.
Job Description:
Your next calling:
As the Operations Engineer, you will have the opportunity to work in roadway operations and maintenance and be part of the Roadway Operations and Maintenance Department. You will be responsible for the supervision of all infrastructure elements in roads, bridges, signage, illumination, traffic control, etc. of LBJ, NTE and NTE3 highways. This individual will report to the Operations Manager and will work closely with the LBJIG’s and NTEMP COO’s, managers, engineers, contractors and consultants. This position will also attend meetings with state and local officials.
Functions key to success:

Develops and monitors any operational improvements to be performed on the assets
-
Controls, prepares and schedules any corrective action required to improve asset conditions, complying with the due defect date
-
Prepares and submits monthly reports on Roadway Operations and Maintenance Department performance and activities for inclusion into the company’s monthly report
-
Prepares and submits monthly, quarterly and annual reports for inclusion into the Comprehensive Development Agreement (CDA) & Project Management Plan required reports (PMP)
-
Ensures full compliance with the CDA’s O&M Measurement and Performance Table for the three projects
-
Prepares and revises the relevant department areas of the PMP

Assists in preparation of the O&M annual budget

Assists in preparation of the annual renewal work schedule
-
Assists in the management of the budget’s general tranche
-
Assist in the review of the Capital Expenditure model for the tree projects
-
Cooperates with the Financial department in the achievement of the annual budget’s improvement goals.

Assists COOs in the review and approval of all plans, payments, and change orders for contracts
-
Implements all new policies and procedures in the Roadway Operations and Maintenance Department
-
Works closely with Maintenance Director and Maintenance Managers to coordinate roadway maintenance activities, assisting in all technical issues that might be needed.

Works closely with the COOs and other departments to research and analyze data and trends pursuing operational improvements in the highways

Works closely with the Traffic Management Center and the Field Systems Analysts for the right tracking and monitoring of traffic related data (accidents, assistances, etc.)

Maintains files for all construction and operation records for the toll road
-
In coordination with Cintra US headquarters, develops, implements and manages asset management tool (Vueworks) and other tools and systems (GIS), looking for more innovative and efficient ways to enhance the asset management tools

When required, participates in innovation and research groups at a shareholder/corporate level
-
Reviews consultant prepared plans, specifications, contract documents and reports

Prepares in-house reports, studies, design plans, specifications and contract documents
-
Supervises field project inspections during annual quality inspections, or as needed
-
Serves as a liaison with personnel from the Independent Engineer’s (IE) office for the regular audits and reports related to infrastructure
-
Manages all utility crossing permits, liaising with petitioners and utilities department of TxDOT
-
Maintains current files to ensure information is up to date, including the following; Operations Manuals, Highway Capacity Manuals, ASSHTO – Design Manuals – Bridges, Roadway Geometrics Drainage, Utility Permit Procedures

Prepares RFP and oversees pavement condition surveys, roughness index, rutting index, skid resistance, traffic statistics and traffic safety management

Prepares RFP and oversees bridges and structures inspections to be conducted in accordance with FHWA’s National Bridge Inspection Standards
-
Prepares RFP for traffic warrant analysis at all interchanges
-
Prepares RFP and oversees any other technical advisory services or surveys which might be needed
-
Ensures coordination with the D&C department in all on-going works at NTE Segments 3 and adjacent projects, preventing affection to normal operations

Actively promotes the safety of the department and the employees

Perform other job-related duties as needed
What you bring to the table:
You have worked hard to achieve success in your educational career, now put it to use. If you have a Bachelor’s degree in Engineering, or related field, you are halfway there with the needed abilities for this position. Do you have at least 2+ years of experience in construction and roadway maintenance, or a technical department in a major infrastructure developer? If the answer is yes, that would be the cherry on top.

Must be able to demonstrate computer proficiency, especially within Microsoft Excel, Word and Power Point, as well as PC based programs

CAD and/or Microstation experience desirable

VUEWorks and ArcGIS experience desirable
Our working environment:
NTE and LBJ wants to ensure that all employees are comfortable and able to work in the type of culture and environment we have built our business on. Our office is typically quiet with low noise levels; however, you will often hear employees laughing and talking amongst themselves. Effective communication will be key for this role and will require you to talk and hear others. You will probably spend a majority of your time sitting and/or walking around the office, whether to visit a co-worker or make it to a meeting on time and there may be occasional long hours to put in if you are diligently working to complete a project and finish a report. Specific vision abilities required by this job include ability to adjust focus, as necessary to use a computer. There could be a time when you may need to lift and/or move up to 10 pounds, but not very often. Finally, there will be some local travel that will be required.
