Job Description:
We are now recruiting for a Design Project Manager to join the HS2 Track infrastructure project at the initial design phase which will run concurrently with the completion of main works contracts, which are now at their peak. You will be reporting to the track slab Design Delivery Director. This role is pivotal in ensuring the successful delivery of high-speed rail slab track projects, requiring strong project management capabilities. The Design Project Manager will be expected to drive collaboration, uphold quality standards, and deliver innovative solutions in a complex, multi-disciplinary environment.
Your mission
As a Design Project Manager, you will be responsible for the following:
- Serve as the primary point of contact for the Client on all design-related matters, ensuring clear, timely, and professional communication
- Prepare and deliver regular progress reports and financial updates to the client and other stakeholders
- Facilitate design reviews, technical assurance meetings, and progress meetings to keep the client informed and engaged
- Administer design contracts in accordance with NEC principles, ensuring compliance with contractual obligations and project requirements
- Work closely with the commercial team to manage contract changes, compensation events, and early warnings, maintaining accurate records and documentation
- Liaise with and facilitate communication between various design partners, commercial and planning teams to integrate those work streams
- Support the resolution of contractual issues and disputes, ensuring fair and timely outcomes for all parties.
- Lead the design process for slab track systems, coordinating with internal teams, external partners, and suppliers
- Ensure the design is progressing in line with the programme
- To manage the designers’ budget alongside the Commercial team and ensure the project runs to budget
- Manage the resolution of early warnings and compensation events
- Prepare minutes, notes and reports as required to ensure effective communication and accurate records are maintained.

Minimum Requirements for the Position:
- Strong leadership and management skills, with a positive and collaborative approach

As a Structural Manager, you will play a key role in the development and management of large-scale Design & Build Civil Infrastructure Projects in the East of U.S., supporting both the bidding and construction phases. Your responsibilities will include coordinating the structural design with external consultants and leading the structural aspects of projects and bids. You will be part of a team responsible for all aspects of structural design: planning and management, developing technical innovations, preparing structural calculations, and performing plan reviews. Additionally, you will collaborate closely with the Estimating and Construction departments, gaining exposure to their methodologies and enhancing your expertise in construction-focused structural design.

Responsibilities and Duties:
- Lead or participate in the development of structural design in tender proposals and design-build transportation projects
- Manage external design teams to prepare plans, reports and specifications for all design phase deliverables
- Conduct due diligence reviews of bridge, building structures, and retaining wall designs provided by subconsultants and clients, and perform quality control reviews of work developed by others
- Monitor and report progress against the design schedule. Review and approve tasks to ensure deadlines are met
- Provide support for ongoing detailed design projects, proposing alternative solutions and solving structural challenges
- Coordinate and attend project-specific meetings with clients, engineering consultants, and other stakeholders to discuss and resolve design and construction-related issues
- Perform in-house structural designs and plan production for complex highways, railroads, and building structures
- Work in a multidisciplinary environment, actively communicating with the rest of the Ferrovial team involved in design and construction to identify needs and evaluate alternative solutions
- Contribute to developing design optimizations
- Estimate bills of quantities, including generating quantities and performing quality checks on quantities provided by subconsultants
- Support workload deadlines for timely submittals

Qualifications:
- Bachelor’s degree in civil or Structural Engineering required obtained from an accredited U.S. college or university, with a focus in structural engineering
- MSc degree with a focus in structural engineering preferred
- Registration as a Professional Engineer (P.E.) in any U.S. state (Texas preferred), or the ability to obtain the qualification within three months
- A minimum of five years of relevant professional experience in the design of bridges and structures.
- Previous experience using AASHTO and/or other North American Standards (CSA S6, ACI, etc.)
- Previous experience managing external or internal teams preferred
- Previous experience in tender proposals preferred.
- Knowledge and experience using Bentley MicroStation, or Autodesk AutoCAD environments. Previous experience using MicroStation preferred
- Knowledge and practical experience with design software as Bentley OpenBridge Designer (former Leap Concrete Steel), CSI SAP2000, SOFiSTiK

