Technical Assurance Lead
Overview
We are recruiting for a Technical Assurance Manager to join the HS2 Track infrastructure project at the initial design phase which will run concurrently with the completion of main works contracts, which are now at their peak. The team operate under a collaborative Rail Systems Alliance structure, designed to manage interfaces and resolve any program conflicts. The members will work together on design, access, resources, and logistics to achieve shared goals for cost and schedule.
Reports to: Design Integration and Technical Assurance Manager
Management Responsibility: The Technical Assurance (TA) team are responsible for supporting FBRS’s design delivery by capturing, developing and demonstrating compliance to requirements, facilitating configuration and technical change management, and managing technical assurance activities to achieve self-assured delivery of the project.
Key responsibilities
- The Technical Assurance Manager has overall responsibility for the preparation, implementation and maintenance of the Requirements and Assurance Management Plan (RAMP) and the implementation of the processes and procedures identified therein to deliver technical self-assurance at each HS2 Technical Lifecycle Stage
- The Technical Assurance Manager establishes and maintains the Contractor’s Technical Requirements Baseline, which captures all the input requirements necessary to ensure that the Contractor’s design is produced in accordance with the Works Information, applicable standards, statutory obligations, etc. Manage the identification and decomposition of new and existing requirements.
- Develop a plan, working in coordination FBRS design delivery management and the supply chain, that demonstrates that FBRS, as the first line of defence, has progressively delivered a fully technically assured, self-certified product that: is safe to build, operate and maintain; meets the requirements of HS2 Ltd as defined in the HS2 TAP; is fully integrated; is compliant with the required standards and regulations; has been duly coordinated with the relevant stakeholders; has been verified and validated throughout all technical lifecycle stages; and is robustly evidenced.
- Ensure that sound engineering and V&V result in the production of the integrated evidence, integrating the artifacts from the supply chain, that assures all the stakeholders that the project is on track and will deliver what has been requested.
- Ensures efficient processes and operations to evidence technical requirements, ensuring close coordination with the rest of the FBRS IM and Design Management team to contribute to a timely delivery of the designs in an efficient manner. Promotes streamline processes to achieve these goals.
- Ensures identification of those requirements under the contract that imply achieving specified functions and standards of performance and/or outputs and establishes appropriate specific measures to ensure a robust plan for managing and evidencing them. Monitors the delivery of those requirements including its evidencing and works with design delivery management to identify and establish a plan to manage residual risks.
- Ensure that the assurance evidence is progressively delivered through each project lifecycle. Progressive Assurance is the method used to mitigate the (unacceptable) risk of protracted approval that will delay the acceptance of the works.
- Also ensures there is a process in place to manage Undertaking & Assurances (U&As) within the Design team, and to interface with others in FBRS which are in charge of U&As. Monitors the delivery to the process.
- Ensures there is a process in place for Departures and supports its management (in liaison with Design delivery) as required.
- Facilitates the register and the process for management of variations to the Technical Standards Baseline.
Management of subordinate roles
- Deputy Technical Assurance Lead
- Functional management of Technical Assurance Engineers within FBRS design delivery teams
Programme and Information coordination
- The Technical Assurance Manager shall take an active role in the planning, co-ordination, and submission of all technical assurance activities and the resolution of technical assurance related issues to efficiently deliver a progressively self-assured product to timely achieve Level 3 certification for each work package to enable the completion of all technical lifecycle stages.
- Lead review of the quality and completeness of assurance packs and TA artifacts (e.g. Configuration status report, Verification and validation matrix and Level 3 certificates) facilitating completion of project lifecycle stage gate.
- Lead management of progress reviews, tracking and reporting of assured deliverables and associated certification to meet programme.
- In coordination with design delivery leads, undertake assessment of Technical Assurance readiness to proceed to interdisciplinary design reviews and project lifecycle stage gates.
- Lead presentation of stage gate assurance packs for Level 3 lifecycle stage gate FBRS/HS2 acceptance panels.
- Lead regular progress reviews, tracking and reporting of assured deliverables and associated certification to meet programme.
The Technical Assurance Manager shall:
- Deliver technical assurance communications such as staff briefings and technical assurance awareness training etc.
- Manage guidance and mentoring to design and construction teams on what they have do to achieve HS2 Technical Assurance.
- Contribute to the continued improvement of the technical assurance strategy, processes and systems, capturing lessons learnt.
- Manage collaboratively and effectively with project delivery teams, project leadership, clients, sub-contractors, regulatory bodies and other major stakeholders.
- Work location London/Birmingham. Attend weekly meetings with the broader design, systems safety and construction teams and client in Birmingham / London.
- Support the client with identifying change, risk and opportunities and constantly striving for efficiencies and cost savings.
Key Skills and qualifications
- Degree in Civil or Mechanical Engineering (or related field)
- Chartered IMEC, PWA Institute or CEng ICE desirable
- Experience in major multi-disciplinary rail projects. Experience in high-speed railway projects, design and build projects, and UK projects will be valuable.
- Specific experience in HS2 assurance delivery will be valuable
- Proficient in design coordination, design interface management and assurance documentation in railway projects.
- Previous experience in a similar role with aligned responsibilities & accountabilities.
- Strong communication, leadership and management skills, with a positive and collaborative approach.
- Enthusiastic team player, able to listen, understand, engage and motivate, and with confidence to make decisions when required.
- Focus on efficiency and driving delivery. Practical experience of harmonising design and quality requirements with buildability.