DESCRIPTION
Reporting directly to the Head of the Geotechnical Department with Engineering Services and to the Design Manager at Project level, the Geotechnical Design Manager will:
- Manage a small team of Project Geotechnical Engineers during the Tender phase, the design phase and the construction phase.
- Support the conceptual design, engineering analysis, procurement and construction of major infrastructure projects, including but not limited to highways, bridges, tunnels, underground works and any other heavy civil works, from a geotechnical perspective.
- Supervision of technical work performed by others pertaining to solving geotechnical design problems and high-level review of design calculations
- Check and review routine geotechnical study proposals and reports prepared by others, including proposal for new field investigations during Tender phase or construction phase (geotechnical borings, field testing works, geophysical investigations, laboratory testing… etc)
- Review of specialized geotechnical reports (with special emphasis on roadway works), including but not limited to ground characterization, foundations of bridges or other minor structures, temporary support of excavations, required ground improvement, embankment and slope design, subgrade design under pavement, retaining wall design, sound wall foundation design, soil and rock reinforcement, design of underground excavations, etc.
- Analyze ground movement predictions, construction impact assessment reports, and strategies for mitigation of geotechnical risks.
- Propose and analyze instrumentation systems for monitoring ground movement and its implementation.
- Development of an schedule for all activities associated with geotechnical works, such as site investigations and geotechnical design deliverables
- At Project level, provide support to the design team led by the Design Manager; from tender/concept design through design basis and detailed design phases.
- Discuss with the Client / Owner and with the Designer’s geotechnical specialists on particular geotechnical topics. Support the collaborative efforts with all the parties to solve complex geotechnical issues, related to modeling, soil structure interaction, ground improvement, risk mitigation and other topics.
- Ensure all geotechnical designs are in accordance with the Ferrovial Group’s standards, the Contract requirements and the applicable geotechnical standards.
- Provide technical input to the Risk matrix for those risks of a geotechnical origin, as well as to other documents to be internally developed by Ferrovial at Project level during Tender stage.
- Ensure that geotechnical principles and analyses are appropriately understood and applied in the design, including those related to complex soil and structure interaction modelling.
- Review the work of more junior geotechnical engineers and specialized Consultants engaged in the project development, engineering and design.
- Support the efforts for creating analytical two and three-dimensional models and also FEM models, when necessary, under the direction from the Design Manager.
- Ensure that geotechnical inputs to the BOQ are precise, well defined, back-up is clearly explained, and there are no relevant concepts missing. Assist other departments when necessary to explain and address the rationale or fundamentals for such inputs.
- Support the negotiation of the geotechnical engineering fees, the definition of geotechnical scope of works and other related contractual issues with the Geotechnical Consultants.
- Support the Construction Technical Office, as applicable during the construction phase, for geotechnical related matters.
- At Project level, support the hiring process of other Geotechnical Engineers who may be required to be engaged during the Detailed Design phase as part of the design Team.

DESIRED SKILLS & EXPERIENCE
- Master’s degree from an accredited university in geotechnical or civil engineering.
- 15+ years of experience in design management and expertise on complex civil infrastructure projects, including deep excavations, embankments, earthworks, subgrade, retaining walls, deep foundations, ground improvement, etc. More experience will be a plus.
- Previous experience with Alternative Delivery Projects (D&B Projects, P3 Projects).
- Ability to work in a fast-track, high-pressure construction environment.
- Professional Engineering License in GA or the goal to get the License within the first year.
- Project Management certification is desirable.
- Sound knowledge on ground (soil/rock) characterization, field exploration and laboratory testing methods.
- Skills in geotechnical and soil-structure modeling software (2D and 3D).
- Ability to work within the Engineering Services Team and within the Project Design Team with other colleagues.
- Assertive, with strong analytical and communication skills in English

Key Responsibilities
- Responsible for the management of the overall design delivery of the Calvert Infrastructure Maintenance Depot, from Scheme Design stage through Detailed Design, fabrication/manufacturing designs, construction and As-built stage.
- Responsible for coordinating and leading the design for the Calvert IMD (Buildings, railway elements and all other facilities), closely supervising the Designers and specialist design subcontractors/suppliers during the design, construction and handover of the works. Including integration of PW and any TW design stages, integration of design assurance and managing the delivery of the associated digital deliverables, in line with the construction and overall project programme, cost and client requirements.
- Responsible for the design deliverables for securing the Permanent Works consents (and its coordination with Temporary Works designs), and support obtaining such consents through engagement with the Stakeholders / Consenting team/individuals.
- Attending the weekly meetings with the construction team and broader design team and client in Birmingham, Calvert and/or London. Attending / chairing meetings for Calvert IMD design issues and manage their mitigation.
- Support and coordinate with the Calvert construction team any design issues, engaging with their key subcontractors and the Designers, as well with the suppliers in respect of fabrication designs.
- Support the client with identifying change, risk and opportunities and constantly striving for efficiencies and cost savings. Lead on the definition and assessment of optimizations and liaison with the commercial, planning, design delivery teams, and designers.
- Provide technical input and support to relevant commercial communications (SNCs, NCRs, CEs, Departures, etc.)
- Close liaison with the Engineering Director and the Track design lead and delivery directors, to ensure the integration of Contractor’s design, management of interfaces, and design delivery on time, optimized and in accordance with the Client’s requirements is essential.
- Lead the management of all interfaces (internal and external, including consenting as required) to ensure an integrated and constructible design, and evidencing the adequate interface management.
- Responsible for reviewing and reporting design delivery performance for the Calvert IMD (to include cost, programme, contract, scope, progress, change, compliance, governance etc.), in liaison and with support from the project controls and commercial teams.
- Manages the progressive delivery of technical assurance during design, construction and handover. Ensures compliance with the CDM Regulations.
Key skills and experience
- Degree in Civil Engineering / Railway Engineer /Architecture
- Understanding and knowledge of building codes and standards, zoning regulations, building construction, building systems and site requirements.
- Experience in managing railway depot designs; experience in managing large railway station buildings or other complex buildings
- Demonstrable knowledge of the application, principles, coordination of disciplines: architectural design, MEP and railway engineering.
- Experience in managing designers, managing liaison with third parties, stakeholders and other contractors.
- Very good communication and organizational skills