Reporting to the Design Manager, the Technical Lead Engineer will be responsible for the coordination and implementation of the BoQ of the project and the design support during construction including the management and coordination of the Survey and Monitoring Assistant
As Technical Lead Engineer, will be responsible for ensuring the correct implementation of the design, particularly focusing on the Civil works for the Shafts, Head houses, Accesses, Utilities diversions and connections to the existing networks, managing the design changes (FCR) and RFIs.

KEY ACCOUNTABILITIES
• Analysis, review and preparation of design documentation from detailed design till hand over
• Management of the Site Design Team during the construction phase
• Management of the Survey Team during design and construction phases.
• Management, review and approval of all design changes and responses to RFIs, FCRs and NCRs, including changes to the design coming from the supply chain – in coordination with the BIM Manager
• Coordination and supervision of the production of all as-built drawings and other Documentation required for the handover of the works
• Technical preliminary assessment of the change proposals before are instructed to the designer
• Proposal of design optimizations during construction
• Production and review of the BoQ for the project, in coordination with the Project Cost Control Team
• To assist the project team in their production of ‘as-built’ documentation and the Health & Safety File.
REQUIREMENTS
• Degree qualified in civil engineering or similar discipline.
• Experience in a similar role in of comparable projects, projects including Shafts and underground works
• Understanding of Project Management and Procedures.
• Structural design capabilities, including experience with FE modelling.
• Specific computer skills. CAD/BIM user experience
• Capability to manage a design and produce design as well, not only technical but design assurance as well (specs, MAFs, ITPs, etc)
• Excellent communications skills at all level.

We are now recruiting for a Slab track – Civils design integration lead to join the HS2 Track infrastructure project at the initial design phase which will run concurrently with the completion of main works contracts, which are now at their peak. We are now developing the track design team which will interface with Main Works Civils and Stations Contracts to manage any interfaces and resolve any potential issues for the track design integration such as earthworks, tunnels and viaducts.

Your mission
As a Slab track – Civils design integration lead, you will lead and manage all design interfaces between viaducts, structures, tunnels, earthworks and the Standard Track System, ensuring that the slab track solution is fully integrated, buildable, and meets all requirements for structural behaviour, movements, durability and long-term performance. This role places a strong emphasis on the ability to interpret and assess structural behaviour, as well as understanding of geotechnical behaviour, including:
- Movements of viaducts/bridges, including long-term, temperature-driven and transient effects.
- Settlements / differential settlements and their impact on the slab track system.
- Expansion joints, bearings and articulation details affecting track behaviour.
- Overall load transfer mechanism between the slab track system and the railway platform.
Key responsibilities
- Establish and promote best practice in health, safety, sustainability, cost, time, buildability and quality across the track–civils interface.
- Lead the integration of Standard Slab Track with civil structures (viaducts, bridges, retaining structures, tunnels, earthworks), ensuring technical compatibility and early identification of constraints.
- Evaluate structural movements, deflections, rotations and restraint conditions and assess their impact on slab track performance, system tolerances and construction feasibility.
- Provide site-informed engineering judgement to optimise detailing, buildability, and sequencing at interfaces between structures and track.
- Coordinate and manage design interfaces with internal and external designers, ensuring that integration is safe, technically robust and compliant with contractual requirements.
- Input into engineering workshops, design reviews and integration or technical steering groups.
- Manage the Interface Control Documents (ICDs) and maintain clear, auditable records.
- Lead or support the resolution of interfaces, ensuring timely close-out with Main Works Civils, Stations, Systems, Make Works, and other stakeholders.
- Prepare minutes, notes and technical reports to ensure transparent communication and accurate documentation.
- Identify opportunities to improve design by incorporating buildability, quality, safety and value optimisation.
- Support risk identification, mitigation and reporting relating to structural–track integration.
- Ensure all interface activities are managed in line with programme and escalate issues proactively where needed.
- Maintain and promote awareness of SHE hazards and demonstrate active commitment to minimise associated risks.
- Work location London/Birmingham. Attend meetings with the broader design, integration and construction teams and client in Birmingham / London.
Who are we looking for?
- Strong leadership and management skills, with a positive and collaborative approach
- Enthusiastic team player, able to listen, understand, engage and motivate, and with confidence to make decisions when required
- Solid technical understanding of structural engineering principles, including evaluation of movements/deflections in bridges and viaducts.
- Degree-qualified in Civil Engineering or equivalent; Chartered or approaching Chartered status preferred.
- Experience in structures, geotechnics, civils or infrastructure, ideally within a Rail environment. Degree qualification in civil engineering or equivalent
- Ability to interpret structural drawings, details, movement envelopes, tolerances and to understand their implications for track slab alignment and system constraints.
- Familiarity with interface management, technical assurance processes, and formal workflows for design coordination (ICDs, risk registers, change management, requirements traceability).
- Understanding of design procedures, British/Eurocode standards, and (preferably) HS2-specific standards and processes.
- Knowledge of design procedures and standards,
- Preferably knowledge of HS2 processes and standards
- Ability to work in a collaborative multidisciplinary team environment
- A good commercial understanding of contracts, procurement routes and risk management.
- Strong appreciation for 3D design and BIM and digital engineering, with the ability to use model reviews to identify clashes and integration risks.
- Excellent communication—both interpersonal and formal reporting—able to challenge constructively and influence decision-making.
- Professional approach with clients, designers, JV partners, subcontractors and suppliers.

The Ferrovial BAM Joint Venture (FBJV) has a successful history of delivering critical infrastructure for the UK on time and to budget together in joint venture partnership. Job Description:
Position Summary
The HV Cable Engineer will lead the design delivery for Cable System Projects up to 400kV, for all stages of the project: FEED, Tendering, Detailed design to project handover. This role requires an understanding of electrical engineering principles, industry and relevant codes & standards, and regulatory requirements, cable technology and safety regulations, and to ensure the reliable and safe operation of HV cable infrastructure.
Key Responsibilities
- Developing and/or reviewing HV/EHV cabling systems specifications, concept/detailed design, estimation, site supervision and support as required.
- Provide technical support to the design team on all aspects of HV cable system engineering and design, such as civil, structural, supply chain, etc.
- Perform and review technical calculations including cable size, spaceproofing, rating calculations, bonding schemes, TMF and EMF calculations, Sheath induced voltage calculations and other.
- Ensuring all project designs are compliant with CDM regulations, relevant legislation and company procedures
- Assist with temporary works design schemes.
- Ensure that the drawings and specification documents contain sufficient, accurate information for construction of the works.
- Ensuring correct and accurate interface with other engineering functions involved in the projects, attend, and conduct internal and external meetings with colleagues, clients, and subcontractors.
- Identify potential risks, recommend corrective actions and mitigation measures.
Qualifications
- Degree (or equivalent) in Electrical Power Engineering.
- Previous experience with consultancy, contractor or utility in the energy sector.
- Previous experience in a cable related role supporting FEED design and/or detailed design.
- Experience in HV cable design, installation, or maintenance.
- Ability to work both independently and as part of a multidisciplinary team.
Desirable
- Previous experience in Cable Tunnel projects.
- Familiar with National Grid policies, procedures and technical standards.
- Familiarity with relevant cutting-edge engineering software.

We are seeking an experienced and highly motivated Senior Planner to join our team, based in Birmingham for the HS2 Track project. The Senior Planner role is office-based and will be focused on managing the contract programme, including dealing with client and supporting the commercial team. The role demands leadership skills and initiative to proactively produce and maintain a realistic programme coordinating with our construction and design teams.
Main Responsibilities
- Develop, manage, and maintain detailed project contractual programme, ensuring alignment with contract requirements and overall project objectives.
- Collaborate closely with project managers, commercial leads, project controls, filed engineers, and other stakeholders to gather project data, assess progress, and identify potential risks or delays.
- Conduct regular schedule reviews and updates, providing accurate progress reporting and highlighting critical path activities.
- Prepare and submit contract program deliverable, including its narrative and other back-up documents.
- Coordinate with project controls to track and report on project performance using earned value management and other relevant metrics.
- Support the change management process, including the assessment of schedule impacts from changes and variations.
- Mentor and support junior planning staff within the project team in future expansion of the project.

- Provide Lead Author/Bid Writing services on forthcoming PQQs and Tenders (subject to timely client release of documents).

We are looking for a Senior HSW Advisor to join the HS2 Edgcote (OX17 2HL) and T2G project (NN13 5JE) team.
We are delivering a 3 x Viaducts along the new HS2 route situated in the Brackley and Banbury area. The works will consist of civils (Under and above ground structures), with heavy lifting, plant interface, working at height, temporary works and working in a flood plain being the key hazards.
Key Responsibilities:
- Responsible for overseeing your project with a direct report into the HSW Manager in regards to Health, Safety and Wellbeing (HSW).
- Provide competent health and safety advice and support to your allocated project.
- Develop a close working relationship with the Projects client, supply chain and other stakeholders to ensure effective communication between all parties on HSW matters.
- To promote FC Civils Solutions “Always Safe and Always Ready’ company values in all dealings with other employees, clients, subcontractors and other external contacts
- Chair, Attend and contribute to site meetings, forums and workshops, both internally and externally, representing the project on all H,S & W matters.
- Actively involved and ensuring that H,S & W risks are identified and mitigated through the project construction phase.
- Assist in maintaining and seeking continuous improvement in the strategies, policies, and procedures in relation to current industry best practice and minimum statutory requirements
- Ensure that the allocated project is maintaining records in line with FC Civils Solutions company procedures and legal minimum requirements
- Monitor close out of H&S reviews and audits within prescribed timescales.
- Participate as requested by the HSW Manager in Health, Safety & Environment audits.
- Monitor and ensure the Site Inspections Rota is followed and closed out.
- Undertake a weekly HSW inspection report key findings to the HSW Manager and Site Team.
- Advise the HSW Manager of any onsite incidents and to follow the Project Emergency Escalation.
- To lead on Local Investigation Reports and to contribute to Formal Investigation Reports, ensuring that all initial investigations are robust with all findings clearly evidenced by the data and supporting meaningful remedial actions.
- H&S KPI data management, analysis and reporting to the HSW Manager on a monthly basis. Identifying trends where appropriate and leading or assisting in the development of associated action plans. Uploading data to Company and Client systems.
- Review / Write FCCS Risk Assessments in line with planning of new works
- Review Subcontractor risk assessments and method statements / Task Briefings
- Review Project Plans developed for your allocated project.
- Help maintain company HSW Accreditations
- Undertake Site Inductions where necessary
- Provide advise on-site Environmental and Sustainability safety.
- Assist the HSW Manager in the development of Visual Standards.
Skills and experience
- Health and Safety Advisor experience working in working in Construction / Civils
- Good knowledge of working in civil engineering environments
- NEBOSH Construction (desirable) or equivalent health & safety qualification, NEBOSH general accepted
- Valid CSCS Card
- Detailed knowledge of Health and Safety Legislation and industry best practice
- Excellent communication skills and ability to engage at a variety of levels throughout the business, including with the Client.
- Possess a level of technical experience to be able to constructively contribute to problem solving complex and sensitive safe systems of work from a pragmatic perspective.
- Good influencing and persuasive skills with an ability to build effective working relationships with people at all levels.
